About this file

This is a solicitation for the design, development and first article testing of Rotary Position Sensor Encoders. Key details include:

  • The Naval Supply Systems Command intends to award a sole source, firm-fixed price development contract with pre-priced options to Curtiss-Wright Electro Mechanical Division. The work will include engineering, design, development, testing and technical support services.

  • The contractor will develop Rotary Position Sensor Encoders to replace existing linear variable differential transducers on the Advanced Secondary Propulsion System for the USS Jimmy Carter. The encoders must meet detailed technical and performance requirements.

  • The anticipated contract award date is in late September 2019. The work will be conducted in three phases: preliminary design, critical design, and first article development and testing. Key deliverables and schedules are defined for each phase.

  • The justification for the sole source award cites 10 U.S.C 2304(c)(1) for only one responsible source. An earlier sources sought notice did not generate any additional sources.

Section C - Descriptions and Specifications

PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT

Ship/Activity: USS JIMMY CARTER SSN-23 Title: Design and First Article Testing of Rotary Encoders Place of Performance: Vendor Facility

1. PURPOSE:

1.1. To replace the existing Linear Variable Differential Transducer (LVDT) and mechanical linkage assembly with a Rotary Encoder with improved accuracy and position indication.

2. BACKGROUND:

2.1. In 2014, Curtiss-Wright Electrical Mechanical Division CW-EMD provided LVDT calibration technical assistance to PSNS in an attempt to improve the consistency and repeatability of the LVDT readouts of the Advance Secondary Propulsion System Rotary Deployment Mechanism (ASPS RDM).

This effort was successful, with a complete calibration of Rotary Deployment Mechanism (RDM) units #1 and #2 and greatly improved results of RDM unit #3. Upon completion of the on-site technical assistance, a tolerance stack-up analysis was done to determine the impact on the accuracy of the LVDT by clearances within the mechanical linkage and other RDM components. A report (PPDT-14-

012) was generated to quantify and summarize the findings of the analysis. It was found that the potential play in the mechanical linkage was a maximum angular error of 2.61 degrees at training angle +/- 205 degrees and 1.75 degrees at training angle of 0 degrees.

2.2. Based on PPDT-14-012, Puget Sound Naval Shipyard (PSNS), Bremerton, WA tasked CW-EMD with a Rotary Encoder Feasibility Study under Contract N00406-15-D-5021. This study, PPDT-16-015, Rev. 0 dated 30 September 2016, determined it was feasible to replace the LVDT with custom rotary encoders that will meet or exceed the necessary technical requirements identified in the Study.

3. SCOPE:

3.1. Puget Sound Naval Shipyard (PSNS) requires the design, development, and first article testing of a Rotary Encoder to replace the currently installed LVDTs on the ASPS RDM. The LVDTs and associated mechanical linkage are part of the ASPS on the USS JIMMY CARTER (SSN 23). PSNS requests the vendor to provide services for design, development, and testing of a first article unit for a Rotary Encoder retrofit kit for the existing LVDT and mechanical linkage.

5. DESIGN, TECHNICAL, AND PERFORMANCE REQUIREMENTS:

5.1. Design, Technical, and Performance requirements for Rotatory Encoders are detailed below:

5.1.1. Angular range = 69 revolutions

5.1.1.1. The angle of the worm gear ranges from +205 degrees to – 205 degrees. There is a gear reduction between the worm gear and the work shaft of approximately 60:1, yielding 68.33 revolutions that the worm shaft rotates through. The Rotary Position Sensor Encoder shall interface with the worm shaft;

therefore, it must be capable of the same Maximum Angular Speed.

5.1.2. Maximum Angular Speed = 50 RPM

5.1.3. Have a tolerance of less than ±0.5 degrees over the full range of motion of the RDM training shaft.

5.1.4. Water Exposed Component Material = QQ-N-281 or QQ-N-286.

5.1.5. Material for all other components shall not degrade in performance over the entire temperature range (see 5.1.15) and meet pressure requirements (see 5.1.16) through minimizing the number of mechanical interfaces that are sealed. Aluminum and stainless steel materials are to be used. Control dissimilar material corrosion by application of a coating between the surfaces.

5.1.6. Capability to recall correct position following a power on/off cycle.

5.1.7. Unit Life = Minimum of 11.75 Years in above seawater environment (Desired Unit Life of 17 to 18 Years)

5.1.8. Not to Exceed the Rough Volume Envelope of the Removed LVD T.

5.1.9. Mount to the existing hole-pattern to provide a watertight seal against the gear cover

5.1.10. Utilize the same power supply as the removed LVDT (+15VDC at ~ 100ma and -15VDC at ~5mA)

5.1.11. Mate to the existing 4 wire connector (Part No. M24231/2-002) and utilize shipboard cabling to communicate with the encoder communication card.

5.1.12. The Rotary Position Sensor Encoders communication card shall be a form and fit replacement with the current DCM-1000. A test box will interface to the Rotary Position Sensor Encoder both directly at the Rotary Position Sensor Encoder and remotely from a port on the card to perform functional test and calibration procedures.

5.1.13. Pass shock testing per the requirements of 2.2, Grade A, Type A, Class II.

5.1.14. Contained within a single housing, manufactured from a single piece of painted Monel material, utilizing seals to prevent seawater and grease intrusion. Only the electrical connector and the Rotary Position Sensor Encoder housing shall be permitted to be exposed to seawater.

5.1.15. Shall operate in seawater at temperatures between 28° F and 85° F which contains salt, sand, and other foreign materials.

5.1.16. The housing shall be capable of withstanding ambient pressures of up to 1000 psi.

5.1.17. Contain EMI filters to meet requirements of 4.3, Part 6, regarding electromagnetic emission and susceptibility requirements for Class A5 equipment and subsystems.

5.1.18. Maintenance free over the lifetime of the unit. Removal of the unit would only require replacement of the main seals to prevent seawater and grease intrusion.

5.1.19. Provide a calibration procedure to verify correct signal outputs and provide the procedure to the Government as a deliverable to observe during calibration of installed operational testing.

5.1.20. Qualification testing shall include as a minimum of the following to verify compliance with the design requirements of this specification:

5.1.20.1. Visual Examination for conformance with this specification and Paragraph 4.5.1 of MIL-DTL-917.

5.1.20.2. Insulation Resistance testing in accordance with Paragraph 4.5.3 of MIL-DTL-917.

5.1.20.3. Hydrostatic Test at 1.5-time max pressure for one hour for any implodable Volumes.

5.1.20.4. Electromagnetic Interference per MIL-STD-461, Electromagnetic Emissions.
