Discussion Question Response

1 5.1.1 The PWS does not provide any workload measures to assist the contractor in developing an estimate. Given that a firm fixed price contract is to be awarded it is not clear how a non incumbent contractor would understand how to price the proposal.

Provide workload measures that quantify the work such that a basis of estimate can be prepared.

The draft PWS did not contain estimated workload data; however, the released RFP (non-draft) will include estimated workload data in the Performance

Work Statement at Technical Exhibit 4.

2 Technical Exhibit

Project Management required services references

PWS paragraph 5.1.1.3.

Paragraph 5.1.1.3 appears to relate to inventory and logistics functions and not project management functions that are listed in

Technical Exhibit 1. Please provide the correct

PWS reference paragraph.

Once the released RFP (non-draft) is posted, Project

Management will have been removed from the PWS, Technical Exhibit 1.

3 5.1.1.1 The PWS references support for "NAVOCEANO

OPD AUV equiment and mission systems".

Is there a list of equipment and/or specifics of the mission systems for which the contractor shall provide engineering support?

No, there is not a list of equipment; however, please note, there are a total of 14 REMUS class AUV systems with operating depths ranging from 600 to

6000 meters, including associated maintenance vans, operation vans, and launch and recovery systems.

4 N/A N/A Can you tell me if there is an incumbent contractor currently performing work for this requirement? If so, could you please provide their company name and contract number?

The Naval Oceanographic Office did not award the current contract. The incumbent is Redstone Defense

Systems, Inc.

5 N/A N/A Will a site visit be offered to allow non incumbent contractors an opportunity to see the work site, equipment, etc.?

A site visit will not be offered.

6 N/A N/A Can the government consider extending the response time to allow at least 30 days after solicitation release?

The released RFP (non-draft) will include a proposal due date that allows reasonable time for potential offerors to respond. See Block 8 of the released SF1449 solicitation.

VOLUME III –

Past Performance

Paragraph (b)

Pg.13

IAW with paragraph key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.

Does this indicate the government desires resumes for key personnel to be provided? If yes, which volume are the resumes located and are the resumes exempt from the volume page count?

Resumes are not being requested at this time. Past performance information should identify key personnel with experience relevant to the instant acquisition.
