About this file

This document contains questions and answers regarding a solicitation for EDI Acoustic and Oceanographic Technical and Logistic Support Services. The solicitation seeks proposals for scientific, electronic, and logistic support services to collect environmental acoustic data, including data analytical services of acoustic datasets, electronics technical support, maintenance, and deployment of Slocum autonomous underwater vehicles gliders. Logistic support includes receiving, storing, and transporting profiling floats and gliders to vessels and/or aircraft. Proposals are due as this is a FAR 12 solicitation under FAR 13.5 Simplified Acquisition Procedures. The Naval Oceanographic Office intends to competitively award a firm fixed price contract to fulfill the requirements outlined in the Performance Work Statement, which includes warehousing and logistics management support services.

Answer

The following, #X, is an example of Q & A format.

X.
General
“I have attached the datasheet provided by the company. Please crosscheck it and make sure all specifications are met.”
We are honored for your interest in our mission. However, in the interest of competitive fairness to all offerors, we are unable to provide interim or tentative reviews of incomplete solicitation responses. Please review the solicitation instructions and submit a valid proposal for review and evaluation.

Begin actual questions below, with reference to the section of issue and the detailed question.

1.
General
Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number N6230620R0010 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement?

This is not a follow-on requirement to any work performed currently or in the past. This is a new requirement.

2.
General
The RFI indicated that the period of performance included a 12-month base year and four (4) 12-month option years. The current RFP indicates an 11-month base year only. Can NAVO explain the reason for this change and consider reinstating the original period of performance?

Per current mission requirements, disregard the period of performance in the RFI. The period of performance for this FY20 RFQ is accurate. The Government will take the recommendation into consideration for future planning purposes.

3.
4.0
Initially the RFP states that “The anticipated full operational spectrum of glider systems is to maintain up to 30 gliders.” However in 4.1 it states that “The anticipated full operational spectrum of glider systems is to maintain up to 10

gliders.” This is a significant delta, can NAVO confirm which number is correct?

The correct number is 10, which has been corrected in the PWS to reflect that. See Amendment #2.

4.
4.1
For the purposes of specialized maintenance and repair (e.g. for sensors and other functions) is there an expectation for ongoing interface with the glider manufacturer (Teledyne)?
No, this will not be required.
5.
4.1
Will NAVO confirm whether or not the specialized glider test equipment such as helium leak detectors and ballast tanks are provided to the contractor?
Yes, the specialized glider test equipment such as helium leak detectors and ballast tanks are provided to the contractor.
6.
5.1
Can NAVO clarify if there is sufficient room for proper storage of all gliders and floats in the existing warehouse (e.g. for a worst-case no deployment scenario)? If not, is the contractor required to provide supplemental storage?

The Government will provide sufficient storage for all gliders and floats. The contractor will not be expected to provide supplemental storage.

7.
5.1
Can NAVO clarify if there is any non-GFE (e.g. specialized tools) required to be supplied by the contractor for warehousing and logistics management?
Section 5.1.6 specifies, for warehousing and logistics management, “Contractor shall provide the following: 1) Power tools for removing and reattaching shipping container lids; 2) tools for disposal of emptied shipping containers in accordance with warehouse procedures; 3) additional tools for logistical support services; and 4) Personal Protective Equipment (PPE), per OSHA and NAVOSH standards.
8.
5.2
Can NAVO provide the current FTE count supporting the variable logistics identified in 5.0 (Float receiving support up to 50 times/year; Float pre-ship support up to 30 times/year; Float transportation support up to 30 times/year; Total of up to 300 floats/year)?

Currently, we expend approximately 100 labor hours per week to process eight (8) floats. For some of the work, we have used two (2) people, and on other occasions we have used three (3) people. However, we typically do not exceed 100 labor hours per week for eight (8) floats regardless of the FTE count breakdown.

9.
5.2
Can NAVO give any metrics on the float turnaround time given the multiple surveys per float annually?
Floats are disposable and not expected to be retrieved once deployed.
10.
6.0
Can NAVO clarify any base performance requirements for the 2 laptops required (e.g. performance or environmental) and/or any specific non-GFE software required to ensure a smooth pre-deployment configuration and ongoing satellite communications?
After delivery to NAVO, emerging and fluid requirements make it necessary to re-configure/re-program the float hardware to meet mission needs. Direct connection to a laptop is currently the only option to re-configure the float hardware. Due to the urgency of ever-increasing emerging requirements and the shortage of NAVO personnel, it is more expedient to have multiple laptops to meet mission requirements. Currently, only basic tele-term (Hyper-term, PuTTy) software has been required along with standard Microsoft Office programs to ensure a smooth pre-deployment configuration and ongoing satellite communications.
11.
4. Submitting Quotations
Can NAVO clarify the format for the submission? There are no instructions as to proposal format (e.g. volumes, font, tables/graphics, page count) or submission format (e.g. pdf, file size).
· This is a FAR 12 solicitation for Commercial Services, under FAR 13.5 Simplified Acquisition Procedures. Therefore, there are no specific instructions as to the format of the proposal, except that it is emailed to the Contract Specialist and Contracting Officer on the solicitation.

· Offerors shall provide the name, title, email address, and telephone number of the company/division point of contact regarding decisions made with respect to the Offeror’s proposal and who can negotiate on behalf of and obligate the company contractually.

· Offerors shall provide the company/division’s street address, facility code, Commercial and Government Entity code, Dun and Bradstreet number and Tax Identification Number.

· The proposal shall be clear, concise and include sufficient detail for effective evaluation and must substantiate the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet the requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience, and will base its evaluation on the information presented in the Offeror’s proposal.

12.
4. Submitting Quotations
Can NAVO clarify the evaluation criteria and/or basis for award?
Proposals will be evaluated as defined in FAR Provision 52.212-*2-Evaluation – Commercial Items. Quotations will be evaluated as defined in the Solicitation Instructions, Para 5. EVALUATION OF QUOTATIONS. See Amendment #2.
13.
4. Submitting Quotations
Can NAVO provide a price volume template with anticipated labor categories and/or level of effort for a consistent pricing approach across offerors ensuring ease of evaluation?
The evaluation will be based on an Offeror’s capabilities to fulfill the mission requirements as stated in the PWS.
