(a) Descriptio n:
To acquire technical support to continue to incorpora te the Change Detection (CD) and contact localization techniques developed by NAVO for emerging sensors into Environmental Post Mission Analysis (EPMA) and ultimately into the Data Fusion Cell (DFC) and the Mine Warfare Mission Module on the Littoral Combat Ship (LCS) .The performer wil l investigate the feasibi lity of incorporating support for these sensors into the EPMA system. The requested services represent the minimum req ui rements of the government.
(b) Estim ated cost (tota l va lu e, base plus options): Base $266,000 Options$
(c) Req uired delivet·y o r sta rt da te: 01 August 2014

(a) Detai led descri ption as to wh y only th e identified source/sources ca n furnish th e stated req uirements, to th e exclu s io n of other sources:
NAVOCEANO requires specific services from Next Wave to meet their requirements. These services include the investigation of new sonar data types and subsequent algorithm development for the con tinuation of Change Detection and contact localization processing techniques. The algorithms are to be incorporated into EPMA and eventually into the Mine Warfare Mission Module on the Littoral Combat Ship. Additionally , these capabilities will be utilized in the field at specialized work areas called Data Fusion Cells.
Change detection was pioneered by the engineers at Next Wave Systems (NWS) through the development of the Bottom Mapping Workstation (BMW) in the 1990's which eventua lly became EPMA during the 2000's. The firm is the only team outside of the government that has experience in automated change detection software development, sonar engineering, and Mine Warfare EPMA tool design and integration . NWS has been integral in the development and enhancements of EPMA since the inception of the software suite. NWS has years of algorithmic and imaging sensor expertise and is a leader in emerging technologies related to automated target detection , sonar contact localization for MIW, as well as many other military digital mapping systems.
(b) Description of market research conducted among th e GSA FSS contract hold ers, including th e resul ts, o r a statement as to th e reason no market resea rch was conducted:
A search of the GSA Federal Supply Schedule was performed and three other potential compan ies were investigated , BAE Systems, Sonalysts and EDO Corporation . Upon review of the Scope of Services and their website marketing information , it was determined the three did not have the requ isite mine warfare expertise .
The key experience required is a history of change detection, contact localization , and environmental post mission analysis. The fi rms researched had no specialized knowledge in those subject areas. Interactions with NAVSEA MIW Program Offices and multiple publications and conferences have also been performed over the past 12 months. Through these interactions it has been determined that Next Wave Systems is the only company that can analyze sonar imagery for change detection in mine warfare applications.

The knowledge base to wholly understand EPMA and the ability to evaluate emerging sensors and provide a technical analysis on how to incorporate those sensors into EPMA is specialized in the way of taking years of developmenta l effort working in the MIW community at all levels. Next Wave Systems has the requisi te knowledge base, past performance and years of EPMA experience, all requ ired to successfully complete the defined tasks.
