RFP N62387-15-R-3000

QUESTIONS AND ANSWERS – PART TWO

The following questions and answers are provided for informational purposes only and DO NOT constitute an amendment to the solicitation. Any changes to the solicitation deemed necessary as a result of any questions answered herein will be incorporated via amendment.

QUESTION 3: Is it a requirement for contractors to have a Synchronized Pre-deployment Operational

Tracker (SPOT) account?

ANSWER 3: No. It is not a requirement for contractors to have a SPOT account. Diego Garcia may require Letters of Authorization (LOAs) and MSC will assist in coordination.

QUESTION 4: C-3.5.1 - Self-sustaining capability, with respect to the cranes: If the ship has port side cranes, and she can reach all the boxes, but only discharge on the port side will MSC consider the ship?

Or does MSC need a ship to be able to discharge on both sides?

ANSWER 4: MSC requires a ship that is capable of loading and discharging cargo on both port and starboard sides of the vessel using its own cranes, regardless of crane placement.

QUESTION 5: Attachment P and Stowage plan ref C-3.5.1 and L-6.2.2(6), with respect to Attachment P

- Please advise if prepositioning cargo and/or Call Forward cargo is a firm requirement.

ANSWER 5: 1,350 TEU minimum prepositioning cargo and 1,000 TEU minimum retrograde/call forward cargo is a firm requirement. Per L-6.2.2 (6), the container quantities and IMDG types identified in Attachment P shall be used to formulate the required load plan.

QUESTION 6: Attachment P and Stowage plan ref C-3.5.1 and L-6.2.2(6), with respect to Attachment P and retrograde / call forwarded anticipated packing list - Can the 1,000 TEU quantity be viewed as minimum 1,000 TEU IMDG code class 1 and can the carrier provide a stow showing the breakdown of the IMDG and class the ship can carry along with location?

ANSWER 6: No deviation from the TEU quantities or IMDG types from what is found in Attachment P is acceptable.

QUESTION 7: Attachment H of the RFP does not seem to be complete.

ANSWER 7: See Amendment 0004.

QUESTION 8: If an offeror has not had the opportunity to enroll in VISA and warrants it will enroll the company and vessel into VISA immediately after award, what VISA priority will that offeror be evaluated as?

ANSWER 8: Under the circumstances presented an otherwise acceptable Offeror under this RFP will be considered as the second highest VISA priority.

QUESTION 9: M2.2 - (6)b - additional capacity: RFP states "Call forward/retrograde cargo is loaded such that AC/DH boundaries set to maintain preposition cargo environment are not compromised to load or unload this cargo." Can owners load call forward/retro cargo in the same space as prepositioning cargo, i.e. in holds or over prepositioning cargo in a cocoon, as long as the prepositioning cargo is not shifted?

ANSWER 9: No. The requirement in C-3.5.4 prohibits opening cocoons or hatch covers to load or discharge additional call forward or retrograde cargo because such actions will cause unacceptable deviations in prepositioning cargo temperature and humidity.
