Notice of Sole-Source Strategy
This is not a competitive solicitation. The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), intends to pursue on a sole sourced basis, pursuant to Federal Acquisition Regulation (FAR) Part 6.302-1 to execute an acquisition for training systems upgrades to operate numerous Polaris-based Navigation, Seamanship, and Shiphandling Trainers (NSST) installed at seven (7) U.S. Navy surface fleet training sites around the world. The current NSSTs were procured from Kongsberg Maritime Simulations Inc. and utilize proprietary Polaris version 6 software.
NAWCTSD intends to award a sole source contract to Kongsberg Digital Simulation, Inc. (KDSI) to meet this requirement.
On 30 October 2017, pursuant to FAR 5.203(a) the Government solicited capability documentation, via a sources sought notice, from interested parties to the subject effort which also served to satisfy the requirements of FAR 5.204. Only one source was determined to be capable of meeting the Government’s requirements. This notice makes available the solicitation pursuant to FAR 5.102. Considering market research, the Government’s knowledge of the requirement and industry, and the lack of responses to the sources sought notice provided on 30 October 2017, a justification pursuant to FAR 6.303-1 was approved on 12 February 2018 and identifies the authority for the sole source contract as FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This justification identifies Kongsberg Digital Simulation, Inc. (Cage Code 1KW45) as the only responsible source. Pursuant to FAR 6.305, a redacted copy of the justification for other than full and open competition will be made available to the Governmentwide Point of Entry (GPE) within 14 days after contract award.
This notice of intent is for informational purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. The Government point of contact for this effort is Mr. Jason Harvey. All inquiries and concerns must be addressed via email to Jason Harvey at Jason.G.Harvey@navy.mil.
