QUESTION:

2. CDRL A003 references First Article Testing that appears to be conducted at the contractor's facility. The solicitation SOW doesn't specifically detail the testing required as part of this effort. Please provide clarification regarding testing such as, but not limited to:

2a. Who is conducting the testing? The SOW states that the Government will perform the testing.

CDRL A003 states ".the TPOC will be present for the test. "

ANSWER:

2a. The government Tech Code Point of Contact (TPOC) will perform first lot testing at the contractor's facility.

QUESTION:

2b. What does the testing entail?

ANSWER:

2b. First lot testing will consist of a visual inspection of the unit for dimensional conformance and proper assembly in accordance with the drawings, workmanship and the air/gear motor (government provided) interface and operation.

2c. What is the pass/fail criteria?

ANSWER:

2c. The first lot unit shall be:

1) in dimensional conformance and proper assembly in accordance compliance with the drawings through examination by the TPOC; and

2) welded, assembled and finished in a workmanship like manner through examination by the TPOC; and

3) the air/gear motor capable of interfacing (mounting bolts and keyed to the coupler sleeve) with the tow cable reel assembly and turning (with no load) without any excessive vibration or noise as witnessed by the TPOC.

In addition, the BLOCK 8 requirement of CDRL A003 shall be deleted. Revised CDRL A003 is attached.

2d. What documentation is required and in what format?

ANSWER:

2d. The only documentation required is specified in CDRLs A001 and A002. The government will furnish a short, first lot sign‐off sheet describing the testing in 2c above at the time of first lot testing.

In addition, the BLOCK 8 requirement of CDRL A003 shall be deleted. Revised CDRL A003 is attached.

2e. Is this testing limited to only the First Article?

ANSWER:

2e. Yes, testing is limited to the First Lot only.

2f. If the testing also applies to production units, is sampling permitted? If sampling is permitted, what are the sampling requirements?

ANSWER:

2f. See response 2e above.

QUESTION:

3. Solicitation N64498‐18‐R‐4017, Page 11 of 52, lists deliveries as:

Given that LOT 1 is a first article and time must be allotted for Government first article inspection and approval (which we have no control over scheduling), it seems reasonable for the Lot 2 delivery schedule to be tied to first article approval instead of receipt of order. Additionally, it would be beneficial to all if there is ample time in the schedule to allow for up‐front Contractor/Government coordination and challenge resolution prior to and during first article construction since this is a new design. After first article approval, a reasonable ramp up to the production delivery rate would be appreciated. With this in mind, can the following schedule be incorporated?

ANSWER:

3. The government concurs that Lot 2 should be tied to the government approval of Lot 1 instead of the receipt of order. The schedule on page 11 of 52 of the solicitation shall be revised as follows:

Order Size Lot Lot Size Weeks After Weeks After Government Cumulative Number Receipt of Order Approval of First Lot Total 110 1 1 14 ‐ 1 2 10 ‐ 5 11 3 50 ‐ 8 61 4 49 ‐ 12 110

The government is agreeable to Contractor/Government coordination to the extent that the contractor feels is necessary, but within the bounds of the existing schedule.
