Section A - Solicitation/Contract Form
NOTES
1. "Technical Documents applicable to this requirement, which include a Distribution
Statement other than "A", will not be released with the solicitation. Such documents will be provided separately to contractors who specifically request them from the contract specialist designated in the solicitation and are registered in the Joint Certification Program (JCP), which is managed by the Defense Logistics Information Service (DLIS). The Joint Certification Program establishes the eligibility of a U.S. or Canadian contractor to receive technical data governed by DoD Directive 5230.25. This Directive sets forth policies, procedures and responsibilities for the withholding of unclassified technical data from public disclosure. DoD Instruction 5230.24, a companion instruction, establishes the distribution marking system for DoD controlled technical documents. To become certified to receive controlled technical documents, contractors must submit a completed DD Form 2345 to the JCO. Refer to www.dlis.dla.mil/jcp/ for additional information on obtaining the required certification."

ENERGY DASHBOARD ACQUISITION CONTRACT STATEMENT OF WORK
1. Statement of Work
1.1. Introduction:
The flowmeters requested in this contract are being used to replace and support a rotating pool of flowmeters currently installed in the fuel system on DDG‐51 Class Flight IIA ships.
2. Technical Acceptance Factors
2.1. Flowmeter
The contractor will supply turbine flowmeters with calibration data report sheets for each meter. The flowmeters shall meet the requirements of NSTM 504 Chapter 13. Two sizes of flowmeters, ½” and ¾”, will be acquired for this effort. The flowmeters will be used on DDG‐51 Flight IIA class gas turbine fuel supply lines on both gas turbine motors and gas turbine generators. The following description provides the specifications the flowmeters shall meet in order to be used in these systems. To go along with the description below, the drawings of the existing flowmeters are attached to this document.
2.1.1. Flow Range and Accuracy
The flow range of the ½” flowmeter shall be within 0 and 15 GPM (Gallons per Minute) and the ¾” meter shall have a flow range within 0 and 35 GPM. The linear accuracy shall be within ±0.5% of reading across the flow range and the repeatable accuracy shall be within ±0.1% over the repeatable range.
2.1.2. Construction
The meter shall be of a monolithic, fail safe construction.
Flange Connections ANSI 150 PSI Stainless Steel Flanges
Mating Connections MS‐3106F‐10SL‐4S
Pickup Type Hermetically Sealed, Magnetic Motion Sensor
Pressure Drop Allowed Less than 25 PSID
2.1.3. Output
The output of the flowmeter shall be a frequency signal from a Single Magnetic Pickup Coil. The Calibration Data Report Sheets shall provide the K‐Factor calibration points associated with the range of frequency signals outputted by the flowmeter across the flow range.
2.2. Signal Conditioner
The signal conditioner for this system shall be a fit, form, function replacement for the existing equipment. To go along with the description below, the drawings of the existing signal conditioner is attached to this document. It shall be powered by 120 VAC, receive the frequency input from the flowmeter, and convert it to a 4‐20mA. The frequency converter shall be capable of using the K‐factor calibration data for its specific flowmeter to correctly convert the input signal. The different connection ports shall meet the following specifications:
Connection Type Specification
Signal In MS3102E‐10SL‐3P
Power MS3102E‐16‐10P
Analog Out MS3102E‐12S‐3S
The signal conditioner shall be mounted per the following specifications in order to fit, form, function replace the existing equipment. It shall be contained in an environmentally protected enclosure box.
The box shall have a height of 3.00 inches, length of 7.50 inches, and a width of 4.00 inches. It shall be mounted using four ¼ inch bolts. The mounting bolt arrangement is a rectangle that measures 6.75 inches wide and 2.00 inches height between the bolt centers.
