About this file

This justification and approval document outlines a sole source procurement by the Department of the Navy Naval Sea Systems Command for audiovisual and Harmonic equipment to support the Wireless Instrumentation Sensor System. The procurement is for Harmonic Spectrum X AVC Play and Record licenses, Spectrum System Manager software, and a full breakout cable. The total estimated value of the contract is $351,000 to be funded by Other Procurement Navy funds in fiscal year 2021. A sole source justification is made under 10 U.S.C. 2304(c)(1) as the Wireless Instrumentation Sensor System uses proprietary government-developed software and integrating alternative equipment would require extensive rework of existing software interfaces and algorithms. The contracting officer has determined the anticipated costs to be fair and reasonable based on price analysis.

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. The procedures in FAR subpart 13.5 will be utilized for this procurement in accordance with 41 U.S.C. 1901.

5. Rationale Justifying Use of Cited Statutory Authority

The WISS is a Government owned and developed system using proprietary Government developed software. The WISS V4 is currently fielded on multiple Air Force Tactical Training Ranges (AF TTR) and the WISS program is undergoing an upgrade to address obsolescence issues (V5 upgrade). A requirement of this upgrade effort is to identify and/or upgrade hardware to support the existing WISS systems.

It took RS32 (now named RS11) approximately 300 man-hours in software development in order to ensure the Harmonic equipment interacted with WISS V5. If another brand were used, the Government would have to re-do the software development as well as creating an interface algorithm and scoring software and conduct testing.

supplying the AudioVisual Harmonics Equipment. This established multiple sources.

In accordance with FAR 12.603, a combined synopsis solicitation will be issued for this requirement.

7. Determination of Fair and Reasonable Costs

The Contracting Officer has determined that the anticipated cost to the Government for the supplies covered by the J&A will be fair and reasonable. The Contracting Officer will use price analysis, including commercial price lists, to determine that the final price to the Government is fair and reasonable.

8. Actions to Remove Barriers to Competition

For the reasons set forth in Paragraph 5, Corona Division Contracts Department has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, Corona Division Contracts Department will assess whether competition for future requirements is feasible.
