PERFORMANCE WORK STATEMENT

1. Background

The Ship Control Console (SCC) onboard the USNS ZEUS (T-ARC 7) is original from when the ship was built and is becoming increasingly difficult to maintain. The ship is expected to continue operating for another 20 years. In order to support the expected life of the ship, the SCC must be replaced. Military Sealift Command (MSC) requires professional engineering support for the design, fabrication, and installation of the replacement

SCC.

Additional background information can be found in Attachment 1 as well as Government Furnished Information

(GFI) 13.7, 13. 8, 13.13 – 13.18, 13.22, 13.23, 13.25 – 13.29, 13.37 – 13.40.

2. Scope of Work

2.1. The scope of work includes a base period and two Optional Items that may be exercised at the Government’s discretion. The Contractor shall design and furnish the SCC as a complete turnkey system, acting as a single source vendor (SSV) who shall be responsible for design, selection, procurement, assembly, programming, ABS certifications, shipboard installation, testing, commissioning and supportability of all components comprising the SCC. The Contractor shall ensure proper Project Management support is provided throughout the period of performance of the Contract.

2.1.1. Base Period: Design. The Base Period will include the initial ship check, design, documentation, ABS approvals and shipyard package development.

2.1.2. Optional Task One: Material Procurement/Construction. Optional Task One will include the fabrication of the new SCC, ABS certification of equipment, performance of a factory acceptance testing, and packaging of the new SCC to the satisfaction of MSC.

2.1.3. Optional Task Two: Installation. Optional Task Two will include the installation phase. Installation will be completed during a shipyard availability, and will entail the removal of the old unit, installation of the new SCC, full testing and ABS approval of the console including final commissioning during dock and sea trials.

3. Specific Tasks (Design - Base Period)

3.1. The Contractor shall host a Kick-Off Meeting following Contract award. The Contractor shall contact the

Contracting Officer’s Representative (COR) and arrange a kick-off meeting at a mutually agreeable time for the purpose of reviewing the contract requirements. The Contractor shall create an agenda prior to the meeting and provide minutes and action items resulting from this meeting (Paragraph 6.2.5).

3.2. The Contractor shall perform a design ship check and a validation ship check. A ship check plan shall be provided one (1) week prior to each ship check. The Contractor shall verify all shipboard conditions independently and fully document the actual conditions found.

Design Ship check. The initial design ship check will be during the FY 15 ROH, starting in early November 2014 for 170 days (for bidding purposes, the Contractor shall assume that location will be in Charleston, SC). The vessel will be available for a complete inspection to gather all necessary information required to complete the design and installation drawings for the SCC upgrade. The ship check shall include a comprehensive SCC cable survey to determine material condition. A detailed ship check report shall be submitted after completion of the inspection detailing any problems or potential issues that have arisen.

Validation Ship Check. A validation ship check shall be conducted after the completion of the design period at a date and location yet to be determined (for bidding purposes, the Contractor shall assume that location will be in Norfolk, VA). The function of this ship check is to confirm all assumptions, designs and installation plans for the SCC installation prior to the construction and installation periods. MSC representatives will be in attendance for the verification ship check. A detailed verification ship check report shall be submitted after completion of the inspection detailing any problems or issues that have been noted.

3.3. The Contractor shall design a replacement SCC. The SCC has already undergone a complete upgrade of the propulsion portion of the console with new telegraph/throttles for communication to the Machinery Control System (MCS). In addition, interfaces between the original console equipment/displays and pushbuttons were provided to allow the use of the existing SCC components with the new MCS. The replacement SCC shall have new hardware that will eliminate the obsolete equipment and allow the MCS to communicate directly with new Human Machine Interfaces (HMI). To the greatest extent possible, and where allowed by ABS and USCG Rules and Regulations, existing indication, alarms, push buttons, etc.

shall be incorporated into a minimum of three HMI screens. Attachment 2 provides an overview of the equipment involved in the SCC replacement. All existing functionality of the SCC must be retained in the replacement SCC.
