SB B-5 Water Intrusion Investigation Service

1. INTRODUCTION

The purpose of this project is to thoroughly inspect the whole interior and exterior of the facility in order to determine root cause and provide a report which indicates water intrusion locations and any architectural upgrades or repair work necessary to address any vulnerabilities in the structure that subject the structure to water intrusion.

2. BACKGROUND

SB Building 5 (B5) is a masonry building built in 2015. It has had water intrusion problems over the years.

3. SCOPE

The Contractor shall provide all material, equipment, labor and supervision required to perform a comprehensive investigation for water intrusion into B5 at NSWC, Seal Beach.

The duties of the Superintendent and Quality Control (QC) Manager may be performed by the same person, so long as requirements and expectations are met. The position of the Site Safety and Health Officer (SSHO) shall be independent and only perform the requirements pertaining to site safety and health.

The Contractor shall visit the job site and investigate entire building for vulnerabilities in the structure, both known and unknown, that has allowed water intrusion into the building indicated by this Scope of Work. Contractor shall visually inspect, measure, photograph, and otherwise document all spaces as required to accurately document the existing conditions. All investigative work shall conform to ASTM guidelines (i.e. ASTM E2128 – Standard Guide for Evaluating Water Leakage of Building Walls, ASTM ASTM D7053/D7053M-17 – Standard Guide for Determining and Evaluating Causes of Water Leakage of Low-Sloped Roofs, etc.). The Contractor shall carefully examine concealed spaces and document potential vulnerabilities. Non-destructive testing (i.e. thermal imaging) shall be performed whenever possible to reduce the amount of destructive testing necessary.

Floor plans, maps and other drawings if provided in this SOW are for general information and project orientation only and should be field verified before beginning investigative work. Enclosed drawings of existing conditions should be considered to be incomplete or inaccurate and are provided for reference purposes only. Drawings provided by the Government may not be up to date and should not be considered to be as-built drawings.

Contractor personnel should confirm all conditions on site. The following work is required:

STATEMENT OF WORK

3.1 BASE: ROOF INVESTIGATION

3.1.1 The Contractor shall inspect the roof in its entirety from both, outside and inside for any vulnerabilities in the material and structure, both known and unknown, that has allowed water intrusion into the building.

3.1.2 The Contractor shall simulate rain events on the roof exterior using contractor equipment and hoses hooked up to the building’s water system.

3.1.3 Contractor shall inspect parapet wall for any water intrusion or vulnerabilities that has allowed water intrusion into the building.

3.1.4 Contractor must address any risks associated with the work.

3.1.5 The Contractor must coordinate with Lead Radiographer prior to accessing roof.

3.1.6 At the end of the investigation, the contractor shall prepare and submit a detailed Water Intrusion Investigation and Mitigation report to include, but not limited to, diagrams showing location of leaks, photos, markups, and recommendations for repairs.

3.2 OPTION 1: BUILDING INTERIOR AND EXTERIOR INVESTIGATION

3.2.1 The Contractor shall simulate rainfall along the walls and windows using contractor equipment and hoses hooked up to the building’s water system.

3.2.2 Determine the route that the water is migrating from and if there is any potential for contamination along its path.

3.2.3 Identify potential dangers, including electrical shorts, chemical reactions, and soggy fallen ceiling tiles.

3.2.4 If there are any high hazards areas such as attic spaces that can become a confined space, the Contractor must plan accordingly and submit confined space permits.

3.2.5 The contractor shall coordinate with Code 102 and MS40 personnel to conduct destructive testing as deemed necessary to search for water intrusion routes based upon where evidence of water intrusion is seen or has been reported. This may include cutting sections of drywall. Any drywall damaged as a result of destructive testing will be repaired to match existing wall (paint and texture).

3.2.6 The Contractor must be escorted while in laboratory spaces.

3.2.7 At the end of the investigation, the contractor shall prepare and submit a detailed Water Intrusion Investigation and Mitigation report to include, but not limited to, diagrams showing location of leaks,

3.3 OPTION 2: EXTERIOR TOPOGRAPHY INVESTIGATION

3.3.1 The Contractor shall investigate the topography around the building to ensure water drainage and runoff are flowing away from the building and not pooling or percolating underneath the slab and foundation.

3.3.2 At the end of the investigation, the contractor shall prepare and submit a detailed Water Intrusion Investigation and Mitigation report to include, but not limited to, diagrams showing location of leaks,

4. APPLICABLE DOCUMENTS

Work, materials, and equipment shall comply with the most stringent of local, state, and federal authorities’ codes and ordinances of those plans and specifications. The Contractor is required to adhere to all applicable standards and guidelines specified in the contract. In the absence of named standards, broadly accepted professional standards shall prevail as related to the associated industries within tasks identified.
