If "Equal" items are acceptable, you MUST provide Technical Specifications/Salient Characteristics for each CLIN.
IAW FAR 11.104(b), Brand name or equal purchase descriptions must include, in addition to the brand name, a
general description of those salient physical, functional, or performance characteristics of the brand name item
that an "equal" item must meet to be acceptable for award. Use for brand name or equal descriptions when the salient characteristics are firm requirements.

Basis for Estimation For each Line Item/CLIN, list the previous Purhase Order, Delivery Order and Contract number and date of the award. If not available, provide a website address that is directly connected to the pricing of the material. A Manufacturer's proprietary price list or supporting correspondence (Commercial Price List, Website, Catalog, GSA or other External Contract Pricing), received during the IPT's Market Research should be submitted directly to the Contract Specialist once assigned. State here "Proprietary List will be provided to the Contract Specialist. No other pricing available at this time."

christy.christopher: The Contract Specialist is required per FAR 13.106-3 to perform a Fair and Reasonable price determination. The Contract Specialist is required to utilize at least 2 methods or price comparison in order to make a Fair and Reasonable price determination which is documented in the Contract File. The first method of comparison is Adequate Price Competition. The second method is to compare historical prices paid. If the these items or similiar items have been previously procured, please include those Purchase Orders, Delivery Orders, or Contract numbers in your Basis of Estimation Tab. The third method of price reasonableness is published price lists, including websites, catalogs and advertisements. This may help support the current prices if the previously paid prices are significantly lower or higher due to the time that has expired between the last order and this order. The fourth method of price reasonableness is comparing the proposed price to the IGE and the final method is comparison to similiar items.

To determine if the item has been previously purchased, use the Historical Material Purchases by Part Number Business Objects (BOBJ) Report
