1. BACKGROUND:

The Fleet Industrial Supply Center Puget Sound and the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS/IMF) The COMPACFLT B/M Program requires testing, cleaning, inspection and emergency repair of the Suppression Systems on board COMPACFLT PNW B/M berthing barges; services include 24/7 emergency calls and repairs.

2. SCOPE: The following work shall be accomplished by the contractor.

· Perform semi-annual/annual inspection of Suppression Systems, annual Gaylord kitchen range hood cleaning and annual Hazmat flammable storage lockers certification/maintenance.

Suppression System Inspection includes running a test for normal operation and recording discrepancies noted during the testing. COMPACFLT PNW Program Mgr or his rep will approve/schedule any repair works noted during the testing.

· Perform Fire Extinguisher/CO2 bottles repair/certification on all COMPACFLT B/M barges;

· Services also include 24/7 emergency calls and repairs supporting the suppression systems, range hood and Gaylord range hood.

CLINs 0001/1001/2001/3001/4001, SERVICE – SUPPRESSION SYSTEM, KITCHEN RANGE HOOD, GAYLORD KITCHEN RANGE HOOD CLEANING AND HAZMAT LOCKERS CERTIFICATION/MAINTENANCE- CLIN 0001 and the associated four option periods are comprised of the following inspections based on the annual requirements for each of the barges listed below.

(*) Note: Kitchen range hood cleaning will include all metal surface in the hood plenum, grease filters, duct transition form hood plenum down to the bottom of the duct where the exhaust fan is situated, the exhaust fan and fan blades, the duct plenum, the back flashing walls of the cooking appliance, finishing touch of metal polish application to make SS metal hood plenum inside and outside shiny.

· Post a cleaning certificate on one side of the hood plenum in compliance with NFPA 96 of the fire code with month, date punch, company's name with address and contact phone number; a written service report on the spot will be issued for the service performed indicating the condition of the range hood, duct, exhaust fan, etc.

· Post paint locker certifications.

CLIN 0002 and the associated four option periods are comprised of the following inspections based on the annual requirements for each of the barges listed below. Numbers of fire extinguishers provided below:

CLINs 0003/1003/2003/3003/4003 EMERGENCY/SHORT NOTICE REPAIR CALL Emergency/service onsite repair calls to restore suppressions systems to normal operations, IAW the attached PWS. Should repairs or unscheduled onsite service be required, contractor will work with customer to establish clear timeline for repairs with regards to parts availability, shipping and transport times, and technician availability at a best effort basis if not immediately available. Any repair parts required will be procured by the government and provided to the contractor. A service call consists of up to eight (8) hours of technician labor and all associated support costs. Service calls that exceed four hours shall count as multiple service calls for the purposes of invoicing, as approved by the government. Service calls shall not exceed the total quantity obligated on this contract prior to KO approval and modification of the contract. Additional service calls, if deemed necessary, shall be agreed to by both parties to be priced at the same unit price as existing service call prices for that base or option period.

CLINs 0004/1004/2004/3004/4004 SERVICE- CONTRACT MAN-HOUR REPORTING APPLICATION (CMRA)

The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;

(5) S, Utilities ONLY;

(6) V, Freight and Shipping ONLY.

The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.

ADDITIONAL REQUIREMENTS

INSPECTION SCHEDULE: COMPACFLT B/M Barge Mgr or his rep will schedule testing/inspection. Contractor is required to contact COMPACFLT B/M Program four (4) weeks prior to scheduled inspection for additional instructions.

INSPECTION REPORT: Contractor to provide copy of Inspection/Maintenance Report in support of CLINs 0001 to 0004. Report shall be sent via e-mail to COMPACFLT B/M Program to Gov't Surveillance Officer (daniel.l.maryfield@navy.mil).

EMERGENCY REPAIR AND PARTS REPLACEMENT: Contractor shall provide an estimated list of materials, part numbers, quantities, and prices for repair parts found during inspection or emergency services via hard copy or email to Gov't Surveillance Officer (daniel.l.maryfield@navy.mil). No emergency repair parts shall be purchased without a modification to the task order adding additional funds. The government may also provide repair parts directly to the contractor based on the estimated items listed if it is in the best interest to the government based on availability and time constraints.

CALL-OUT PROCEDURES: Contractor must be able to provide reliable after hours, weekends and holidays telephone/cell numbers in case of emergencies.

NOTE: Contractors shall reference the Attachment 2, Contractor Badging and Access Instructions, to enter base community areas as applicable.

3. QUALITY ASSURANCE REQUIREMENTS: COMPACFLT PNW B/M Program Manager or his designated representative is responsible for the quality oversight of services provided.

4. SECURITY: COMPACFLT B/M will determine if a DD254 is required prior to first inspection in accordance with (IAW) Attachment 2, Contractor Badging and Access Instructions, and coordinate with contractor for completion of necessary paperwork. There are no other known requirements for access to restricted areas or information connected with the performance of this task.

5. TRAVEL REQUIREMENTS: Where is the service required:

Service is required inside PSNS/IMF Bremerton, WA onboard COMPACFLT PNW B/M berthing barges.

7. OTHER CONSIDERATIONS:

7.1 Estimated Work Hours

Inspections and testing are scheduled for accomplishment between the hours of 8:00AM and 4:00PM, Monday through Friday; emergency repairs will be done on a call basis 24/7 if deemed necessary.

7.2 All technical clarifications will be coordinated through the Government Surveillance Officer.
