USE OF PAST PERFORMANCE INFORMATION RETRIEVAL SYSTEM – STATISTICAL
REPORTING (PPIRS-SR) IN PAST PERFORMANCE EVALUATION (NAVSEA) (SEP
2009)
(a) Each offeror’s past performance shall be evaluated in accordance with FAR 13.106-2 or 15.305(a)(2), as applicable. The Department of Defense (DOD) has authorized use of PPIRS-SR for use by DOD activities during the acquisition of supplies and services. For purposes of this solicitation, contractor past performance will be based on data from PPIRS-SR. The offeror’s quality and delivery classifications from PPIRS-SR will be used in conjunction with the offeror’s references, the criteria in FAR 13.106-2 or 15.305(a)(2), as applicable, and other provisions of this solicitation.
(b) The purpose of PPIRS-SR is to provide source selection officials with quantifiable past performance information regarding delivery and quality. This information is collected form existing DOD reporting systems during the source selection process.
(c) Quality: PPIRS-SR collects quantifiable quality data from existing systems and uses that data to classify supplier performance by Federal Supply code or federal Services Code (FSA group).
Based on comparisons among suppliers in a specific FSC group, PPIRS-SR sorts suppliers into color ratings representing the supplier’s overall quality performance based on the following indices:
Color Position Dark Blue Top 5% of suppliers in FSC group Purple Next 10% of suppliers in FSC group Green Next 70% of suppliers in FSC group Yellow Next 10% of suppliers in FSC group Red Bottom 5% of suppliers in FSC group
(Note: if all supplier ratings for a specific FSC group are equal, all suppliers with that group will be classified green. Suppliers with no history in PPIRS-SR will be displayed without a rating and, for evaluation, receive a neutral rating.)
(d) Delivery: supplier deliver past performance is classified in PPIRS-SR by the suppliers percentage of on-time deliveries. On-time deliveries are calculated using the number of line items delivered and a weighting factor reflecting the length of time a delivery was overdue.
(e) PPIRS-SR classifications are determined monthly for each supplier and can be reviewed at http://www.ppirs.gov/.
The following have been modified:
PD-L01 PROPOSAL PREPARATION REQUIREMENT (JUL 2007)
It is requested that offerors prepare their proposals in accordance with the following organization, content and format requirements to assist the government in making a complete and thorough evaluation of all proposals.
Proposals shall be submitted as three separate documents, as follows:
Documents Original Copies Solicitation, Offer and Award Document (SF-33) 1 0 Technical Proposal 1 2 Cost Proposal 1 2
The “originals” shall be clearly identified as the “ORIGINAL”, and bear the original signature(s) of the offeror. The “copies” shall be complete and clearly identified as “COPY” or “DUPLICATE”.
In order to facilitate the evaluation process, it is requested that offerors also submit their cost proposal spreadsheets on compact disk (in addition to the hard copy requirements stated above). It is requested that spreadsheet files be compatible with Microsoft Windows 2000 Professional, Microsoft Office Excel 2003. The submission of spreadsheet files on compact disk in no way relinquishes the offeror's responsibility to provide hard copies of the cost proposal.
(1) SOLICITATION, OFFER AND AWARD DOCUMENTS (SF-33 RFP)
This document, which may be used as part of the contract award document, shall be fully executed and returned as a separate document from the technical and cost proposals. Special attention should be taken to accurately enter the prices required in Section B, complete all Representations and Certifications in Section K and ensure that an authorized person signs the offer in Block 17 of Page 1.
The document SHALL NOT be embellished with any cover or binding. If the offeror makes any qualifications to any provisions in the RFP, all such qualifications shall be listed in a cover letter to the proposal. Qualifications may also be annotated on the Solicitation, Offer and Award document, if such annotation is necessary to clarify the qualifications.
(2) TECHNICAL PROPOSAL
The technical/management proposal should be written so that management and engineering oriented personnel can make a thorough evaluation and arrive at a sound determination as to whether the proposal meets the requirements of this solicitation. To this end, the technical proposal shall be so specific, detailed and complete as to clearly and fully demonstrate that the prospective contractor has a thorough understanding of the technical requirements contained in Section C of this solicitation.
Statements such as "the offeror understands," "will comply with the statement of work," "standard procedures will be employed," "well known techniques will be used" and general paraphrasing of the statement of work are considered inadequate. The technical proposal must provide details concerning what the contractor will do and how it will be done. This includes a full explanation of the techniques, disciplines, and procedures proposed to be followed.
The technical proposal shall not contain any reference to cost; however, information concerning labor allocation and categories, consultants, travel, materials, equipment and any information of interest to technical reviewers shall be contained in the technical proposal in sufficient detail so that the offeror’s understanding of the scope of the work may be adequately evaluated. The technical proposal shall be page numbered, contain a table of contents, be organized in the following four (4) sections, and shall address in detail the following information:
(3) PRICE PROPOSAL
Offerors shall provide separate price information containing prices for each and every line item as designated in the solicitation and should ensure that all certificates and representations within Section K of the solicitation have been accurately completed. Unless otherwise pursuant to FAR 19.702(b)(1), offerors shall submit a Small Business Subcontracting Plan conforming to the requirements of FAR subpart 19.7 and FAR 52.219-9

FACTORS
(1) TECHNICAL APPROACH
(1A) Technical Support: Provide a performance specification that demonstrates the capability to provide on-site technical support in accordance with the requirements of paragraph 2.1 of the SOW.
(1B) Capability Statement/Performance Specification - Provide a performance specification that demonstrates the capability to furnish a load bank system in accordance with the requirements of paragraph 2.2 of the SOW.
(1C) Deliverables: Provide a performance specification that demonstrates the capability to provide the materials and documents in accordance with the requirements of paragraph 2.3 of the SOW.
(a) General. Careful, full and impartial consideration will be given to all offers received pursuant to this solicitation, and the evaluation will be applied in a similar manner. Factors against which offers will be evaluated (e.g., Technical and Price) are set forth below and parallel the solicitation response called for elsewhere herein.
(b) Initial Evaluation of Offers. An evaluation plan has been established to evaluate offers pursuant to the factors set forth in the table above and all offers received will be evaluated by Government personnel in accordance with the plan.
(c) Evaluation Approach. The following evaluation approach will be used:
(1) Technical – A rating of Acceptable or Unacceptable shall be assigned under the technical subfactors as listed in the table above and on an overall basis. In order to be assigned an overall rating of Acceptable, an offeror must receive a rating of Acceptable for each technical subfactor listed in the table above.
Failure to submit adequate information will result in a proposal being rated as Unacceptable. The Government intends on making an award based on the initial proposals received. Therefore, an offeror’s initial proposal should contain its best offer from both a price and technical standpoint. Each proposal will be evaluated against the evaluation criteria set forth in the solicitation. Proposals will not be compared to each other or to criteria which are not identified in the solicitation; similarly, each proposal will be evaluated for every factor identified. Technical acceptability shall be determined based on the technical subfactors listed in the table above.
OVERALL TECHNICAL ACCEPTABLE/UNACCEPTABLE RATINGS are as follows:
Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the requirements of the solicitation.
(2) Price – The contract resulting from this solicitation will be awarded to the responsible offeror submitting the lowest priced, technically acceptable offer. The Government will make a single award and will evaluate offers for award purposes by comparing the totals. Technical acceptability will be based on the offeror’s ability to perform as the result of an evaluation of the factors listed above. To be determined technically acceptable, an offer must be evaluated as acceptable in the Technical evaluation factor, including all subfactors. Technical trade-offs will not be made. The Government reserves the right to make an award without discussions. Therefore, each initial offer should contain the offeror’s best terms from a prioce and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.
*Note: Price evaluation shall be conducted on total pricing of all CLINS.
(d) Competitive Acquisition Instructions.
(1) The solicitation will include the provision at FAR 52.215-1, “Instructions to Offerors-Competitive
Acquisitions”, which states the Government intends to evaluate proposals and award a contract without discussions.
(2) The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition amoung the technically acceptable proposals.
(e) Discussion/Final Proposal Revision (if applicable).
The Contracting Officer MAY indicate to, or discuss with, each offeror still being considered for award, aspects of its proposal (such as price, technical, and terms and conditions) that could, in the opinion of the Contracting Officer, be altered or explained to enhance materially the proposal’s potential for ward. The scope and extent of the discussions are a matter of the Contracting Officer’s judgment. At the conclusion of discussions, each offeror still in the competitive range shall be given an opportunity to submit a final proposal revision. If necessary a final cut-off date for receipt of final proposal revisions will be established by the Contracting Officer.
(f) Basis for Contract Award.
It is the Government’s intention that the contract will be made to the offeror proposing the lowest priced technically acceptable offeror.
(g) Evaluation Factor
Factor 1 – Technical - A rating of Acceptable or Unacceptable shall be assigned under all the technical subfactors as listed in the table above and on an overall basis. In order to be assigned an overall rating of Acceptable, an offeror must receive a rating of Acceptable in each technical subfactor listed in the table above. The evaluation may include product literature or other documents, such as drawings, provided that the offeror adequately describes, if such is the case, how the product being offered will be modified to meet the specification requirements.
(1A) Technical Support: Provide a performance specification that demonstrates the capability to provide on-site technical support in accordance with the requirements of paragraph 2.1 of the SOW.
