6 Inspections and Tests A. Final inspection and testing of the equipment shall be performed by the Seller or Manufacturer as follows:

Table 2: Required Equipment Inspections and Tests A. General Each duplex strainer shall be subjected to the following tests by the Seller or

Manufacturer. The Seller or Manufacturer shall have a documented program for the application, calibration, and maintenance of gages and instruments used during these tests.

B. Quality Assurance Quality Assurance for each duplex strainer shall be based on the requirements of ASME Boiler and Pressure Vessel Code, Section VIII, Division 1.

C. Hydrostatic Test Each completely assembled duplex strainer shall be tested by the Seller or Manufacturer to a pressure (225 psig) equal to 150% of the design pressure (150 psi) for a duration of 30 minutes. A duplex strainer(s) not maintaining zero leakage shall be rejected. The testing medium shall be water.

D. Tightness Test (Leakage)

Each duplex strainer shall be tested by the Seller or Manufacturer for a duration of 30 minutes to verify the seal tightness of each changeover valve at 100% of design pressure (150 psi) using water as the test medium. A duplex strainer(s) not maintaining zero leakage shall be rejected. The observation of wetting at the fluid boundary formed by the seal does not constitute leakage. To be called leakage, the fluid must form drops that become large enough to drop or flow away from the point of formation and into the basket compartment.

E. Visual and Dimensional Inspection

Each duplex strainer shall be visually and dimensionally examined by the Seller or Manufacturer to verify conformance to the requirements of this specification and the applicable drawing. A duplex strainer(s) having one (1) or more defects shall be rejected.

F. Operating (Flow) Test

Each duplex strainer shall be tested by the Seller or Manufacturer for the pressure drop (clean) across the strainer at the specified design flow capacity and pressure using water as the test medium. Flow through the basket shall be “inside-out”. There shall be no internal leakage that can bypass the strainer basket. A duplex strainer(s) exceeding the specified clean pressure drop at design flow capacity shall be rejected. This test is not required for spare basket assemblies to be delivered to the Buyer.

G. Verification of Safety Interlock Effectiveness

The Seller or Manufacturer shall demonstrate that the actions prohibited in Section 5.B are positively prevented by the interlocks. A strainer permitting the actions in Section 5.B shall be rejected.

H. Final Inspection The Seller or Manufacturer shall perform a post fabrication inspection to confirm that the equipment is in conformance to this specification, conformance to the final outline and detail drawings, and the equipment suitable for service including identification of missing or loose hardware and proper mechanical fit up.

Slings, shackles, and attachment points in a four leg assembly for a four-point lift shall be sized based on either pair of diagonally opposing legs carrying the entire load, unless the assembly is equipped with devices that automatically adjust for equal distribution of the load such as engineered equalizer plates. Chain hoists may be used for equalizing loads only if used in conjunction with load indicating devices.

The lift and handling arrangement shall be provided to the Buyer for review and comments shall be incorporated prior to acceptance.

The drawing shall include an appropriate scale such that the Buyer may accurately measure (using a hardcopy format) any remaining dimensions of interest that are not specifically called out in the drawing. All drawing dimensions shall be in inches. The Buyer will review and approve the Seller’s drawings prior to release for manufacture.

If a failure occurs during any test, the Seller shall document the failure and causes in the Test Report. The final Test Report shall be submitted only after failures (if any) have been corrected, and the applicable test has been repeated to verify adequacy of the correction.

7.3 Contracting Officer’s Management Report (CDRL A005)

Required for all service contracts; delete if not applicable.

This report shall reflect both prime and subcontractor data if applicable at the same level of detail.

The CDRL shall be delivered electronically, unless otherwise stated, and while contractor’s format is acceptable, Government’s approval is required from the COR.
