N4523A-17-R-0016-01 (Amended)

Question:

“Your REQ listed above states you have designated 100% for small business.

I need you to clarify [if prospective offeror] can bid on this work.

[Prospective offeror’s] SIC code is 1799 and [prospective offeror] is not a union company.”

Answer:

This is a total small business set-aside. The other primary discriminators are that the offeror act as prime contractor under NAICS code 336611, that it meets the size standard for that NAICS code, and that it provides at least 51% effort to the completion of the requirement. See 52.212-01 and 52.212-02 in the solicitation concerning possible teaming arrangements.

Updated Answer as of 21 December 2016:

This requirement is no longer a small business set-aside, now allowing full and open competition, including prime proposals from large businesses. The NAICS code is still 336611.
