Amendment 0002 Solicitation N62645-16-R-0049 12 Aug 2016

Questions and Answers

1. Can you please tell me if this is a new requirement? If not, who is the incumbent, and what is the contract number?

Answer 1: This is a follow on requirement to the medically related non-personal services currently being provided under contracts N8836-14-D-0008 with Alutiiq Pacific, LLC and N68836-14-D-0009 with Prolog, Inc.

2. Addendum to 52.212-1, Instructions to Offerors – Commercial Items Paragraph 2.1.2 states the due date for responses is on 16 August 2016, however all other documentation, including the Past Performance Information Sheet and the FBO posting state a due date of 29 August 2016. Request the government verify the correct due date for responses.

Answer 2: The due date in Addendum to 52.212-1 has been revised to 29 August 2016 via amendment 0001 posted to FBO on 11 August 2016.

3. When reviewing the "General Information" portion, it reflects that the solicitation is; Set Aside: Total Small Business, however, when you view the .doc document it states:

"This solicitation will result in two or more firm fixed price, indefinite delivery/indefinite quantity (IDIQ) contracts with a five year ordering period from 15 March 2017 through 14 March 2022. This requirement will be fulfilled as a Small Business Administration (SBA) 8(a) competitive acquisition."

For our edification, would it be possible to clarify which status is applicable?

Answer 3: This solicitation is an 8(a) set aside. The FBO notice has been corrected.

4. Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?

Answer 4: See answer to question 1.

5. Section 2.2.1. The offeror shall submit a maximum of five Past Performance Information Sheets (Attachment 1). Each Past Performance Information Sheet shall be for medically related support services (administrative, programmatic, and/or clinical) performed Outside the Continental United States (OCONUS).

Question: The requirement for OCONUS Past Performance only is overly restrictive. We possess multiple similar, relevant medically related supports services Past Performance throughout CONUS, where our employees are performing the same type of medical records support specified in the PWS. Will the Government allow Past Performance for similar and relevant medically related support services provided in CONUS?

Answer 5: Even if the services are the same the government does not consider CONUS and OCONUS performance the same due to unique recruitment and retention challenges providing services OCONUS. The solicitation requirements for past performance will remain the same.

6. Section 2.3.7. The total number of the pages submitted for Technical shall not exceed 5 pages (8 ½ X 11 inch), excluding a title page and table of contents. If the Technical volume contains more than 5 pages, only the first 5 pages will be evaluated. Cover letters, title pages, and table of contents are not required; any information contained in these pages will not be evaluated.

Question: Would the Government consider expanding the page count to at least 7 pages in order to adequately address all of the technical requirements?

Would the Government please clarify if these are in fact two different tasks? If they are the same, which is the correct workload?

Answer 7: These requirements are separate due to the differences in workload.

8. FAR 52.212-1 Addendum Enclosure 2 – Lot B (CLINs 0005 - 0008) and FAR 52.212-1 Addendum Enclosure 3 – Lot C (CLINs 0009 - 0013) Question: CLIN 0007 has the following description: The Contractor shall provide Medical Records support services for the Radiology department U.S Naval Hospital, Guam.

Answer 8: Each CLIN is a separate requirement.

9. FAR 52.212-1 Addendum Enclosure 4 – Lot C (CLINs 0014 - 0017):
