ANALYSIS, EVALUATION, PROCESSING, AND EXPLOITATION OF HYDROGRAPHIC DATA
1.0 Background:
1.1 The Naval Oceanographic Office (NAVOCEANO), Hydrographic Department (NP4) is tasked with providing hydrographic survey data in support of Navy requirements for surface and sub-surface Safety of Navigation (SoN). NAVOCEANO will establish a multiyear contract for assistance in the analysis, evaluation, processing, and exploitation of these data.
2.0 Period of Performance:
| 2.1 | One (1) base year with four (4), one (1) year Options. Work performed will be through the issuance of individual Task Orders (TO). |
| 3.0 | Scope: |
3.1 Effort under each order will consist of analyzing and processing hydrographic and bathymetric datasets collected by a variety of survey platforms. Typical dataset type and estimated volume are listed below.

3.2 Effort under each order will include the use of SABER software (v5.1.3 or newer) for dataset evaluation, manipulation, and Bathymetric Attributed Grid (BAG) production.
3.3 The Contractor will review the provided datasets / reports and perform the required processing to determine dataset quality with respect to the survey Technical Specification requirements. Survey datasets shall be processed and BAG files generated in accordance with an established processing plan.
4.0 Minimum Criteria for Consideration
4.1 This effort will be performed at a facility provided by the contractor. Most datasets processed under this effort will be UNCLASSIFED and be limited in distribution. The opportunity exists within this effort to process datasets marked with a SECRET classification.
4.2 The minimum level of security required for this tasking is SECRET. All contractors must currently hold a Department of Defense, SECRET or higher personnel security clearance.
4.3 The contractor must have the capacity to process two datasets concurrently such that delivery can be made within the timelines specified in the SoW.
4.4 The Contractor must utilize at least two certified Hydrographers (NSPS/THSOA, or equivalent).
4.5 The Contractor staff must have at direct experience with at-sea hydrographic data collection using multibeam sonar technology.
4.6 The Contractor staff must have direct experience post-processing hydrographic datasets in which the full resolution multibeam sonar data were in Generic Sensor Format (GSF) and gridded data analysis was conducted using Pure File Magic (PFM) format. This experience must include:
4.6.1 Application of offsets, biases, correctors, and uncertainty attribution.
4.6.2 Editing of dataset outliers.
4.6.3 Analysis using the Combine Uncertainty and Bathymetry Estimator (CUBE).
4.6.4 Production of bathymetric models in v1.4 and v1.5 Bathymetric Attributed Grid (BAG) format including vertical corrector surfaces.
4.7 Respondents to this sources sought notice may identify their interest by submitting a capability statement, including how they meet the mandatory qualification criteria described above. The primary contact information (name, email, address and telephone number) for the individuals responsible for the Program Management of intended effort must be provided.
4.8 Respondents may be contacted and asked to demonstrate their hydrographic data processing expertise using the required software. In this situation, a common dataset will be provided to the appropriate respondents. Hardware and software will not be provided.
