5. Rationale Justifying Use of Cited Statutory Authority.
Polytec, Inc. is the only company that manufactures a complete 3D multi-head collection real-time collection Scanning vibrometer system. Unlike other companies, the PolyTec system is able to measure three dimensional XYZ surface profiling simultaneously from all collection heads for each point of collection. Each head of Polytec has wide scan angles in the horizontal and vertical fields of view (50 x 40 degrees), collect point data quickly and with finer displacement, and provide fast scanning of the entire area for all 3D data measurement points. The Polytec system is a turnkey system with high frequency bandwidth (100 kHz) and long standoff distance capability of up to 100 m.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
A sources sought announcement for a Polytec PSV-500-3D-H vibrometer or similar type item was issued on the Federal Business Opportunities (FEDBIZOPS) website on 15 September 2015 and no other potential sources expressed an interest in this requirement. Additionally, Technical Experts in the NSWC PCD Code X12 division are not aware of any other 3D vibrometer that will meet their requirements. Therefore, no additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any other company than Polytec, Inc. to provide the required vibrometer and associated software, hardware and training.
7. Determination of Fair and Reasonable Costs.
The Contracting Officer has determined that the anticipated cost to the Government of for the supplies and services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition.
NSWC PCD has no plan to procure an additional 3D vibrometer, and associated software, hardware and training. If another potential source emerges and a future requirement for this system develops, NSWC PCD will assess whether competition for future requirements is feasible.
