About this file

This is a Performance Work Statement (PWS) for preventative maintenance and calibration services on testing equipment at the Trident Refit Facility (TRF) in Bangor.

The contractor shall provide one annual scheduled on-site preventative maintenance and calibration visit for three primary pieces of equipment: an Instron 5985 Universal Testing Machine (UTM), an Instron 3367 UTM, and a Wilson Rockwell Hardness Tester, along with their associated accessories. For the Instron 5985 UTM, services include regularly scheduled preventative maintenance, on-site repair services, and speed and displacement verification per ASTM E2658-15. The contractor must also service the Auto X750 Extensometer with strain verification at multiple gage lengths per ASTM E83-16, a 5 kN load cell, and a 250 kN load cell with tension and compression force verification per ASTM E4-16. The Instron 3367 UTM requires similar preventative maintenance and verification, along with four load cells (50 N, 500 N, 10 kN, and 30 kN) and an axial strain gage bolt extensometer. The Wilson Rockwell Hardness Tester requires twin tester verification and calibration up to four scales per ASTM E18. The contractor must provide a comprehensive service agreement including N.I.S.T. traceable paper certificates, on-site repair and labor, parts, priority response within two business days, online helpdesk support, software update notifications, and periodic web seminars. The period of performance is five years on an Indefinite Delivery Indefinite Quantity (IDIQ) contract basis, with annual task orders issued for each year. The work is performed at Naval Base Kitsap Bangor during hours of 6:00 a.m. to 3:30 p.m., Monday through Friday, excluding federal holidays. The estimated annual workload is 24 hours (16 hours for preventative maintenance labor and 8 hours for calibration labor). Deliverables include a Preventative Maintenance Service Report and calibration certificates, both in electronic PDF format, to be submitted within 30 days of service completion. The contractor must employ qualified factory-trained service engineers and provide all tools, parts, supplies, and equipment necessary to complete the work. A security badge is required for base access. Performance standards require zero deviation from OEM specifications, with 100 percent inspection by qualified laboratory personnel.

PERFORMANCE WORK STATEMENT (PWS)

Preventative maintenance and calibration service on the Instron 5985 Universal Testing Machine, Instron 3367 Universal Testing Machine, Wilson Rockwell Hardness Tester and associated equipment, Trident Refit Facility, Bangor

PART 1

GENERAL INFORMATION

1. GENERAL: This is a non-personal services contract to provide preventative maintenance and calibration service on the Instron 5985 Universal Testing Machine (UTM), Instron 3367 UTM, Wilson Rockwell Hardness Tester and associated equipment. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, and other items necessary to perform preventative maintenance and calibration on the Instron 5985 UTM, Instron 3367 UTM, Wilson Rockwell Hardness Tester and associated equipment, as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards outlined in paragraph 7.1, Technical Exhibit 1, in this contract.

1.2 Background: utilizes the Instron 5985 UTM, Instron 3367 UTM, and Wilson Rockwell Hardness Tester to perform mechanical properties testing on materials that are used to fabricate SSBN parts and components. These tests determine whether the mechanical properties of the material meet drawing/technical manual specifications. Code 640/Shop 95A also uses the 5985 UTM to perform compression test on large springs (diameter > 6” and/or requires a compressive load > 6,700 lbs) that are used in SSBN components. The code uses the Instron 3367 UTM to perform compression test on small springs (diameter < 6” and/or requires a compressive load < 6,700 lbs) that are used in SSBN components.

The compression test is used to determine whether the spring load, spring rate, free length, spring height and deviation meet the drawing/SUBMEPP Maintenance Standard specification. The Wilson Rockwell Hardness Tester is used to determine the hardness of various metallic material/SSBN components on either the Rockwell Hardness B or C scale. The 5985 UTM, the 3367 UTM, and Rockwell Hardness Tester need calibration that requires specialized equipment to complete. Annual calibration is required and needed to maintain the UTM’s and Rockwell hardness tester’s measurement accuracy. The manufacturer recommends periodic maintenance of the equipment to prevent damage and maintain operability. This is best accomplished by the manufacturer (Instron Company) that is familiar with and equipped to do this type of work.

1.3 Objectives:

a. Maintain TRF’s Instron 5985 UTM, Instron 3367 UTM, and Wilson Rockwell Hardness Tester.

b. Provide regularly scheduled preventative maintenance (PM).

c. Provide calibration for the Instron 5985 UTM, Instron 3367 UTM, and associated equipment.

d. Provide calibration of the Wilson Rockwell Hardness Tester verified to various hardness scales.

1.4 Scope.

The contractor shall accomplish the calibration and preventative maintenance on the Instron 5985 UTM and accessories, e.g. 5 kN load cell, 250 kN load cell, Auto X750 extensometer, and axial strain gage bolt extensometer; and the Instron 3367 UTM and accessories, e.g. 50 N load cell, 500 N load cell, 10 kN load cell, and 30 kN load cell, as well as service coverage on the Instron Rockwell Hardness Tester.
