About this file
This solicitation notice seeks quotes for the collection, transportation, and disposal of fire extinguishers from Building 281 at Norfolk Naval Shipyard. The Navy intends to award a firm fixed price contract to remove approximately 449 fire extinguishers currently on site, with potential for additional units by September 30th. Quotes are due by small businesses and will be evaluated based on technical acceptability and lowest price. The contractor will provide a removal plan and dispose of the units at their discretion off-base. Pricing will be evaluated for fairness and reasonableness with the award going to the acceptable quote with the lowest aggregate price. The completion date for all work is September 30th.

Q1: Are the fire extinguishers on a pallet?
A1: Yes
Q2: How many pallets are there to be picked up? Would you be able to provide the total number of pallets the fire extinguishers are on?
A2: Seven (7)
Q3: Any pics available?
A3: No
Q4: Is this a one-time pickup and discard or will it require multiple pickups?
A4: One-time, or however many trips it takes to pick up the 7 pallets
Q5: What size fire extinguishers are these?
A5: Approx. 24 in tall x 10 in round
Q6: What is the size of the pallets they are on? Are they standard size pallets 48" X 40"?
A6: Standard 48”x40”
Q7: Once notified for removal, how much time/days will the awardee have to remove total units of fire extinguishers?
A7: 3-5 business days
Q8: The question I have, will this project be a one-time pickup and discard, or will it require multiple pickups up till September? We just want to verify if 449 fire extinguishers will be able to be shipped in one load.
A8: The project is a one time for this service. The fire extinguishers are not ‘shipped’ they are picked-up from Bldg. 281. If a vendor can get all 7 pallets in one load, great, if not, it will take a couple of loads.
Q9: Will the fire extinguishers be empty?
A9: No, they are not empty.
Q10: I would need to know the exact type and size of the fire extinguishers and the SDS safety data sheet for that item as well.
A10: Typical ABC Extinguishers general extinguishers and the size approx. 10-12 round 18-20 inches tall. (Please review the SDS Safety Sheet attachment.)
Q11: Are there fluids inside the fire extinguishers?
A11: It’s not a fluid, it is powders
Q12: Are the fire extinguishers outdated, or expired?
A12: Both. Most of the time we get them is that they are expired, not fully charged, or out of specifications.
Q13: I’m unsure of the period of performance. I see the contract runs through 30 September however it appears the contract is to remove the existing 449 fire extinguishers (plus or minus a few). I am confused if I’m submitting a bid on removing just what you have now, or if I’m submitting a bid to remove any and all fire extinguishers you may accumulate between now and 30 September.
A13: Just the 449 [fire extinguishers].
Q14: Do you have the approximate dimensions and weight for each pallet?
A14: No I do not. Whatever a standard pallet is.
Q15: Do the extinguishers have the rubber hoses attached?
A15: Some do and some don’t. No, I don’t know how many of each.
