REQUEST FOR SPECIFICATION CLARIFICATION

QUESTION NO: 1

TITLE: Paint Coatings and OEM Technical Support, USS IWO JIMA (LHD-7)

SOLICITATION NO: N50054-22-R-0009

MARMC POC & PHONE: Summer Wood, Summer.L.Wood.civ@us.navy.mil

QUESTION:

We request that Exhibit A be changed to include the estimated sq. ft. in column F of the Excel Spreadsheet so all bidders are using the same figure. This number should be supplied by MARMC. Page 20, Section 3.2.2 estimates 95,920 sq. ft. We believe this figure should be entered in Column F for Exhibit Line Items A002, A003, A004, A005 and A006. We are asking MARMC to provide the boot top sq. ft. area in Column F, Exhibit Line Item A007 and to enter in Column F the sq. ft. area of the underwater hull, not including the boot top in Column F, Exhibit Line Item

A008. This will ensure all bidders are using the same estimated sq. ft.

ANSWER

Exhibit A has been updated to reflect the estimated square footage. However, it is the Offerors responsibility to review or access any reference to acquire actual square footage.

QUESTION NO: 2

We request MARMC to provide the estimated sq. ft. for Line A010 draft markings as this area should be considerably less than the total sq. ft. of the underwater hull.

Estimate has been added, however Offerors must review specification of the Hull Markings reference.

mailto:Summer.L.Wood.civ@us.navy.mil

QUESTION NO: 3

We request MARMC input the estimated number of days for Technical Service in Column H for Exhibit Line Item

A012, as all bidders will need to use the same estimated number of days for the bids to be equitably evaluated.

Please confirm that the successful bidder will only bill for the actual days a technical representative is on-site, which will be evidenced by signed daily reports by the project supervisor or designate. Please note that cell H17 should list the estimated days. Currently the cell is formatted to a currency figure and should be a number. If 150 days are entered in the cell, it shows as $150.00. It should simply read “150”. Cell I17 is set as a number. It should be set to

“Currency”.

Estimated number of days has been added to Exhibit A.

Contractor will only bill for actual days on-site.

QUESTION NO: 4

We request MARMC change the Daily Extension Rate estimated number of days from Column I to Column H for Exhibit Line Item A013. The number 30 is in column I and it appears it should be placed in Column H. The bidder should input their daily rate in Column I. Please note that cell H18 should list the estimated days. Currently the cell is formatted to a currency figure and should be a number. If 30 days are entered in, the cell it shows as $30.00 It should simply read “30”. Cell I18 is set as a number. It should be set to “Currency”.

Exhibit A has been updated to reflect changes.

QUESTION NO: 5

We request MARMC confirm the successful bidder will bill for the actual amount of product used at the unit prices listed in Exhibit A, Exhibit Line Items A002 – A0010. The sq. ft. is estimated and due to environmental and substrate variability the amount of product needed to achieve the required film thickness can vary.

ANSWER

Yes, the contract will bill for products used.

mailto:Summer.L.Wood.civ@us.navy.mil

QUESTION NO: 6

In order for the Exhibit A Excel Spreadsheet to achieve a Total Price Subtotal for Exhibit Line Items A002-A010, the bidder will need to enter in a% volume solid for Exhibit Lines A004 and A009, even if they are not applicable.

Leaving the cells blank causes an error in the Total Price Column (Cells J6, J11) and will not produce the needed subtotal in Cell J13. We request the following:

1. Allow bidder to input “NA” in cells C6 and C11 for Exhibit Line Items 004 and 006 if a tie -coat is not needed.

2. If a tie-coat is not needed, allow bidder to enter “100000”in cells E6 and E11 for the volume solids. This will allow the spreadsheet to calculate the total price for Exhibit Line items A004 and A006 to “$0.00. Bidder will also enter $0.00 in Column I (Cells I6 and I11) to indicate that the unit price is zero since a tie coat is not being bid.

Offeror can access Volume Solid percentage using ASTM D26597. ASTM is an industry standard for determining the volume of solids in paint. This will remain open, to allow Offerors to tell the Government what percent solid the paint Offerors are proposing to meet the specifications. The Government referenced MIL-PRF and the Offeror shall propose one that has a NAVSEA reviewed F-718 Form.

Exhibit A has been updated to reflect some of the requested changes.

If Offerors do not provide tie -coat, 100000 will be accepted in E6 and E11.

Some totals may have to be manually entered.

QUESTION NO: 7

TITLE: Paint Coatings and OEM Technical Support, USS IWO JIMA (LHD-7)_

Please confirm that the section below pertains only to the shipyard and NOT to the Paint Coatings and OEM

Technical Support Company to provide the Safety Inspector/Fire Marshall. The coatings OEM Paint Technical

Support Representative is to act as a Trusted Government Representative and does not perform any coatings work.

It would be an extraordinary burden for the OEM to provide a Safety Inspector or Fire Marshal. This has never been a requirement for an OEM who supplies paints and coatings and technical support.

C-223-H002 SAFETY, HEALTH AND FIRE REQUIREMENTS FOR SHIP REPAIR (NAVSEA) (JAN 2019)

(b) SAFETY INSPECTOR/FIRE MARSHAL: In addition to the safety standards provided in the specifications, the contractor is responsible for providing an experienced Safety Inspector/Fire Marshal who will accomplish daily inspections of the Contractor's entire work area on the ship, together with the Contracting Office’s Safety

Representative. This Inspector or Fire Marshal shall not be one of the Contractor's supervisors or superintendents normally assigned to the ship and shall be identified in the contractor’s approved Safety Plan.

Yes, the Clause has been removed. Please see the Amended Solicitation.

QUESTION NO: 8

We received the updated Exhibit A Iwo Jima Pricing Sheet Rev 1 and answers to our questions. However, the Rev 1 is still an issue. MARMC input 95,920 as the sq. ft. in column F for lines A007, which is the boot top and A008, which is the 3rd coat of the Anti-fouling less the boot top. This figure is double the amount of product that would be required. Line A007 should read much less than the 95,920. Are we as the bidder allowed to change this to our estimated square footage and submit this with our bid?

Also, Line A008 Column F shows 95,920 sq. ft. This amount should be less that that total estimated sq. ft. amount.

(This should reflect the total estimated sq. ft. minus the estimated boot top sq. ft). Are we as the bidder allowed to change this sq. ft. from 95,920 to a lesser number? The bottom line here is that lines A007 and A008 should add up to 95,920. The current Rev 1 has 95,920 entered in BOTH lines A007 and A008.

Our concern here is that if we bid the Exhibit A Rev 1 in its current state the amount of product and total price will be much higher than what will actually be needed. We do not run the risk of bidding this in its current state without confirmation from MARMC that ALL bidders are to use the same sq. ft. numbers in Column F. Please confirm that we are allowed to change the sq. ft. in Column F to a number other than 95,920 for Lines A007 and lines A008 as long as the combined sq. ft. of both these lines equal 95,920. It would be best if MARMC inputs the proper estimated sq. ft. for the lines A007 and A008 so that all bidders are using the exact same numbers.

We have tried to locate the reference documents d. 602-6858919 Rev E, HULL MKGS, Ship Name & No

e. 603-6125189 Rev E, DRAFT MARKS ARR & DET, f. 801-6926605 E DOCKING DRAWING – SRD and have had no success. They are not available in the public domain. We request MARMC make these available to us in order to bid properly.

Under water Hull from keel to lower boot top is 88,468 Square foot Lower Boot top to upper Boot top is 7,452 square foot Total for both areas above is 95,920 Sq. Ft.

The following clause has been added to the solicitation, which provides the instructions for bidders to request access to specific documents and drawings. 252.211-7002- AVAILABILITY FOR EXAMINATION OF SPECIFICATIONS, STANDARDS, PLANS, DRAWINGS, DATA ITEM DESCRIPTIONS, AND OTHER PERTINENT DOCUMENTS

(DEC. 1991)

QUESTION NO: 9

Initial question 3 from Amendment 0001:

“Currency”.

Initial Answer to Question 3:

Estimated number of days has been added to Exhibit A.

Contractor will only bill for actual days on-site.

Follow up Question:

Per question #3, it states that the contractor will only bill for actual days on-site. Inspectors for this project are essentially on call. If we have third party tech service from out of the Norfolk area – they are getting paid to be in

Norfolk regardless of work being done any particular day. Thus, request that the number of contracted days, per

Exhibit A, is the to be billed number of tech service days. Otherwise, the number of tech service days becomes an unknown for which we cannot accurately bid.

For out of area techs, the days billed would be the days in area in support of the project, schedule to be coordinated with painting contractor.

QUESTION NO: 10

Exhibit A Pricing Spreadsheet, A007, Boot-Top, shown as 95920 square feet (the same as A005, A006, and A008 which are FULL COATS). A007, being only the boot-top, should have a lower square footage. Perhaps 20% of the overall area (for example, 95920 x 0.2). Please adjust Exhibit A.

Exhibit A has been adjusted

QUESTION NO: 11

In the most recent Exhibit A, for A013, Daily Rate Tech Service Extension, the number of days is blank. Historically this has been 30 days. Please advise.

ANSWER

Exhibit A has been updated to reflect the number of days

QUESTION NO: 12

Please consider assigning a DPAS DO-A3 rating to the contract. This will assist in securing raw materials and thus finished coatings. This is box #1 on the SF33.

DPAS DO-A3 Rating has been added

QUESTION NO: 13

In the most recent Exhibit A, for A012, there is 400 days of tech service (seems excessively high). In section 5.2.1 of the PWS, it mentions the timeframe is “typically 110 to 250 days”. Please verify 400 days or adjust.

Exhibit A has been revised to reflect the correct number of days
