This document contains questions and answers related to a solicitation for bridge crane procurement and installation at a naval facility. The solicitation seeks the removal of an existing 30-ton bridge crane and installation of a new 75-ton bridge crane. Bidders must coordinate work to minimize impacts to an existing 75-ton crane that shares the same rail. Drawings of the building and clearances are provided but contractors are responsible for ensuring all clearances meet standards. The floor loading is 250psf and lead paint disposal is included. Hot work permits may be issued for extended periods depending on work scope and site conditions. Welders must meet AWS D1.1 standards and submit qualifications. The existing power conductor bar is 700A INSUL-8 HEAVY BAR II. Contractors will be responsible for installation and removal of all cranes. No collision avoidance system is required for the new or existing cranes.

Solicitation N4523A21Q5722 Q&A #2

1. The existing 75-Ton bridge crane on the south will be not operational during the removal of the 30-ton crane and installation of the new 75-ton. Should we consider moving the 75-ton out of the area and temporarily separating the conductor bar so that the crane could stay in use? Temporary end stops could also be added to the rails for safety of course.

Answer: Yes. This will need to be carefully coordinated with the shop and should be shown on installation and removal schedule, so that we do not interfere with schedule building work. The old 75-ton crane that shares the rail with the new replacement crane will still need to be used to support work in bldg. 431.

5. Are building and runway drawings available that show the complete available crane envelope in the building?

Answer: Comprehensive drawings for all building modifications do not exist. Contractor is responsible for ensuring that CMAA clearances are met and field checked prior to acceptance.

6. Can we consider temporary removal of some overhead lateral bracing to gain some headroom space for mobile crane use?

Answer: With coordination, this may be achievable but is not guaranteed. Contractor is responsible for communicating what needs to be removed and provide that to PSNS & IMF for discussion. If removal is approved, contractor will be responsible for removal and reinstallation.
