Autonomous Underwater Vehicles (AUV) Support Services

9 NOV 16

PART 1

GENERAL INFORMATION

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform tasks in support of the Environmental Acoustic Recording Systems (EARS) and Autonomous Vehicles (AUV) as defined in this Performance Work Statement. The contractor shall perform to the standards in this contract.

1.2 Background: The Ocean Projects Department (OPD) within the Naval Oceanographic Office (NAVOCEANO) provides solutions to complex oceanographic problems for the US Navy. The OPD uses a variety of oceanographic systems to collect data required to solve these problems. The OPD performs all the necessary engineering and logistical functions required to maintain these systems at a high level of readiness.

1.3 Scope: The contractor shall provide engineering and technical labor support services to include design, manufacturing, testing, and deployment/recovery of ocean sensor products. Majority of services will be performed in a Government facility (Bldg 9322) located at Stennis Space Center, Mississippi; however, travel to temporary duty locations to support shipboard operations will be required.

1.4 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and two (2), 12-month option years, as follows:

Base Year: 20 December 2016 - 19 December 2017 (includes 30 days phase-in period) Option Year I: 20 December 2017 – 19 December 2018 Option Year II: 20 December 2018 – 19 December 2019

1.5 General Information

1.5.1 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.5.2 Recognized Holidays. Generally, the contractor shall not be required to work nor will payment be made by the Government on holidays and administrative leave.

Individual task orders will identify any exceptions where contractor support may be required during holidays, administrative leave, and facility closure. In the event contractor personnel work during these periods, the Government will not provide reimbursement, outside of the regular labor rate for hours worked. This does not preclude the contractor from providing holiday/premium time compensation to their employees.

1.5.2.1 Federal law (5 U.S.C. 6103) establishes the public holidays for Federal employees. Most Federal employees work on a Monday through Friday schedule. For these employees, when a holiday falls on a non-workday -- Saturday or Sunday -- the holiday usually is observed on Monday (if the holiday falls on Sunday) or Friday (if the holiday falls on Saturday). Any other day designated by Federal statute, executive order, or presidential proclamation and local determinations relating to adverse weather conditions, national emergencies, energy conservation, NAVOCEANO determinations, etc. may require office closure. During such periods of closure, contractor employees will not be allowed to work nor will the contractor be compensated.

Observed Holidays:

New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day

1.5.2.2 Hours of Operation/Place of Performance: The contractor is responsible for performing EARS and UAV support services between the hours of 0800 to 1600 (8-hour work day), Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this performance work statement when the Government facility is not closed for the aforementioned reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential.

1.5.3 Type of Contract: The government anticipates award of a Firm Fixed Price contract, with cost reimbursement CLINs for materials, travel and overtime.

1.5.4 Security Requirements: The level of security required for services performed under this contract is Secret. A DD Form 254 will be required. All contractor employees performing services under this contract shall have the appropriate security clearances at time of contract award. Majority of work performed under this PWS will be at the unclassified level with a large portion at the Secret level. Majority of work will be performed in NAVOCEANO’s Secret workspaces. The Contractor must possess a Secret clearance to access workspaces. Contractor employees will have access to NAVOCEANO’s classified and unclassified scientific network and Navy Marine Corps Intranet (NMCI) systems. Contractors require IT Level II (sensitive information access) as defined in SECNAV M5510.30.

1.5.4.1 Information Security. To the extent the contractor receives or is given access to proprietary data, data protected by the Privacy Act of 1974, or other classified or privileged technical, business, or financial information under this contract, the contractor shall treat and protect such information in accordance with (IAW) any restrictions imposed on such information. Access includes the functions of data handling, storage, electronic transmission and physical distribution. The contractor shall comply with NAVSUPINST 5239.1 series and site-specific installation regulations for information security.

1.5.4.2 When access to IT systems is required for performance of the contractor employee's duties, such employees shall in-process with the Navy Command's Security Manager and Information Assurance Manager upon arrival to the Navy command and shall out-process prior to their departure at the completion of the individual's performance under the contract. Completion and approval of a System Authorization Access Request Navy (SAAR-N) form is required for all individuals accessing Navy Information Technology resources. The SAAR-N shall be forwarded to the Navy Command's Security Manager at least 30 days prior to the individual's start date. Failure to provide the required documentation at least 30 days prior to the individual's start date shall result in delaying the individual's start date. When required to maintain access to required IT systems or networks, the contractor shall ensure that all employees requiring access shall receive initial Information Assurance (IA) Awareness Orientation as a condition of access and thereafter complete the annual (IA) training, and maintain a current requisite background investigation. The Contractor's Security Representative shall contact the Command Security Manager for guidance when reinvestigations are required.

1.5.4.3 Contractor shall protect DoD sensitive unclassified data regardless of the location or ownership of the transport media, including, but not limited to mobile computing devices and removable storage media, whether Government furnished or contractor owned/leased. Contractor shall comply with all current information assurance and information security policies, procedures, and statutes applicable to DoD information technology, including the July 3, 2007 DoD CIO Policy Memorandum on Encryption of Sensitive Unclassified Data at Rest on Mobile Computing Devices and Removable Storage Media.

1.5.4.4 Reference is hereby made to Navy awarded contracts requiring contractor access to Navy information systems, sensitive unclassified information or areas critical to the operations of the command. Although these contracts are not classified contractor employees are required to have obtained a favorably adjudicated National Agency Check with Local Agency and Credit Checks (NACLC) determination, the Department of the Navy (DON) has determined that all DON information systems are sensitive regardless of whether the information is classified or unclassified. A contractor whose work involves access to sensitive unclassified information warrants a judgment of an employee's trustworthiness. Therefore, all personnel accessing DON computer systems must undergo a NACLC to verify their trustworthiness. Also, Commands will include Facility Access Determination (FAD) program requirements in the contract specifications when determinations will be required on the contractor employees. The following addresses those requirements for Security.

1.5.4.5 If contractor personnel currently have a favorably adjudicated NACLC the contractor will notify the Security Manager of the command they shall visit utilizing OPNAV 5521/27 Visit Request form. The visit request will be renewed annually or for the duration of the contract if less than one year. If no previous investigation exists the contractor personnel shall complete the requirement for a NACLC. The NACLC will be processed through the use of the Electronic Questionnaires for Investigations Processing (e-QIP). Please note:

Applicants can only access the e-QIP system if they have been instructed to do so by an appropriate official at sponsoring agency. Individuals cannot pre-apply for a security clearance, nor update their security questionnaire, unless granted access by an appropriate agency official.

The contractor employee shall take all lawful steps available to ensure that information provided or generated pursuant to this arrangement is protected from further disclosure unless the agency provides written consent to such disclosure.

"ALL AUTHORIZED USERS OF DOD INFORMATION SYSTEMS SHALL

RECEIVE INITIAL IA AWARENESS ORIENTATION AS A CONDITION OF

ACCESS AND THEREAFTER MUST COMPLETE ANNUAL IA REFRESHER

AWARENESS TRAINING TO MAINTAIN AN ACTIVE USER ACCOUNT."
