Statement of Requirements Wave Relay Radios for Wireless Network Control of Unmanned Systems Mechanical and Aerospace Engineering (MAE) Center for Autonomous Vehicle Research (CAVR) Naval Postgraduate School
1.0 Background/Introduction:
The Center for Autonomous Vehicle Research (CAVR), working with the Consortium for Robotics and Unmanned Systems Education and Research (CRUSER), has a project to develop a network control system (NCS) of unmanned systems in support of naval missions. Field experimentation with partners and stakeholders is a major goal of this effort. Specifically, we are developing capabilities compatible with the ScanEagle Unmanned Aerial Vehicle (UAV) flown by Naval Special Warfare (NSW) and ScanEagle networking payloads developed by Space and Naval Warfare (SPAWAR) Systems Center Pacific (SSC-PAC) and Naval Air Warfare Center Weapons Division (NAWCWD). These payloads utilize Wave Relay MPU5 radios manufactured by Persistent Systems LLC. As a result, CAVR has a requirement to purchase MPU5 radios for its ScanEagle UAVs, SeaFox Unmanned Surface Vessels (USVs), and REMUS Unmanned Underwater Vehicles (UUVs).
2.0 Minimal Technical Requirements/Salient Characteristics:
This procurement is for wireless networking radios to field a mobile ad hoc network (MANET) of unmanned systems.
· The radios must be compatible with Wave Relay MPU5 radios integrated into ScanEagle UAVs by SSC-PAC, NAWCWD, and operated by NSW operators.
· The radios must be compatible with software developed at NPS to measure and analyze the signal-to-noise ratio (SNR) and network performance metrics of wireless network links. This software is based on data published by the Wave Relay smart radio architecture. As a result, the Wave Relay MPU5 radio is the only product which meets these technical requirements. This is proprietary commercial technology that is only available from Persistent Systems LLC.
Delivery Address:
Naval Postgraduate School Monterey, CA 93943
EVALUATION:
Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors. A combination of price and Minimal Technical Requirements/Salient Characteristics as in the above Statement of Requirements, delivery date, a determination of responsibility, on a technically acceptable lowest price basis.
System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.

FAR 52.204-7 – System for Award Management
(a) Definitions. As used in this provision— “System for Award Management (SAM) database” means the primary Government repository for contractor information required for the conduct of business with the Government.
“Commercial and Government Entity (CAGE) code” means—
(1) A code assigned by the Defense Logistics Information Service (DLIS) to identify a commercial or Government entity; or
(2) A code assigned by a member of the North Atlantic Treaty Organization that DLIS records and maintains in the CAGE master file. This type of code is known as an “NCAGE code.”
“Data Universal Numbering System (DUNS) number” means the 9-digit number assigned by Dun and Bradstreet, Inc. (D&B) to identify unique business entities.
“Data Universal Numbering System +4 (DUNS+4) number” means the DUNS number assigned by D&B plus a 4-character suffix that may be assigned by a business concern. (D&B has no affiliation with this 4-character suffix.) This 4-character suffix may be assigned at the discretion of the business concern to establish additional SAM records for identifying alternative Electronic Funds Transfer (EFT) accounts (see FAR 32.11) for the same parent concern.
“Registered in the System for Award Management (SAM) database” means that—
(1) The contractor has entered all mandatory information, including the DUNS number or the DUNS+4 number, and Contractor and Government Entity (CAGE) code into the SAM database; and
(2) The contractor has completed the Core Data, Assertions, Representations and Certifications, and Points of Contact sections of the registration in the SAM database;
(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The Contractor will be required to provide consent for TIN validation to the Government as part of the SAM registration process; and

The Offeror also shall enter its EFT indicator, if applicable. The unique entity identifier will be used by the Contracting Officer to verify that the Offeror is registered in the SAM database.
(c) If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for establishment of the unique entity identifier directly to obtain one. The Offeror should be prepared to provide the following information:
(1) Company legal business name.
(2) Tradestyle, doing business, or other name by which your entity is commonly recognized.
