STATEMENT OF WORK (SOW)

ENVS-T-AGS SHIPBOARD WEATHER STATION

(Revision 4, 4 December 2007)

STATEMENT OF REQUIREMENTS (SOR)

ENVS-TAGS-60 CLASS SHIPBOARD WEATHER STATION

Revision 2.0, dated 8-13-2015

1.0 Scope:

This Naval Oceanographic Office (NAVOCEANO) has a requirement for the Life Cycle Replacement (LCR) of the existing Coastal Environmental Shipboard WeatherPak 2000 Sensor Systems on all US Navy TAGS-60 Class Military Survey Ships. The Systems and Internal modules and sensors must meet form-fit-function and backward compatibility with the existing WeatherPak 2000 installations as a minimum requirement. The systems and internal modules and sensors shall interface with the existing installation as follows: manufacturer and shipboard cables, mounting assemblies, termination boxes, and interfacing equipment and systems. The systems shall interface with the existing ISS60 Control and Database Suite and not cause any hardware or software changes to the System. The systems shall contain no internal or external moving parts or require internal routine maintenance and calibration other than keeping the ultrasonic wind and direction sensor package clean and clear of debris. The entire WeatherPak system must meet ElectroMagnetic Compatibility (EMC) requirements as well as meeting Navy, Coast Guard, and ABS requirements for installation and use aboard a military survey ship.

2.0 Background:

2.1 The US Navy TAGS Class Military Survey Ships presently have non-redundant WeatherPak 2000 Systems designed by Coastal Environmental. The WeatherPak 500 Units were installed on T-AGS 26, 27, 34, 38, 39, 40, 51 and 52 Class ships during initial ship construction before 1988. The WeatherPak 500 Units were installed on T-AGS 60, 61, 62, and 63 during initial ship construction before 1994. The existing versions of the WeatherPak 2000 systems were installed on T-AGS 60, 61, 62, 63, 64, and 65 between FY06-10, and on TAGS 66 in 2014.

2.2 The initial failure experienced with the WeatherPak 500 and 2000 systems on all T-AGS ships before 2006 involved the wind speed and direction sensor package moving parts. Systems with moving parts tend to fail more often in the external marine environment and require more costly time, maintenance, and higher operations and repair costs. The upgraded life cycle replacements done in FY06 systems corrected all discrepancies from the earlier versions. The Government technicians can safely accomplish routine preventive maintenance when the ships are in port. In the event, of a failure today, they are required to unplug the entire unit and send it back to the depot for module and sensor level replacement with no onboard spare. This procurement will provide them with an entire system on board cold spare so that there is no interruption of service and operational readiness.

2.3 Coastal Environmental WeatherPak 2000 was recently upgraded with a no moving parts and no routine internal preventive maintenance design. It meets form-fit-function and has backward compatibility with the existing WeatherPak 500 and 2000 Systems. All existing shipboard cables, mountings, interfacing boxes, and control and database systems can remain in place and unchanged. There is no reason to change the Ships ISS60 hardware or software. The Ships ISS60 system receives other sensor and telemetry data besides that of the WeatherPak system and computes more accurate data from all the inputs. Therefore no additional sensor types are required.

3.0 Functional Requirements:

3.1 The WeatherPak 2000 shall meet form-fit-function and backward compatibility with the existing Coastal Environmental WeatherPak 2000 Shipboard Weather Systems and sub-systems installed on US Navy TAGS-60 Class Military Survey Ships.

3.2 The WeatherPak 2000 shall interface with the existing installation as follows: WeatherPak 2000 10-pin mounting assemblies, manufacturer and shipboard cabling, termination boxes, Display monitors, and other equipment installed on US Navy TAGS-60 Class Military Survey Ships.

3.3 The WeatherPak 2000 shall monitor and provide data to the WeatherPak Display Monitor on US Navy T-AGS Class Ocean Survey Ships.

3.4 The WeatherPak 2000 shall monitor and provide data to the existing ISS60 Control and Database Center Suite on US Navy T-AGS Class Ocean Survey Ships. Sensor data include: Relative Wind Speed & Direction, Barometric Pressure, and Relative Humidity and Air Temperature.

3.5 The WeatherPak 2000 shall interface with ISS60 Control and Database Center Suite installed on US Navy TAGS 60 Class Military Survey Ships, and not-require hardware or software changes to that System.

3.6 The WeatherPak 2000 shall provide all data to the display monitor, and to the ISS60 using the same existing NEMA 0183 data format.

3.7 The WeatherPak 2000 shall contain no internal or external moving parts.

3.8 The WeatherPak 2000 shall not require any internal preventive maintenance or calibrations.
