5.0 REQUIREMENTS

The Government requires manufacturing of the MK 41 VLS MEB 1553 CCA in accordance with the TDP drawing 8652315-9. All the MEB 1553 CCAs shall meet all form, fit, and function requirements in accordance with the TDP drawings and associated specifications.

5.1 Physical Configuration Audit

The Government reserves the right to perform a Physical Configuration Audit (PCA). The Government may or may not perform the PCA of the following items built in the first production lot:

MEB 1553 CCA

The PCA purpose is to verify the as-built configuration matches its technical documentation and validate supporting processes. The PCAs will be conducted in accordance with Section 7 of TL130-AD-PLN-010-VLS, Configuration Management Program Plan for the MK 41 Vertical Launching System, Volume 1, Equipment (Hardware) Configuration Management.

The Contractor shall provide qualified engineering, technical, manufacturing, administrative, management and other support as necessary for these Government audits. Technical personnel shall be required to have necessary tools, measuring devices and other equipment necessary for equipment disassembly, dimensional & tolerance verification and performance verification. The Contractor shall provide an area for audit conduct that is well illuminated, temperate and low noise level. The audit work area shall contain worktables, print copies of all pertinent drawings, telephone and easy access to a copy machine.

The Contractor shall provide during the PCA, at a minimum, individual parts that make up the configuration item, completed assembly(s), an as-built list delineating all Engineering Change Proposal (ECPs) (either requested or approved). Hardcopies of production specifications and technical drawings, complete shortage list, manufacturing instructions, acceptance test procedures and data, purchase order documents and associated certificates of conformance from suppliers or appropriate documents indicating compliance with material or drawing requirements.

The audits will be conducted at the Contractor or subcontractor facility by NSWC Dahlgren Division or other Government designated representatives.

Each audit will be performed after assembly completion (including acceptance testing) and prior to DD 250 acceptance. For planning purposes, each complete PCA will require approximately two weeks for pre-audit preparations, three weeks for audit conduct and three weeks for post audit close-out efforts.

Following the conduct of the PCA, the Contractor shall generate the necessary documentation to resolve all audit findings and provide these to the Navy audit team within the time frame specified by the Navy PCA lead. This documentation will be evaluated by the PCA team to assess the corrective action taken to close the audit finding.

This necessary documentation may include but not be limited to, revised manufacturing processes, engineering change proposals, Notice of Revisions, Specification Change Notice and revised TDP drawings.

Government and Contractor pre and post PCA activities are described in sections 7.4 through 7.7 of the VLS Configuration Management Plan TL130-AD-PLN-010-VLS.

All deficiencies discovered during the PCA’s that affect form, fit, function or performance shall be corrected at Contractor’s expense prior to unit delivery to the Government and without delay of the delivery schedule stipulated in Section F.

6.0 CONFIGURATION MANAGEMENT

The Contractor shall maintain a configuration management program, which shall provide for the administrative and functional systems necessary for configuration identification, control, status accounting and reporting, to assure configuration identity with the MEB 1553 CCAs produced by the Contractor. The Contractor shall maintain a Contractor approved Configuration Management Plan that complies with ANSI/EIA-649 2011. Notwithstanding ANSI/EIA-649 2011, the Contractor’s configuration management program shall comply with the VLS Configuration Management Plans, TL130-AD-PLN-010-VLS, and the Configuration Management Plan for the VLS, Volume 3, Firmware Configuration Management, and TL130-AD-PLN-030-VLS.

7.0 GOVERNMENT TESTING, INSPECTION AND ACCEPTANCE

The Government shall perform all test requirements set forth in the Acceptance Test Requirements (ATRs) for all applicable parts. The ATR drawings below establish the test requirements for acceptance of the MEB 1553 CCAs.

Drawing No. 8652317 ATR for the MEB 1553 CCA, P/N: 8652315-9- (for schematic see 8652316) ATR Testing and inspection of the MEB 1553 CCAs shall be performed at a Government and/or Government Contractor facility in accordance with the applicable drawings, standards and specifications and factory test and inspection plans. The Government shall prepare specific written inspection and test procedures for each inspection and test operation to be performed by the Government. These inspection and test procedures shall be reviewed by the quality assurance organization and maintained current in accordance with the change control system requirements. The inspection and test procedures shall clearly identify the item through part number with revision and nomenclature, and include detail instructions and/or operations to be performed.

The Government will maintain records of inspection results and quantitative test data for each deliverable end item.

7.1 CCA Rework and Repairs

After delivery of the CCAs, the Government shall conduct a series of Production Environmental Testing (PET) and ATR tests and determine if the CCA’s require rework and/or repair. If at any point during testing the Government finds it necessary for CCA rework/repair, the Government shall notify and coordinate the delivery of the failed CCAs to the Contractor for rework and/or repair.

All deficiencies discovered during ATR and PET testing shall be corrected at Contractor’s expense prior to unit delivery to the Government. Once the CCA rework and repair is completed, the Contractor shall deliver the CCAs to the Government for re-testing.

7.2 Conformal Coating

Prior to the final series of ATR and PET testing, the Government shall perform conformal coating of the MEB 1553 CCAs. After conformal coating of the CCAs, the Government will conduct the final series of ATR and PET testing.

If the CCA fails after conformal coating, CCA rework/repair will take place as mentioned in Section 7.1 above. If required, the Government will re-coat the CCAs prior to final testing and acceptance.

7.3 Production Environmental Tests

The Government will perform all required testing in accordance with the Production Environmental Test requirements for VLS, WS 20130. The purpose of PET is to provide a catalyst in surfacing manufacturing and assembly defects and weak or marginal parts/components within the units under test (UUT’s) prior to system integration.

8.0 QUALITY ASSURANCE

The Contractor Quality Assurance Program Plan shall be in conformity with either ANSI/ASQC Q9001, or ISO 9001 for production. This applies to items manufactured or performed by the Contractor at the Contractor’s plant or all outsourced facilities. The Contractor shall flow down to the subcontractors and vendors the quality requirements through subcontracts, purchase orders, or other contractual purchasing documentation by using ANSI/ASQC Q9001 as a guide. The quality requirements include ANSI/ASQC Q9001 or ISO 9001, and relevant SOW and TDP requirements. The subcontractors and vendors shall provide Certificates of Conformance that the flowed down requirements are fulfilled.
