SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

RESPONSE TO QUESTIONS

The following repsonses are provided to the questions received:

1. 1.2 Scope of work request mobile “direct connect medium voltage” load bank system. Our testing solution would require the use of 480 volt load banks and step up 480V/13.2KV transformers. Please confirm that this type of solution is allowed.

Response – Our requirement is for a direct connect from generator to load bank without the transformer interface.

2. How much space is available for the setup of our equipment?

Response – We don’t have an exact layout, however space available would be approximately 1000sqft combined in any configuration.

3. What is the estimated cable distance from where the load banks will be setup to the customers connection point?

Response – Currently estimated distance between load bank and customer generator switchgear connection point would be 100-200ft.

4. What type of connection will we terminate our cable to? Flat bus NEMA two hole, load-break, pin/sleeve etc.)

Response - We are expecting the interface to be a flat bus bar, 2 hole NEMA log.

5. Are we required to provide medium voltage circuit protection downstream from the customer generator or will we terminate to an existing customer breaker/disconnect?

Response - Load Bank Vendor Is not required to provide medium voltage circuit protection downstream, the load bank cables will be connected to the existing generator circuit breaker

6. Please define certificate of performance of the load bank.

Response - Please include any testing or certification data demonstrating load bank performance, as available.

7. Please confirm the start date for commissioning the generator.

Response - The start date for commissioning the generator is currently 3/20.

8. Will the customer require a power quality analysis?

N64498-17-R-5005

Response - The customer requires a power quality analysis and it shall be submitted in accordance with

CDRL A001.

9. If a power quality report is required please provide a list of data the customer wishes to record.

Response – The items of interest would be:

- Voltage, current, frequency, power during load application/removal and at steady state loading.

- Recovery time of voltage frequency during load application and recovery.

- Power quality analysis (harmonics). This may not be as useful as transient and steady info as the load bank will not present harmonic loading but if this is available it should be captured.

10. Can you please provide a site layout and/or area dimensions?

Response - The current site general arrangement is currently being finalized and a specific spot has not been identified, until overall dimensions of the units being provided is known.

11. Please provide the capacity of your 480VAC external power source.

Response - 800-1000A of 480VAC Available.

12. Will the contractors equipment need to be off loaded from a 48FT trailer or can some equipment remain on the trailer for the duration of the rental?

Response – The original plan would be to off load but if space requirements and distance for MV and LV cables can be accommodated this would be considered. Assuming that equipment staying on a trailer still allows the government to locate the load banks in the necessary final location and that it does not add a significantly larger foot print to the current load bank footprint this could potentially be an option.

13. What is the earliest possible delivery date for equipment and personnel to be onsite?

Response – The need date for a usable load bank is 3/20/2017. Delivery of equipment and support personnel arrival dates shall be set up to support this need date.

14. What are the requirements for access to the site? This includes truck drivers delivering equipment and ComRent technicians performing any work.

Response - Truck drivers can delivery without any special access as long as they do not need to enter the buildings. Load bank operators and personnel that will be onsite during operations will need to be US citizens and will need to submit their information prior to arriving (Complete list of necessary information will be provided upon award).

15. What offloading equipment will be available onsite? If forklift(s), what are the lifting capacities?

Response - Due to terrain where the load will be located a crane will likely be needed. Fork trucks could potentially be utilized and they have capacities of 30 or 40 tons, depending on the model available at the time.

16. Will there be an available source onsite to perform a fully operational test on equipment prior to actual commissioning?

Response – We expect to commission the controls and fans prior to loading, however we will not be able to apply MV power prior to connecting to generator.
