AMENDMENT 0005
a) The purpose of this amendment is to respond to questions received.
QUESTION:
1. PN 8628118-1, AN/BRR-6 ( ) TOW CABLE BOX SPOOL - WELDMENT requires anodizing IAW drawing note 3. As designed, the outer (HUB PN 8628118-4) and inner (SHAFT, SPOOL PN 8628118-7) pipes weld 100% to both flanges (FLANGE, DRAG & FLANGE PN'S 8628118-2 & 3) along their circumference. This results in a sealed void within the weldment and it is calculated that this void will result in a positive buoyancy condition when placed into anodizing solution. The anodizing process requires components be fully submerged in solution for uniform coating distribution and appearance. Is it permissible to either a.) Install 4
ea. Ø1/2" drain holes through flanges -2 & -3 on an approximate Ø14-1/2" bolt circle at 90° increments. or b). Install a single Ø1" hole, 1" NPS threaded half coupling, and 1" NPS plug through flange -2? Option A allows for the anodizing solution to flood the void and then to be drained at the completion of the process. Option B would allow for the void to be filled with water, plugged, and then drained after anodizing (the plug could be reinstalled after drying to ensure the void remains weather tight). In either instance, the void is filled resulting in a negative buoyancy condition. In the absence of either of these options, please describe in more detail the procedure for anodizing PN 8628118-1.
ANSWER:
1. To facilitate anodizing the spool weldment (8628118-1), installing 4 ea. Ø1/2" drain holes through flanges -2 & -3 on an approximate Ø14-1/2" bolt circle at 90° increments is acceptable.
QUESTION:
2. Drawing 862118 (AN/BRR-6 ( ) TOW CABLE BOX SPOOL - WELDMENT identifies item 4 (HUB) as "MAKE FROM 16" NPS SCH100 PIPE". However, the dimensions detailed in zones 24C and 24D of the same drawing are consistent with NPS SCH40 pipe (Ø16" X .500" wall thickness). Is HUB PN 8628118-4 to be manufactured from NPS SCH100 pipe (Ø16.000" X 1.031" wall thickness) or NPS SCH40 pipe (Ø16.000" X .500" wall thickness)?
ANSWER:
2. Part Number 862118-4 shall be made from 16" NPS Schedule 40 Pipe.
3. HUB PN 8628118-4 has only been found available commercially as 6061-T6.
Amendment 2 specifies this component as 6063-T6. Is 6061-T6 considered an acceptable replacement for the 6063-T6 material specified?
3. 6061-T6 is an acceptable replacement.
4. PN'S 8628118-5, 6, & 8 are identified as manufactured from ASTM-B211 6061-T6. Is ASTM-B221 6061-T6511 acceptable alternative material?
4. 6061-T6511 is not an acceptable alternative material.
5. PN 8628127-2 is identified as manufactured from ASTM-B221 6061-T6. Is ASTM-B221 6061-T6511 an acceptable alternative material?
5. 6061-T6511 is an acceptable replacement.
6. PN 8603581-1, for all anodized components; is there any expectation of specific surface finishes not otherwise identified within the TDP? Said another way. Are components to be provided in the "as produced" (mill) condition IAW their respective drawings, or are there any requirements to abrasive blast, sand, grind, or otherwise alter factory material surfaces in order to provide a more uniform surface finish? If so, please elaborate.
ANSWER:
6. Surface finishes not specified on the field of the drawing shall be machined to 125 microinches as specified in the "Dimensional Tolerances and Surface Finishes" block on sheet 1 of drawing 8603581.
7. PN 8628131-11 KEY, COUPLER is identified as Zinc Plated Steel and cut to length from PN 98491A136. When cut to length from the specified material, material ends will remain unplated. Do these parts require additional plating in order to ensure a 100% plated surface?
7. PN 8628131-11 KEY, COUPLER shall be 100% zinc plated after cutting to length.
8. It appears that FAR Clause 52.225-1, "Buy American Certificate", is not incorporated into the solicitation/contract. Is this clause required?
8. See attached Buy American Clauses that have been incorporated into the solicitation and the resulting contract.
b) The proposal due date of 30 May 2018 at 3:00PM EST is unchanged.
c) All other terms and conditions remain the same.
