Reference SOW C.3.1:
A. What is the daily expected number of employees and visitors to be screened for building 4, 29, 77L, 77H, 633 and 1000? [[Near term, occupancy will be 200-300 people per day. During the transition period, approximately 500-1,000 people per day
B. What time frame are most employees expected to arrive? [[0500 – 0930]] C. Do employees have to be retested every time they enter the same building or another building after initial testing? [[If retesting is required, each time an individual enters any bldg they will be required to have a temperature check.]]
D. Or do they just show wristband/sticker? [[If government elects to only have 1 check per day, the employee will just proceed thru the line and show their sticker/wristband, to the ACP that is located within in the bldg.]]
E. If just showing proof of same-day temperature check, do they go through the same queue as individuals waiting for initial temperature check? [[They do not need to wait in line, they can proceed to enter the bldg where the ACP will check for daily wristband/sticker and CAC card.]]
F. What are the guidelines for rechecking of temperatures upon re-entry? [[If required, same temperature check procedure as initial check.]]
G. Is there an expected amount of time for each temperature check to take? [[Approximate estimate is 10 – 20 sec, per person]]
H. Will Naval Force Protection personnel be assigned during scheduled temperature scanning hours to provide crowd control and enforce compliance with the temperature scanning requirement? [[No, however access control point personnel will be nearby and can call Navy Police if there is a problem]]
Will the government provide social distancing physical management of personnel awaiting temperature checks, including stanchions and appropriate barricades and signage? [[The contractor shall post signage on/in their enclosures indicating it is a Temperature Monitoring station and signage instructing employees to maintain 6 foot distancing.]]
Reference SOW sections C.3.4 and C.3.13. C.3.4 states “in a contractor provided screening enclosure for buildings 4, 29, 77L, 633, and 1000… “Each building would require a specific enclosure. The Contracting Officer and COR will direct which option will be utilized and the location of those enclosures.” C.3.13 states that “Contractor shall possess and utilize an outdoor screening enclosure…big enough to accommodate 2 screenings...”
A. Should the contractor offer their own screening enclosure, or will the government notify contractors of the appropriate type and size of approved enclosures? [[Contractor shall offer their own.]]
B. When will the government notify the contractor and how will purchase of the screening enclosures be done and paid for? [[Contractor should provide enclosures for all buildings and include the cost in their proposal.]]
C. Are there any screening enclosures that are not appropriate for this contract? [[Enclosure needs to be big enough to accommodate two lines while maintaining social distancing, and must all have sides to block wind/rain.]]
D. Will a site visit be scheduled prior to the proposal due date? If not can pictures, layouts, and dimensions of the scale of screening space provided for each building be provided if contractor is expected to build pricing for the enclosures into the RFQ response? [[A site visit can be arranged if required.]]
E. Will the government procure all required permits, approvals, licenses for installation of screening enclosures? [[No.]]
F. Will the government provide installation of the screening enclosures? [[NO, government will only provide a GFCI protected power cord.]]
G. Will screening enclosures be in-place for duration of contract or will contractor be required to disassemble enclosures nightly and/or over weekends? [[No, unless there will be severe weather.]]
H. Will the government provide security for the screening enclosures and materials? [[No, contractor will be responsible for securing material.]]
Reference SOW C.6. Are NIST/NIOSH standards required for the no-contact thermometers?

Reference SOW 3.9. Will a holding area for retesting and for individuals with high temperature findings who are referred to contact supervisor and/or DoD POC be set up? Will this area be monitored? [[No, Individuals will be immediately re-tested.]]
Reference SOW C.3.10 and C4.3. “Immediate reporting of repeated high temperatures” appears to be a typo. According to SOW 4.3.1, “The Contractor shall immediately record on a … log.” There is no indication that high temperature readings are to be immediately reported. [[correct]]
Reference SOW C.4.3. This requirement states that two forms of immediate reporting (recording?)” but Section 4.3.1 only appears to indicate one form of recording – “on a contractor-furnished, handwritten log.” [[correct]]
Reference SOW C.3.13 Will power be provided for laptop and cell phone charging? [[120V 15A GFCI protected cord will be provided]]
Reference SOW 3.11. Personnel assigned to this contract are required to wear PPE. The stated labor category is LABORER. Will temperature screeners be required to attend HAZWOPER courses prior to the start of work on this contract? Will temperature screeners be required to have any medical background, training, or qualifications? [[Screeners shall be instructed on proper use of PPE per CDC guidelines.
Screeners do not require any medical background, qualifications. All screeners shall be trained on the proper use of the thermometer.]]
Reference SOW C.3.15. Will Naval medical personnel be on-site to oversee thermometer calibration and temperature taking? [[No, not the responsibility of the government.]]
Reference SOW C.3.17.4. Which locations/building are anticipated to require additional scanner/s? [[All could require it.]]
Reference SOW C.3.17.5 What is the Standard Occupational Classification number for the Laborer labor category the government has proposed? [[See Clause 52.222-42, Section I. Note that the personnel quoted are not required to be medical professionals and will not be providing any diagnosis or physical evaluation. Temperature measurement and documentation are the only requirements.]]
Reference SOW C.4.1, 4.2. Will the government provide CDRL exhibits A020 and A002? [[The SOW has been modified to only require (1) CDRL A0001, see attached]]
General Reference. Can offerors submit multiple offers/responses to provide a compliant response to the solicitation for LPTA evaluation and a separate, innovative response? [[No, only one offer / response will be accepted per contractor]]
Can you confirm that the entryways where the screening enclosures are established by the consultants will be the only access INTO each building for employees, visitors, contractors etc.? [[Correct, enclosures will be located at the only approved entrances in the bldgs.]]
