About this file
This document contains a justification for a sole source award. The Naval Surface Warfare Center, Corona Division requires four Orca Trestles GPS/GNSS Synchronized Time and Frequency Systems to support testing aboard naval vessels as part of the Advanced Telemetry System program. The justification cites compatibility with existing equipment, unacceptable delays from testing alternative products given the need to support upcoming ship tests costing over $100 million each, as well as the substantial costs that would be incurred for identifying, testing, and transitioning to a new system. No other responsive information is provided.

FAR 16.505(b)(2)(i)(A) The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.
FAR 16.505(b)(2)(i)(B) Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized
FAR 16.505(b)(2)(i)(C) The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. [When utilizing this exception, the rationale shall describe why the relationship between the initial order and the follow-on is logical (e.g., in terms of scope, period of performance, or value).]
FAR 16.505(b)(2)(i)(D) It is necessary to place an order to satisfy a minimum guarantee.

Orca Trestles GPS/GNSS Synchronized Time and Frequency Systems have been tested and used under the harsh environmental circumstances including aboard US Naval vessels during s with outstanding results for many years. Orca provided time code generators are an integral component of the NSWC Corona
If another brand/manufacturer is chosen, PA44 would need to evaluate and field test the antenna system before deploying, which would cause unacceptable delays in the ability
The associated cost to the government of identifying a potential alternate product, field testing it, re-training staff, and transitioning all products to the new system is extremely large. An RFI would be required and would require and approximately to prepare, publish, and evaluate responses. To test the product, each mission will have a minimum of supporting (labor per event estimated at ). In addition, the cost of operating the ship: fuel, shipboard crew wear & tear, etc. will be in excess of per event. There is an associated cost with reserving the range for use, estimated at a minimum of per event. That is estimated a minimum of per event in labor, ship and range costs alone, with
Although very large, that cost pales in comparison to the cost of incurring delays to the overall program and possibly
