STATEMENT OF WORK
MACHINED EARS PARTS
1.0 BACKGROUND: The Naval Oceanographic Office (NAVOCEANO), Ocean Projects Department, Ocean Products Division, Code N93, collects ocean ambient noise to support navy-wide Ocean modeling databases. Code N93 uses ambient noise acoustical buoys to collect in-situ data in support of this tasking. The buoys are housed in pressure vessels consisting of discrete machined parts designed for long term usage under extreme conditions.
2.0 SCOPE: The objective of this Statement of Work (SOW) is to procure fabricated machined parts, as required.
3.0 TASKS:
3.1 The contractor shall fabricate machined parts listed in Exhibit A in accordance with Government furnished drawings. All parts shall conform to the drawings.
3.2 The contractor shall have all machined parts requiring anodization anodized and finished according to the provided drawings. The contractor shall use an anodizing vendor, who is National Aerospace and Defense Contractor’s Accreditation Program (NADCAP) certified in hard coat anodizing and nickel and dichromate sealing per MIL- A-8625F Type III, Class I for 7075-T6 aluminum and Type III, Class I and Class II for 6061-T6 aluminum.
4.0 GOVERNMENT FURNISHED MATERIALS: NAVOCEANO will provide the bare aluminum tubing (Length: 12’2”, OD 8.5”, ID 7.75” Aluminum type 7075-T6511) for parts EA-BM-0161-03-101 rev C and EA-BM-0161-03-103 rev C. GFM will be provided to the contractor within 10 working days after issuance of a delivery order for either part. The contractor shall provide the raw materials for all other parts listed in this
SOW.
Specialty packaging for shipping and transportation of the 7075-T6 aluminum end cap and pressure tubes will be provided by the government; the contractor shall be responsible for all other packaging. GFM specialty packaging will be provided to contractor within 10 working days after issuance of delivery order.
5.0 QUALIFICATION REQUIREMENTS:
5.1 VENDOR CERTIFICATIONS: The contractor shall be ISO 9001:2008 certified in the quality management system for the manufacture of customized machined, fabricated, and assembled parts for commercial, defense, and aerospace applications. The contractor shall maintain ISO 9001:2008 or greater certification throughout the life of the contract.
5.2 CONTRACTOR SKILLS: The contractor shall have, at a minimum, the ability to do Computer Numerical Controlled (CNC) milling, CNC turning, 4 axis milling, and Coordinate Measuring Machine (CMM) inspections.
6.0 QUALITY CONTROL AND QUALITY ASSURANCE: The contractor shall ensure all delivered parts conform to the drawings listed in Exhibit A. The vendor’s Quality Control (QC) form shall at a minimum meet SAE-AS9102 Revision A standards.
With each delivery, the contractor shall include all QC documentation generated for all parts. QC documentation shall include, but not be limited to, Material Certifications, Dimensional Report, final QC Inspection Reports, and the Anodizer’s Certificate of Compliance (COC).
7.0 DELIVERY: The delivery schedule will be 90 days after receipt of order unless an earlier or later date is negotiated and agreed to at the time the delivery order is issued.
Partial delivery of items prior to the deadlines established is acceptable.
All parts shall be delivered by the contractor to the following address:
Attn: Eula Woods Naval Oceanographic Office 1002 Balch Blvd.
Bldg. 9134 Stennis Space Center, MS 39522-5001 Phone: 228-689-8386 Fax: 228-689-8397
Specialty packaging for shipping and transportation of the 7075-T6 aluminum end cap and 7075-T6 pressure tubes will be provided by the government; the contractor shall be responsible for all other packaging.
8.0 INSPECTION AND ACCEPTANCE: All parts listed in this contract will be examined within 30 days after receipt to determine acceptability. If further testing and analysis is required to evaluate acceptability then the contractor will be notified by the NAVOCEANO Contracts office. During inspection of an anodized part if a defect is discovered, it will be determined by the government if a touchup is allowed. If the defect is in a repairable area, the government will allow a touchup to be performed. All touchups shall be performed in accordance with MIL-A-8625F paragraph 3.3.4. If a part is returned for a touchup, the contractor shall have no more than 30 days from receipt to return the corrected part. The government will not accept any touchups for surface areas that are abrasion and O-Ring surfaces. Any part that has a defect in an abrasion area or O- Ring surface will be rejected and another part shall be sent. The contractor is ultimately responsible for ensuring the delivered parts conform to the specifications listed in this SOW and the associated drawings.
9.0 DRAWING REVISIONS: Contractor shall be notified by the Contracting Officer of any revisions to the drawings listed in this SOW. The following distribution statement is applicable to all drawings for this requirement:
DISTRIBUTION STATEMENT C. Distribution authorized to U.S. Government agencies and their contractors. ADMINISTRATIVE OR OPERATIONAL USE. (November 7, 2016). Other requests for this document shall be referred to the Naval Oceanographic Office.
