About this file
This document is a Justification and Approval (J&A) for the use of other than full and open competition for the procurement of MT30 gas turbine engine removal tooling. The Naval Sea Systems Command, Naval Surface Warfare Center in Philadelphia is the contracting activity.
The J&A states that Rolls-Royce Marine North America (RRMNA) is the only responsible source available capable of providing the required tooling, as the original equipment manufacturer with proprietary technical data. The estimated value of the purchase order is $749,599, to be funded with FY24 Operation & Maintenance, Navy (OM&N) funding. The delivery date is 60 days from award. No other contractors responded to the Request for Information or solicitation synopsis posted. The Contracting Officer determined the anticipated cost to be fair and reasonable. The J&A also notes that NSWCPD has no plans to compete future contracts for these supplies/services at this time, unless another potential source emerges.

Budgeted funds will include FY24 Operation & Maintenance, Navy (OM&N) funding. The total estimated dollar value of the proposed acquisition is $749,599. The delivery date will be 60 days from award. The Government’s minimum needs have been verified by the certifying technical and requirements personnel.
4. Statutory Authority Permitting Other Than Full and Open Competition.
41 U.S.C. 1901(e)(2), sole source (including brand-name) acquisition under the authority of Simplified Procedures for Certain Commercial Products and Commercial Services.
5. Rationale Justifying Use of Cited Statutory Authority.
RRMNA as the Original Equipment Manufacturer (OEM) of the MT 30 Gas Turbine Engine is the only contractor with the requisite knowledge, experience, and proprietary technical data necessary to machine the tooling required to remove and install the Rolls-Royce MT-30 Gas Turbine Engine.
The MT-30 Gas Turbine Engine is the only engine that is authorized to be utilized to maintain form, fit, and function with the boost propulsion plant on the LCS Freedom class and electric plant on the DDG1000 class ship. In order to adequately and effectively perform engine change-outs, special tooling is required. The removal tooling is custom to the MT30 engine and RRMNA has the proprietary information and intellectual property to make a proper set of engine removal tooling. The intellectual property for the engine includes the dimensions and specifications of lifting points, weights and moments of the engine, and details on the enclosure dimensions and removal path. No other manufacturer possesses the requisite capabilities and access to the proprietary information necessary to meet the requirements of this tooling procurement.
The Government does not own the requisite technical data to organically manufacture removal tooling for the MT-30 Marine Gas Turbine Engine. On 6 February 2024, the Government requested the technical data required to machine the tooling to support the MT-30 Gas Turbine Engine change-outs. On 7 February 2024, RRMNA responded that they would not be interested in selling the technical data to the Government.
In order for either the Government or a new contractor to machine these tools, the removal tooling would have to be reverse engineered, designed, machined, and tested, all at the Government expense. The estimated time to achieve this requirement is between two and a half and four and a half years which includes design, procurement, and testing (Table 2). The only location to accurately test the new tooling would be onboard an LCS or DDG 1000 ship which requires an engine change-out and adds an unknown to the time frame as the Government would have to work around ship availabilities.
Table 2: Timeline to Reverse Engineer Events Duration Design Engine Removal Tooling 1-2 years Manufacturing and Procurement of Engine Removal Tooling
1-2 years
Testing and Qualification of tooling 3-6 months Total Time 2.5-4.5 years
In addition to the scheduling impact, it is estimated the associated cost with new tooling is approximately $3M, which is $2.2M higher than the Independent Government Cost Estimate (IGCE) to procure the used tooling in this requirement. The $3M estimate was a Rough Order of Magnitude (ROM) provided by RRMNA.
In sum, RRMNA is the only responsible source available that is capable of machining the tooling for the Government’s requirement in support of MT30 Gas Turbine Engine change-outs.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
A Request for Information (RFI) was posted to SAM.gov on 07 February 2024. Additionally, a synopsis of this procurement was published on the SAM.Gov on 26 February 2024. No contractors have responded to either posting. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any other contractor than RRMNA to provide the required supplies and services.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NSWCPD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWCPD will assess whether competition for future requirements is feasible.
