Question 1 Will PHD provide all technical VE team members (other than the CVS facilitator) for the 6 VE studies?
Answer 1 PHD provides the technical team, the contractor will provide the CVS facilitator
Question 2 Will consultant be responsible for supplying any technical VE team members (other than the CVS facilitator)?
Answer 2 No
Question 2a If consultant is responsible for supplying any technical VE team members, then which disciplines are requested?
Answer 2a
NA
Question 3 Will all 6 VE studies be held concurrently over 6 weeks, or will the 6 studies be separate and spread out over the year?
Answer 3 Spread through a 1 year period, as determined by the manager for project team
Question 4 Will PHD provide the workshop venue (i.e. conference room) at no cost to the contractor?
Answer 4 Yes
Question 5 Will all workshops be held in Port Hueneme, CA?
Answer 5 Possibly. We have other facilities across the country, including White Sands, NM, and Dam Neck, VA. So there is a possibility a workshop could arise at one of those locations or another naval facility within the US, but the bulk of the work is done in Port Hueneme, CA.
Question 6 Does the price quote need to be broken down to a per study fee, or is the intent to see a single, total fee for the 6 studies?
Answer 6 Detailed breakdown is preferred.
Question 7a VE_SOW_Rev_4 item 2.b. states ". . . the contractor will also certify selected PHD employees in accordance with certification requirements . . ."
What is the intent of "certify" in this statement?
Answer 7a To train, mentor, and prepare PHD employees for VE certification per the SAVE criteria.
Question 7b Does PHD intend select personnel to obtain AVS and/or CVS certifications as part of this contract?
Answer 7b Yes, PHD management will select those who require certification.
Question 7c Is the intent to have select personnel just learn and become knowledgeable about the Value Methodology during the course of the VE studies?
Answer 7c The intent is to have the SMEs on the project do that. But also have a co-facilitator work with the CVS to learn the VE methodology and how to run a workshop/study.
Question 7d If specific Value Methodology training (i.e. Module I and/or Module II) is intended, then will this training be in addition and separate from the 6 VE studies?
Answer 7d Intent is to incorporate into one of the studies, or more than one if required.
Question 8 VE_SOW_Rev_4 item 3.a. states ". . . Sample 5-day VE study agenda and sample final report", but the Combined Synopsis/Solicitation does not request a "sample final report". Is it required to submit a sample final report?
Answer 8 The Combined Synopsis/Solicitation under “Quote Submission, Item 3, Include information such as description of workshops, syllabus, or agenda, as per the attached SOW.” Item 3a of the SOW requests samples of items that will be required for each VE study. Samples are required as part of the Technical Evaluation criteria.
Question 9 In reviewing the Scope of Work I am in need of clarification. The following is what is written:
a. In order to build organic VE capability at PHD, the contractor will also certify selected PHD employees in accordance with certification requirements by the Society for Value Engineering (SAVE) International, the recognized industry and government VE standard bearer.
Are you looking at 6 separate VE workshops for 6 specific projects and Module I certification training?
Answer 9 Yes 6 workshops for 6 different projects. Plan for 1 of the workshops to be used to train SMEs in module 1
Question 10 Are you looking at using each of the 6 projects during the certification training?
Answer 10 No, just one.
Question 11 Which is much different than doing a complete project study. During a Module I training class, we use a "live" project throughout the training, however, because the training is also a part of project review, a complete study is not able to be completed. The Module I certification training is a 40-hour course and requires the trainer to have their program approved through SAVE International. Is this what you are looking for?
Answer 11 We will have only one module 1 class max. So 5 would be a study, the other will be a class.
Question 12 Completion of the Module I requires an exam (an additional cost to SAVE) to be taken by each member, and if successfully passed, the first certification of an AVS can be achieved. There is also a recertification process that must be adhered to in order to maintain the AVS certification.
Answer 12 Some SMEs have taken module 1 training, but not the exam portion. Where others will require the whole class. We would like 2-3 people in our workforce on the path to AVS certification.
Question 13 Are you also looking for us to provide the study subject matter experts for each project? If so, what types of projects can we anticipate and do you need to have the specific team members identified (since we do not have the exact project, this can be tough to identify until we know the specific project).
Answer 13 SMEs will come from the people doing the work from within the organization.
Question 14 Will the CVS be required to provide a cost estimator as part of the study team?
Answer 14 I assume a "cost estimator" is a person. If so no. SMEs from the customer will provide that expertise.
Question 15 Will the CVS be required to provide technical staff: typically engineers, architects, etc?
Answer 15 No
Question 16 Will travel reimbursement be allowed, and if so, to be included in the cost breakdown detail?
Answer 16 Yes, in accordance with existing regulations.
Question 17 Are travel expenses to be included in the price or will these be treated as reimbursable at GSA Rates?
Answer 17 Bid should include all costs associated with executing the task. This includes travel.
Question 18 Will each five day workshop be held in the same location for all five days or, for example, will day one and two be in one place with day three, four and five in a different place?
Answer 18 Each workshop is at the same location for the duration of the workshop.
Question 19 Will the Value Engineering Topics be limited to construction/engineering (PSC Category C, X, Y or Z) or is the intent to provide Value Engineering workshops on any type of procurement?
Answer 19 Primary focus is on Engineering. But we are open for using the tools where they can be of value.
Question 20 We assume the six workshops will be in different locations within CONUS. Is this valid?
Answer 20 See Question 5
