PERFORMANCE WORK STATEMENT (PWS) – SERVICE
CONTRACT
4/22/2019

Ship/Activity: SSGN-727 Title: Rental Chiller and accessory equipment to support production comfort cooling Place of Performance: Puget Sound Naval Shipyard, Dry-dock #2, Bremerton, WA.
Period of Performance: From June 1, 2019 through September 30, 2019
REFERENCE:
(a) Local Standard Item 099-01NW, General Occupational Safety
1. BACKGROUND: In support of maintenance being conducted on USS MICHIGAN (SSGN-
727) during the MND project availability, PSNS & IMF requires one (1 ea.) portable water chiller unit capable of 150-Ton capacity, air-cooled, with accessory equipment. The chiller will be installed in the weather in the dry-dock basin next to a submarine to provide chilled water (CW) to portions of the ship with widely varying chilled water flow rates and heat loads. The contract shall also include setup, startup assistance, operator training, and all maintenance. Throughout this specification, the completed system, including all components, is referred to as “the chiller”
2. SCOPE: The chiller and accessory equipment shall be delivered and set up by the contractor.
The vendor shall provide training to three government personnel who shall operate the equipment during the rental period and change the chilled water filters as needed. All other maintenance and repairs shall be the responsibility of the vendor. The government will connect electrical power to the chiller and pumps, connect temporary freshwater to the surge tank and connect the supply and return hoses to the government distribution system.
2.1 Chiller supply parameters:
2.1.1 The chiller shall be rated for at least a 150-ton nominal and 150-ton design refrigeration capacity and shall be capable of supplying at least 300 GPM with a pressure loss of 40 psi in the customer loop (i.e. from the chiller CW discharge to the chiller CW inlet). The chiller shall be capable of being operated from no cooling load up to 150-tons continuously where compressors shall automatically come on and off line as required and the automatic recirculation valve shall open to maintain the required minimum flow through the chiller during low flow conditions and close during high chill water demand conditions. The water to be chilled is freshwater.
2.1.2 The chiller controls shall be capable of being adjusted to supply chilled water at a temperature of 42ºF with a temperature difference (Delta T) of 10ºF. The controls shall be capable of being adjusted to maintain the temperature within a 1ºF modulating band between 40 and 50ºF.
2.1.3 Only equipment generating 90 dBA or less when tested IAW ANSI S12.16 is acceptable. The contractor shall identify any product being offered that is certified as a low-noise-emission product per 42 USC 4907.”
2.2 Equipment Requirements:
2.2.1 The chiller shall be air-cooled and electrical-powered, suitable for a 460-volt, 3-phase power supply. The chiller package shall be self-contained so that it is capable of chilling water and circulating the chilled water in the customer’s loop without any additional utilities or equipment once the electrical power supply, freshwater supply, and chilled water supply and return lines are connected.
2.2.2 The required accessory equipment includes, the following so that the package with accessory equipment connected functions as a self-contained chiller once the government-provided utilities are connected and the package is connected to the government distribution system as shown on the attached diagram.
a. Two pumps, 300 GPM minimum at a TDH of at least 115 feet.
b. (10ea) 4” LPA flanged Tee assemblies, (4ea) 4” 90 degree elbows, (1300 ft)
4” hose assemblies, (5ea) 4” LPA flanged isolation valves with 4” LPA flange x 2-1/2 male camlock, (5ea) 4” LPA flanged isolation valves with 4” LPA flange x 2-1/2 female camlock fitting, and (3ea) 4” isolation valves as necessary to connect the accessory equipment to the chiller as shown on the attached diagram.
c. One 500-gallon minimum surge tank with a float-operated valve for freshwater make-up supply and an atmospheric vent.
d. One automatic bypass recirculation valve.
e. Cam Lok to Terminal Lug Pigtail Adapters (25 feet) for electrical connections.
2.2.3 The chiller shall include a strainer or filter which handles the entire chill water flow. There shall not be any bypass around the strainer. The strainer shall be designed for the rated flowrate.
2.2.4 The chiller shall have electric condenser fans which cycle on and off as needed, to accommodate the varying load and varying outdoor temperature.
2.2.5 The chiller unit shall be self-regulating with fully automatic controls, alarms, and indicators so that the chiller package requires monitoring no more than once every three days by the chiller operator.
2.2.6 Required instrumentation: chilled water flowmeter, chilled water inlet and outlet temperature gages, chilled water inlet and outlet pressure gages, and other instruments as necessary to monitor the operation of the unit.
2.2.7 The connected load will consist of cooling coils and industrial equipment, all of which will be cycled on and off. The total load will vary from nearly no load to 150 tons. Each chiller shall include controls and flow components to permit the chiller to automatically accommodate these widely varying loads and flow rates.
It is permitted for the refrigeration equipment in the chiller to automatically cycle on and off to accommodate the varying load.
2.2.8 The inlet and outlet chill water connections shall be 4” LPA with exception of the 4” tee fitting isolation valve discharge shall be 2-1/2” M/F camlock fitting as specified in paragraph 2.2.2.b.
2.2.9 The chiller package shall be suitable for operation in an outdoor marine environment.
2.2.10 The chiller package shall be capable of being operated, continuously, 24 hours per day, without requiring shut down for maintenance, except the chiller may require shutdown to change or clean the chilled water strainers/filters.
2.2.11 The chiller package and accessory equipment shall be constructed to permit lifting by a crane and forklift or mounted on a wheeled trailer and shall comply with the applicable ASME Boiler and Pressure Vessel code.
2.2.12 A backpressure regulator shall be installed as shown in Figure 1 to provide the minimum required chiller flow rate if the flow in the government distribution system is zero. The set point shall be the matching point on the pump curve. The backpressure regulator shall be similar to a Jordan Valve Model 50 or equal.
2.2.13 Hose assemblies shall be 4” with LPA flanges and 25-ft long to be equivalent to Goodall N325 except that hoses installed on the pump suction side shall be non-collapsible rated for full vacuum. Shorter lengths are acceptable to facilitate connecting contractor –provided accessory equipment together shown on the attached diagram.
2.3. Construction:
2.3.1 The control panel shall be listed by Underwriter’s Laboratory or other Nationally Recognized Testing Laboratory for use in the weather. A label or other NRTL marking shall be present on the control panel.
2.3.2 The chiller and associated components shall be constructed to be portable and capable of being transported by both forklift and crane.
2.4 Additional Contractor Services/Requirements:
2.4.1 The chillers shall be delivered by 1 June 2019, and then set up and ready for use within 48 hours.
2.4.1.1 Contractor shall use all General Occupational Safety requirements in accordance with Reference (a).
2.4.2 Deliver and setup the chiller and accessory equipment. Connect the accessory equipment that is not integral to the chiller package, such as the recirculation pump, hoses and surge tank to the chiller unit so that it functions as a self-contained unit once the necessary electrical and water supply has been connected to the chiller unit and pump by the government.
2.4.3 The contractor shall provide start up training for the chiller and associated components on-site at Puget Sound Naval Shipyard, Dry-dock #2, Bremerton, WA. The training shall be conducted the day of, or the next day after the chiller and associated components are delivered, setup and operational. Training shall require no more than one instructor and shall last no longer than one workday.
All other maintenance and repairs shall be the responsibility of the vendor.
2.4.4 The contractor shall make the chiller and accessory equipment available on a 24 hour notice for inspection by a PSNS&IMF boiler and pressure vessel inspector prior to delivery of the equipment.
2.4.5 Connect chillers and the accessory equipment together using 4” hose and Tee assemblies so that the chillers with accessory equipment connected functions as a self-contained system once the government-provided utilities and distribution system are connected to the contractor-provided system package as shown on the attached diagram.
2.4.6 Provide operating instruction manuals for the chiller package.
2.4.7 Provide a written hose hydrostatic test report that provides objective qualitative evidence that the hoses have been hydrostatically tested to at least 150 PSIG within the last year. The contractor shall certify that hose assemblies are free of leaks, excessive twisting or kinking; that end fittings are not damaged or faulty, and that the end fittings and ferrules are still properly positioned on the hose ends.
Also that the hose does not have hairline cracks, breaks, abrasions, soft spots, bulges, or other defects in the outer cover. Written certification of satisfactory hydrostatically tested (100% of hoses) shall be provided with shipped hoses.
2.4.8 Provide 24 hour a day, seven day a week on-call repair. The contractor will be responsible for initiating repairs within 24 hours of verbal or written notification that the equipment has malfunctioned.
2.4.8.1 In the event that the Chiller unit fails to operate at any time, the Contractor shall supply a manufacturers repair/service technician to repair or determine needed replacement of Chiller unit within 24 hours of verbal or written notification that the equipment has malfunctioned.
3. DELIVERABLE ITEMS:
Contractor shall:
3.1 Provide operating instruction manuals for the chiller package
3.2 Provide a written hose hydrostatic test report that provides objective qualitative evidence that the hoses have been hydrostatically tested to at least 150 PSIG within the last year.
The contractor shall certify that hose assemblies are free of leaks, excessive twisting or kinking; that end fittings are not damaged or faulty, and that the end fittings and ferrules are still properly positioned on the hose ends. Also that the hose does not have hairline cracks, breaks, abrasions, soft spots, bulges, or other defects in the outer cover. Written certification of satisfactory hydrostatically tested (100% of hoses) shall be provided with shipped hoses
3.3 Fault tolerance: If the chiller requires repair, the vendor shall make the chiller fully operational within 48 hours of initial notification or provide a replacement chiller within 96 hours of initial notification. If the chiller suffers repeated failures or is not repaired or replaced within the stated time limit, the government may exercise its rights to terminate for cause per FAR clause 52.212-4.
3.4 Provide an Emergency Point of Contact to include name and phone number of repair/service technician in accordance with 2.4.8.1.
3.5 After award, prior to delivery, Provide signed OEM documentation, on Company Letterhead, in accordance with 4.3.
4. CONTRACTOR FURNISHED MATERIAL/SERVICES:
4.1. Equipment Furnished. The contractor shall deliver and retrieve the chiller and associated components in accordance with paragraph 2.
4.2 Preventative Maintenance. Determine the need for and conduct preventative maintenance on the equipment, other than changing the chill water filters, (if used). If the equipment will need to be taken out of service to conduct this service, the contractor shall notify the customer and obtain permission prior to securing the compressor.
4.3 Preparation for delivery.
4.3.1 Prior to delivery, the contractor shall ensure the chiller and components are clean, fully charged with Freon, new filters (if used), has no deferred maintenance, and is fully operational with all operating parameters within the limits prescribed in the manual. If the chiller and associated components cannot be made fully operational within 48 hours of delivery, the contractor shall replace the compressor with a fully operational chiller unit and/or associated components, or may, at the government’s option, be declared to be in default of the contract.
4.3.2 The chiller unit and associated components must be preserved and packaged per the manufacturer's commercial practice. Packing shall be in a manner that will insure acceptance by a common carrier and safe delivery at the destination. The shipping container and method of packing must comply with the Uniform Freight Classification Rules or other carrier regulation as applicable to the mode of transportation.
5. GOVERNMENT FURNISHED MATERIAL/SERVICES:
5.1 The government will connect electrical power to the chiller and pumps, connect temporary freshwater to the surge tank and connect the supply and return hoses to the government distribution system as required.
6. QUALITY ASSURANCE REQUIREMENTS:
PSNS&IMF –or- Contractor is responsible for quality assurance.
The contractor is solely responsible for the quality of supplies delivered.
7. SECURITY REQUIREMENTS: Vendor representative(s) shall provide proof of citizenship for access to a Department of Defense facility. I-9 form is required.
8. TRAVEL REQUIREMENTS: The contractor shall arrange delivery of the chiller unit (1 ea.)
and associated components to and from Puget Sound Naval Shipyard, Dry-dock #2, Bremerton, WA..

10. OTHER CONSIDERATIONS:
10.1. Estimated Work Hours. All deliveries will be scheduled for accomplishment between the hours of 8:00AM and 4:00PM, Monday through Friday.
10.2. Technical Clarifications. All technical clarifications will be coordinated through the Government Surveillance Officer.
10.3. Environmental and Safety Concerns. The contractor shall have a well-established standardized safety program.
10.4. Delivery Coordination. The contractor shall inform the Government Surveillance Officer of the specific time and date of high pressure air compressor systems delivery, a minimum of 24 hours in advance.
10.5. Lay-down and Utilities Requirements. The government will provide a lay-down area for the rental equipment. The contractor shall contact the Government Surveillance Officer upon delivery for specific location.
10.6. Delivery and Pick-up. Delivery and pick-up of the chiller unit and associated components shall be Puget Sound Naval Shipyard, Dry-dock #2, Bremerton, WA.
Contractor shall call and coordinate delivery time with Government Surveillance Officer, one hour prior to delivery.
NOTE: The Contractor shall cooperate with each environmental, health, safety, and accident/mishap investigation.
QUALITY ASSURANCE SURVEILLANCE PLAN
Purpose: To ensure that the Government has an effective and systematic method of surveillance for the services in the PWS. The QASP will be used primarily as a tool to verify that the contractor is performing all services and delivery/installation of replacement parts required by the PWS in a timely, accurate and complete fashion.
