An identification of the statutory authority permitting other than full and open competition.

In accordance with FAR 13.106-1(b)(1) - Brand Name procurement under SAT

A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.

This is a brand-name requirement because the Miller Trailblazer 330 AP meets specific operational and durability requirements for field deployment. The performance, power output, and ease of use of this model are essential for completing welding tasks under various environmental conditions. Additionally, Miller Electric is the only manufacturer that offers this particular combination of features, including portability, multi-process capability, and ruggedness necessary for these applications.

The agency requires the Miller Trailblazer 330 AP Gas Driven Welder as a direct replacement for outdated welding equipment. This specific welder is essential because it is already configured as a truck-mounted welder on all of our maintenance vehicles. Our entire fleet of vehicles is equipped to handle this specific model, and all current accessories and equipment are specifically designed for use with Miller welders. Replacing these outdated welders with the same brand ensures compatibility and prevents the need for costly upgrades or replacements of existing accessories, making the transition seamless and cost-effective.

Key Requirements: Portability and Self-Sufficiency: The Miller Trailblazer 330 AP is gas-powered, allowing for mobility in remote locations where external power sources are unavailable. It provides the self-sufficiency required for welding tasks in the field. Multi-Process

Welding Capabilities: The welder must support both AC and DC welding, essential for working with materials such as steel, stainless steel, and aluminum.

Ruggedness and Durability: The welder must be durable enough to withstand harsh field conditions, including exposure to weather elements, rough handling, and transportation.

High Output Power: The 330-amp output is required for both light and heavy-duty welding tasks, ensuring that all necessary welding jobs can be completed in the field.

Specific Commodity:

The required commodity is the Miller Trailblazer 330 AP Gas Driven Welder, which includes:

Model: Trailblazer 330 AP

Power Output: 330 amps

Fuel: Gasoline-powered

Portability: Designed for truck mounting and easy transport to various job sites

If the Miller Trailblazer 330 AP Gas Driven Welder is not utilized, the agency will face several significant challenges:

Incompatibility with Existing Equipment: Any replacement welder would not be compatible with the existing accessories, parts, and equipment designed specifically for Miller products. This would require purchasing new accessories, tools, and parts, leading to higher costs and extended procurement timelines.

Operational Disruptions: Using a different brand would lead to operational disruptions, as personnel would need retraining to operate and maintain the new equipment. Additionally, downtime for switching to an unfamiliar system could delay critical tasks and missions.

Increased Maintenance and Repair Costs: Introducing a new brand would require additional maintenance resources, training, and troubleshooting, which would increase both operational costs and time to repair.

Decreased Readiness: The lack of standardization could negatively impact operational readiness, as different maintenance vehicles would be using incompatible equipment, making it more difficult to perform repairs and maintenance consistently in the field.

A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under 5.202 applies.

A combined synopsis will be posted to the GPE (SAM.gov) to pursue competition to the maximum extent practicable. Additionally, the approved Justification and Approval will be posted on SAM.gov in accordance with 5.102(a)(6) with the RFQ. FAR 5.202(a)(13) exception regarding a presolicitation applies as the requested items are below the simplified acquisition threshold.

A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

Proposed quotes will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis and for fair and reasonable pricing. If no competitive quotes are received, historical review of pricing may be used to review price reasonableness, as well as additional horizontal price analysis tools such as the 4P-Price Point PLUS Portal Market which compares pricing information for the items in line for award from several databases, including GSA Advantage, DOD EMALL, and NASA SEWP if needed.

A description of the market research conducted (see part 10) and the results or a statement of the reason market research was not conducted.

Market research was conducted to evaluate potential alternatives to the Miller Trailblazer 330

AP Gas Driven Welder. The objective was to identify whether any other brands or models could meet the agency’s operational requirements for portable, field-based welding.

Market Research Findings:

Several alternative brands and models were evaluated. These included Lincoln Electric, Esab, and other leading manufacturers of portable welding equipment. While these products were generally capable of performing basic welding tasks, none of them offered the full suite of features necessary to meet the agency’s requirements.

Key findings from the market research include:

1. Lincoln Electric (Vantage 500 or Ranger Series):

● Evaluation: These models offer portable welding capabilities and can be truck-mounted. However, they do not support the same level of multi-process welding

(AC/DC) flexibility as the Miller Trailblazer 330 AP. In addition, the specific configuration required for our existing fleet of maintenance vehicles does not align with the Lincoln Electric models. The accessories and tools for Lincoln products would be incompatible with our existing setup, requiring a significant overhaul of our current inventory.

● Conclusion: While capable welders, these models do not meet our need for multi-process flexibility and accessory compatibility.

2. Esab (Caddy Arc or Rebel Series):

● Evaluation: Esab offers some portable welding machines, but their configurations are not as rugged or field-ready as the Miller Trailblazer 330 AP. These machines are better suited for lighter, non-industrial tasks. Additionally, Esab welders have fewer options for truck-mounted configurations compared to Miller, which is a key requirement for the agency’s maintenance vehicles.

● Conclusion: The Esab welders do not meet the operational requirements for ruggedness and mounting capabilities for use in field settings.

3. Other Brands:

● Evaluation: Other brands were also considered, but they lacked critical features such as high output power (330 amps) and rugged, mobile designs suitable for field operations in harsh environments. Additionally, the field repairability of non-Miller welders is more complex, which would result in longer downtimes in emergency situations.

● Conclusion: Other available models did not meet the performance standards or provide the compatibility needed for our maintenance fleet.

Why the Miller Trailblazer 330 AP Gas Driven Welder is the Only Suitable Option:

The Miller Trailblazer 330 AP is the only model that provides the full set of features required for the agency’s operations, including:

● Multi-process AC/DC welding

● Gasoline-powered portability for off-grid use

● Truck-mounted configuration compatible with our existing maintenance vehicles

● Durability and ruggedness required for field-based, harsh environment use

● Complete accessory compatibility with existing tools, rods, and parts.

The Miller Trailblazer 330 AP is the only model that meets all the specifications and operational needs without requiring changes to the current setup, saving both time and money.Market Research Conducted By: Name: Contact Information:
