To meet current light off and operational schedule, the unit is required to delivered, installed, commissioned and fully operational by March 20, 2017. The Contractor shall provide a complete mobile air cooled load bank system capable of dissipating 20.0MW continuous power at 60Hz, 13.2 kV and 0.8 power factor lagging during ISO conditions.
2.0 REQUIREMENTS
2.1 General Requirements:
a) The Contractor shall deliver the load bank to NSWCPD in Philadelphia, PA 19112 using standard industry packaging and delivery practices.
b) The Contractor shall provide on-site technical support for integration and the commissioning process.
c) The control and monitoring capability shall include a local graphical Human Machine Interface (HMI) that provides operator control and monitoring for all components of the load bank and associated interfaces.
d) The Contractor shall record and store all load bank operational data.
e) The Contractor shall provide personnel to support all operation and maintenance activities related to the load bank. The Government shall provide an operational schedule, but on average, the system shall be operated one (1) week (five (5) days per week at ten (10) hours per day) per calendar month over the rental period.
f) The Contractor shall provide, no later than one (1) week after purchase order award, a complete list of interfaces and process design parameters necessary to operate the unit to full capacity.
2.2 Load Bank Specifications:

b) The Contractor shall provide switch gear and all associated medium voltage cable of minimum 100 feet and low voltage cable of minimum 250 feet. Terminations on contractor equipment and cable routing and terminations between contractor equipment shall be on the contractor to complete.
c) The Load Bank intake and exhaust airflow design shall ensure that insulation resistance is not impacted by operation of the Load Bank in severe weather with heavy rain or snow.
d) The Load Bank shall be, at a minimum, protected against; full or partial loss of one or multiple load elements, loss of control power, facility power supply over-voltage and under-voltage, over current (over-load), internal short circuits, loss of cooling, ground fault, and over temperature. Safe system shutdown is acceptable upon multiple load element faults.
e) Load bank interface requirements will be provided by NSWCPD. The load bank shall meet all interface requirements and the Contractor shall make all required connections.
