STATEMENT OF WORK

AND

SALIENT CHARACTERISTICS

FOR

Airborne eXpendable Ice Beacon (AXIB)

The U.S. Interagency Arctic Buoy Program (USIABP) and U.S. Interagency Program for Antarctic Buoys (USIPAB) require rugged, drifting buoys that can survive the annual freeze/thaw cycles, and the harsher sea ice conditions of the Seasonal Ice Zone of the Arctic and Southern Oceans.

Requirement: Three (3) air deployable Airborne eXpandable Ice Beacon (AXIB) units.

The buoys shall meet the characteristics:

1) The buoy shall have Vinylester for Fiberglass hull, and a steel ballast rod.

2) The buoy shall have sensors to measure air pressure, air and surface temperature.

3) Data from the buoy shall be transmitted via Argos or Iridium satellite systems.

4) GPS positions are required for buoys using Iridium telemetry, and desired for buoys using Argos.

5) Deployment requirements: The 3 units shall be certified for air deployment from a Coast Guard C-130

6) The buoy shall have enough lithium batteries to survive 2-years at temperatures as low as -40C.

Patent: LBI, Inc. currently holds the patents on AXIB devices and is the only known source for these instruments since:

1) LBI, Inc. holds patents on the AXIB buoy design.

2) The AXIB buoy has been certified by the Coast Guard for deployment from their C-130s.

3) The AXIB buoy was specifically designed to survive in the seasonal ice zone.

Period of Performance: 120 days after contract award.

Delivery Information: Units procured should be supplied to the U.S. Interagency Arctic Buoy Program / U.S. Interagency Program for Antarctic Buoys under the management of Dr. Ignatius Rigor, Polar Science Center, Applied Physics Laboratory University of Washington, 1013 NE 40th Street, Seattle, WA 98105.
