3. REQUIREMENTS:

3.1. Provide a bill of materials required for the replacement of the No. 1 and No. 2 SSTG Inboard and Outboard Thrust Bearing Stators including the contingent replacement of the No. 1 and No. 2 SSTG Catcher Bearings as referenced in the E-spec.

3.1.1. Provide acquisition and inspection services for the material identified in paragraph 3.1. to be used in the replacement of the Inboard and Outboard Thrust Bearing Stators.

3.1.1.1. Contractor shall store all material required until the commencement of work.

3.1.2. Material must meet the requirements of references identified in paragraph 2, any discrepancies must be reported to Norfolk Naval Shipyard with vendor recommendations, associated technical details, and the necessary supporting Objective Quality Evidence.

3.2. Accomplish the requirements of 009-90 and 009-121 of 2.1, for the disassembly, inspection, and repair of the equipment listed in 1.3.1. and 1.3.2., for the location listed in 1.2.1. Utilize material identified in paragraph 3.1 and 6.1.1. up to and including 6.1.3.

3.2.1. Contractor must provide an electronic copy of an execution schedule for all contractor assigned work to the Project Team via the SUPERVISOR no later than 30 days prior to commencement of work. Contractor will provide test documents for Static Tuning, Dynamic Tuning and Micro Balancing no later than 30 days prior to the commencement of respective testing.

3.2.2. Contractor must provide to the Project Team via the SUPERVISOR documentation that 100% of material identified in 3.1. for contractor assigned work has been received, and inspected by the contractor, and is in ready for installation (RFI) condition, no later than 30 days prior to the commencement of work.

3.2.3. Contractor must provide inspection services for material identified in paragraphs 6.1.1.

up to and including paragraph 6.1.3. Inspections must be performed no later than 120 days prior to the start of work.

3.2.4. Contractor must provide to the Project Team via the SUPERVISOR a list of HAZMAT required for contractor assigned work no later than 120 days prior to the start of work. HAZMAT will be provided by the project team.

3.2.5. Submit one legible copy, in electronic media, of a report listing the results of 3.2.1 through 3.2.4 to the Project Team.

3.2.6. Contractor must source or fund any additional replacement material and labor as required to correct damaged caused to the equipment identified in paragraphs 1.1. resulting from improper workmanship.

(I) (G) “INSPECTION”

3.2.7. Provide the services of a qualified Original Equipment Manufacturers (OEM) representative to disassemble, clean free of corrosion, and inspect, the Turbine High Pressure (THP) bearing assembly, THP Radial Rotor, Thrust Rotor, and inboard Thrust Stator Assembly of the equipment listed in 1.3.1. and 1.3.2., for signs of overheating or defects, in accordance with the requirements of 2.2,

2.3 and OEM's proprietary drawings and specifications. Record the inspection results. See Note 4.1.

3.2.7.1. Submit one legible copy, in electronic media, of a report listing the results of 3.2.7., to the Project team via the SUPERVISOR within 48 hours of inspection completion.

3.3. Remove existing components listed in paragraphs 3.1. and 6.1.1. up to and including 6.1.3. to facilitate inboard and outboard stator replacement. Install new components listed in 3.1. and 5.1.1. up to and including 6.1.3. facilitating inboard and outboard stator replacement, except replacement of catcher bearings at the THP, TLP, GCE, and GEE locations is not required provided the bearings meet all OEM’s drawing requirements and specifications. Work in accordance with the requirements of 2.2, 2.3 and OEM's proprietary drawings and specifications.

3.3.1. Provide OEM deck plate engineering oversight and technical guidance during accomplishment of shipyard work directly related to interference removal. OEM engineering oversight must be conducted for a single 30-day period for interference removal for both units simultaneously.

3.3.2. Based on statistical failure of components upon removal and interest of schedule/planning, replace THP Radial Rotor, P/N M8010700, with new rotor and machine to final size.

3.3.3. Accomplish in-place machining grinding and superfinishing operations to final finish, the New THP Radial Bearing Rotor. Accomplish validation of superfinishing results by means of C-core reading and provide indication of any anomalies immediately to Norfolk Naval Shipyard Engineering (Codes 266/275). Provide copies of C-core OQE in report.

(I) (G) “INSPECTION”

3.5. Accomplish Static Tuning, grooming, and check out of the SSTG, in accordance with the requirements of 2.2, 2.3 and OEM's proprietary drawings and specifications. Record the results.

3.5.1. Submit one legible copy, in electronic media, of a report listing the results of 3.5 to the Project team via the SUPERVISOR within 48 hours of inspection completion. The report must be separate from dynamic tuning reports and must be provided with a unique serial number.

3.5.2. Provide the anticipated working schedule and action goals for each day of testing accomplished to Norfolk Naval Shipyard Engineering (Codes 266/275) at the beginning of the shift via hard copy and electronic media.

3.6. Accomplish SSTG Dynamic Tuning and check out of the SSTG, in accordance with the requirements of 2.2, 2.3 and OEM's proprietary drawings and specifications. Record the results. See Note 4.2.

3.6.1. Submit one legible copy, in electronic media, of a report listing the results of 3.5 to the

Project team via the SUPERVISOR within 48 hours of inspection completion.

3.6.2. Provide the anticipated working schedule for each day of testing accomplished to Norfolk

Naval Shipyard (Codes 266/275) at the beginning of the shift via hard copy and electronic media.

3.6.3. Provide a letter, which gives permission to Norfolk Naval Shipyard Radiological personnel to monitor the radiation exposure of CONTRACTOR personnel involved in the SSTG Dynamic Tuning evolution.

3.6.3.1. Provide a report listing the CONTRACTOR personnel who will be involved in the SSTG Dynamic Tuning evolution, and their current level of radiation exposure.

3.6.4. Submit one legible copy, in electronic media, of a report listing the results of 3.6.3 through 3.6.3.1 to the Project team via the SUPERVISOR, 2 weeks prior to SSTG Dynamic Tuning.

3.7. Accomplish SSTG micro-balancing in accordance with the requirements of 2.2, 2.3 and OEM's proprietary drawings and specifications. Record the results.

3.7.1. Submit one legible copy, in electronic media, of a report listing the results of 3.7 to the

Project team via the SUPERVISOR within 48 hours of inspection completion.

3.7.2. Provide the anticipated working schedule for each day testing accomplished to Norfolk

Naval Shipyard Engineering (Codes 266/275) at the beginning of the shift via hard copy and electronic media.

3.8. Provide certification that all work has been completed.

3.8.1. Submit one legible copy, in electronic media, of a report listing the results of 3.8 to the Project team via the SUPERVISOR.

3.9 Authorized Ship Alterations that interface with the work defined within this Work Item are as follows:

3.9.1 The exact configuration of the USS John Warner (SSN 785) SSTG Set cannot be determined from configuration records. Ship Alteration 774 4933D and SSN 774 4934D may have been partially or completely accomplished, NNSY requests that both Portside and Starboard side units be brought into accordance with the intent of these Ship Alterations.

3.9.2 Portions of Ship Alteration S/A 4933D and Ship Alteration S/A 4950D may interface or conflict with one another, NNSY requests that OEM clearly delineate where portions of these alterations interface and which alteration will be executed during work. Configuration Records indicate that Ship Alteration S/A 4590D has already been completed on USS John Warner (SSN 785).

3.10 Accomplish the intent of Reference 2.7 on both the Portside and Starboard Side Ship Service

Turbine generators, identified in paragraphs 1.3.1 and 1.3.2, and as augmented by Ship Alteration SSN 774 4950D which has been completed.

3.10.1 Accomplish the removal of the material listed below if not already removed. Quantity identified is per ship:

3.10.1.1 Quantity: (2 EA), Snubber Filter Assembly P/N 6D62100- 006

3.10.1.2 Quantity: (4 EA), Fastener P/N 173-16551/420E

3.10.1.3 Quantity: (2 EA), Flow Diverter Assembly P/N 7516E09-5

3.10.1.4 Quantity: (2 EA), Shaft Filter Cover P/N 5D86652-6

3.10.1.5 Quantity: (4 EA), Flat Washer P/N NAS1149C0463R

3.10.1.6 Quantity: (12 EA), Set Screw P/N 7516E09-7

3.10.1.7 Quantity: (8 EA), Captive Fastener P/N 7516E09-8

3.10.1.8 Quantity: (2 EA), Silicone Strip P/N 7516E09-6

3.10.2 Removal/Modification of lagging as required to support this work must be coordinated with Norfolk Naval Shipyard for disposal and grooming as necessary.

3.11 Accomplish the intent of Reference 2.6 on both the Portside and Starboard Side Ship Service Turbine generators, identified in paragraphs 1.3.1 and 1.3.2 and the following delineation:

3.11.1 Remove existing Thrust Bearing Housing Assembly from the equipment listed in 1.3.1 and

1.3.2 and airfreight to OEM facility listed in 4.2 upon completion of modification return to NNSY via airfreight.

3.11.2 Accomplish THP Thrust Bearing Housing airflow modifications in accordance with the requirements of 2.4 and OEM proprietary drawings and specifications.

3.11.3 Submit one legible copy, in hard copy or approved transferrable media, of a report listing the results and completion of 3.11 through 3.11.2 to the Project Team via the SUPERVISOR prior to the completion of catcher bearing reassembly/installation identified in paragraph 3.3 of this Work Item.

3.11.3.1 Ship Configuration Records indicate that Ship Alteration SSN 774 4950D has already been completed on USS John Warner (SSN 785), this Work Item is requesting that all replacement components meet the intent of Ship Alteration SSN 774 4950D.

3.11.4 Verify that all replacement components meet the intent of Ship Alteration SSN 774 4950D

(Reference 2.5) on both the Portside and Starboard Side Ship Service Turbine generators, identified in paragraph 1.3.1 and 1.3.2.

3.11.5 Submit one legible copy, in hard copy or approved transferrable media, of a report verifying the intent of Ship Alteration SSN 774 4950D (Reference 2.5) has been maintained, to the Project Team via the SUPERVISOR prior to the completion of catcher bearing reassembly/installation identified in paragraph 3.3 of this Work Item.

3.12 The Period of Performance (POP) for this contract begins upon authority to proceed through CP00.

3.13 The contractor must provide written certification that all material has been acquired, satisfactorily inspected, and is Ready for Installation (RFI) no later than RM42, Advanced Industrial Management key milestone

RM42: ALL WORK COMPLETE TO SUPPORT RIPOUT OF MAJOR COMPONENTS.

3.14 Service must be performed in three (3) phases with different work start dates spanning RM24 through

CP00:

3.15 Phase One: Number One and Number 2 SSTG inboard and outboard thrust bearing stator and associated component disassembly, repair and reassembly.

3.16 Approximate duration for Phase One is 180 days.

3.16.1 Contractor must begin removal of equipment no earlier than

RM42.

3.16.1.1 OEM deck plate representative specified in paragraph 3.3.1 must be made available no later than 30 days prior to commencement of removal (paragraph 3.16.1), allowing NNSY sufficient time to perform associated removal work. One OEM representative must be present for both units during this single period.

3.16.2 Contractor must have all repairs complete, all equipment and interferences reinstalled

(satisfactorily) no later than 30 days prior to UD42: ALL WORK COMPLETE TO SUPPORT

UNDOCKING.

3.17 Accomplish testing as follows:

3.17.1 Phase 2: Satisfactory static testing of Number One and Number 2 SSTG inboard and outboard thrust bearing stator and associated components.

3.17.1.1 Approximate duration for Phase 2 is 14 days.

3.17.1.2 Contractor must have all Static Testing completed (satisfactorily) and supporting documentation provided to NNSY no later than 30 days prior to SS42: ALL WORK COMPLETE

TO SUPPORT ENGINE ROOM TESTING (START STEAMING).

3.17.2 Phase 3: Satisfactory dynamic testing of Number One and Number 2 SSTG inboard and outboard thrust bearing stator and associated components.

3.17.2.1 Approximate duration for Phase 3 is 21 days.

3.17.2.2 Contractor must have all operational testing completed (satisfactorily) and supporting documentation provided to NNSY no later than CP00.

3.18 Provide continuous 7 day 24 hour contractor support during testing evolutions as required to support project team production schedule.

3.19 Final schedule must be determined at the time of award.

3.20 Accomplish Completion Certification as follows:

3.20.1 The contractor must have all operational testing completed (satisfactorily) and supporting documentation provided to NNSY no later than CP00: COMPLETE POWER RANGE TESTING.

3.21 NNSY will provide the following services to support the completion of this Work Item:

3.21.1 Provide final evaluation and disposition (approval or disapproval) of identified non-conformances as the Lead Maintenance Authority.

3.21.2 Provide the following services in support of the Ships Service Turbine Generator (SSTG) Set (Number One and Number 2 Turbine Generators) repairs:

3.21.2.1 Provide all rigging and crane services.

3.21.2.2 Provide all HAZMAT and HAZMAT disposal services.

3.21.2.3 Provide temporary services to support shipboard work.

3.21.2.4 Provide service to remove, and reinstall interferences in way of SSTG Inboard and Outboard Thrust Bearing Stator replacement, and catcher bearing removal/reinstallation, including interferences for work needed to support Ship Alterations as identified.

3.21.2.5 Inspect all Contractor disturbed areas after completion of assigned work and identify any discrepancies to the Contractor for resolution.

3.21.2.6 Develop shipboard test procedures for work that interfaces with Contractor work.

3.21.2.7 Provide shipboard tagout services and work permit services for the Contractor.

3.21.2.8 Provide timely response and coordination between project personnel/coordinators and contractor management to facilitate movement of equipment, personnel, and sub-contractors.

3.21.2.9 Provide engineering services as the Lead Technical Authority for this availability which includes, but is not limited to; review of Departures From Specification (DFS), Liaison Action Request (LAR) with VIRGINIA Class Planning Yard (VAPY), communications with NAVSEA Technical Authority (NAVSEA 05), communication with Naval Reactors Representative Office (NRRO, NAVSEA 08), and communications with Reactor Plant Planning Yard (RPPY).
