About this file
This is a Brand-Name Limited-Sources Justification document from the Naval Surface Warfare Center, Philadelphia Division (NSWCPD) for the procurement of Spacesaver UWRHD Small Arms Lockers and associated equipment through the GSA Multiple Award Schedule Program. The procurement includes various cabinet assemblies, heavy duty UWR components for different weapon storage types (standard rifle, M2, M240B, pistol, MK19, and SMAW), and support inverted weapon transport kits, with specific quantities ranging from 6 to 357 units depending on the component.
The justification establishes Spacesaver as the only vendor meeting Navy small arms stowage requirements per MIL-DTL-32671, particularly regarding Grade A shock protection, Type I vibration resistance, and forced entry deterrence testing. The anticipated completion is nine months from award date, using FY25 OMN funding. NSWCPD notes that pursuing alternative vendors would result in a 2-year delay for SCD 22221 installations aboard ships. The justification will be posted on e-Buy with the Request for Quotation, and NSWCPD commits to helping potential future vendors meet qualification requirements to increase competition in subsequent procurement cycles.

J&A Number: 0233-25-014-00 stored. The intent of the testing is to determine if the mechanic can gain access to the weapons within 5 minutes at each individual point of attack.
Previously, Norfolk Naval Shipyard developed a locker and subjected it to forced entry testing;
this locker failed the majority of its testing. Passing the forced entry test has proven to be a difficult task however the Spacesaver lockers were able to pass the testing after 2 attempts.
After reviewing the results of the RFI, no other small arms lockers have shown the ability to pass the forced entry testing. Additionally, no RFI respondents provided a plan to pass the forced entry testing. It cannot be reasonably expected that a different vendor will pass forced entry deterrence requirements prior to material procurement in
4.4. Stowage Flexibility
Small Arms Lockers are required to stow over a dozen different weapon systems. While many of these systems have commercially available equivalents in the public section, some of them are systems that are only available to military units. As such, some of these weapons had inserts specifically designed for Shipboard use. No other RFI respondent provided a means of stowing all required Navy and Marine Corps weapons.
If this procurement were to be delayed until another contractor could offer qualified lockers, NSWCPD has assessed the impact to schedule to be a 2-year delay in the fielding of SCD 22221 aboard Class Ships. This assessment was derived from the qualification timeline for the Spacesaver locker. This schedule increase would result in cancellation of the first planned installations of SCD 22221 aboard
Class Ships.
For the reasons set forth herein only the Spacesaver Small Arms Lockers and their associated internal weapons inserts, meet

Market research was conducted through a survey and analysis of alternative equipment brands that are available in industry. The thorough analysis conducted reviewed the available brands to see if there were any possible alternatives. Additionally, several companies were surveyed to see if they would be able to provide a satisfactory solution. At this time no other brand name equivalents to Spacesaver exist to satisfy MIL-DTL-32671.
