9. GENERAL UNCLASSIFIED DESCRIPTION OF THIS PROCUREMENT
NNSY requires the maintenance, repair, and overhaul of Ship Service Turbine Generator No. 1 and No. 2 aboard the USS John Warner (SSN-785). The services to be provided are all in accordance with the Original Equipment Manufacturer’s (OEM) proprietary drawings and specifications (specs). The drawing and specs address maintenance to various SSTG components, to include disassembly, inspection and repair; tuning and balancing, as well as removal of existing components and installation of new OEM components. With respect to the installation of new OEM components, the maintenance services will include replacement of the No.1 and No.2 SSTG Inboard and Outboard Thrust Bearing Stators as well as the contingent replacement of the No.1 and No.2 SSTG Catcher Bearings. Long Lead Time materials and specialized tooling are required to execute the maintenance and repairs in addition to new OEM components for installation.

ALL PERSONNEL WORKING ON THIS CONTRACT MUST BE A U.S. CITIZEN AND POSSESS A FINAL DOD CLEARANCE OF AT LEAST SECRET OR EQUIVALENT LEVEL OF ACCESS. THE CONTRACTOR SHALL PROVIDE AND MAINTAIN A SYSTEM OF ADEQUATE SECURITY CONTROLS AS SET FORTH IN THE NATIONAL INDUSTRIAL SECURITY PROGRAM OPERATING MANUAL (NISPOM) DOD 5220.22-M. THE CONTRACTOR, AND ANY SUB-CONTRACTORS, SHALL ALSO COMPLY WITH THE DOD OPERATIONS SECURITY (OPSEC) PROGRAM MANUAL, DOD 5205.02-E, AND THE
CONTRACTOR OPSEC PLAN.
All involved in the contracting and acquisition process should be knowledgeable of OPSEC-related contract requirements at NNSY. When a contract involves classified, critical, or sensitive information, an OPSEC Plan will be required IAW SECNAVINST 3070.2 and
NAVSEA INST 3432.1A.

10(k) 5. The contractor must maintain a current Certification of eligibility from the Defense Logistics Agency, Joint Certification Office for access to export-controlled Controlled Unclassified Information (CUI), Militarily Critical Technical Data Agreement, applies.
SECURITY REQUIREMENTS CLAUSE (FAR 52.204-2)
(1) The contractor shall comply with the security agreement (DD Form 441) including the National Industrial Security Program Operating Manual (NISPOM) (DoD5220.22-M) and any revision to that manual. (2) If, subsequent to the date of this contract, the security classification or security requirements under this contract are changed by the Government and if the changes cause an increase or decrease in security costs or otherwise affect any other term or condition of this contract, the contract shall be subject to an equitable adjustment as if the changes were directed under the Changes clause of this contract. (3) The contractor agrees to insert terms that conform substantially to the language of this clause in all subcontracts under this contract that involve access to classified information. The contractor shall comply with all applicable DOD security regulations and procedures during the performance of resulting task orders. The contractor will adhere to the OPNAVINST N9210.3 and will further follow the National Industrial Security Program.
a. Activity will provide security classification guidance for performance of this contract. The highest level of classification for the contract is Secret.
b. All personnel working on the contract must be U. S. Citizens. Persons having access to restricted data must have a final Department of Defense clearance of at least Secret or equivalent level of access.
c. No information whatsoever, whether classified or unclassified, may be disclosed to foreign national or immigrant alien employees, including those cleared under the reciprocal clearance provisions of the ISM without specific authorization of the Commander, Norfolk Naval Shipyard. The Contractor, before bringing any privately owned or company owned PEDs (Portable Electronic Devices) on Norfolk Naval Shipyard, will get approval from Code 1234 at the Norfolk Naval Shipyard for that Device(s) and will get concurrence from the
COSR.
d. The contract company will also comply with DOD 5205.02-M, dated 3 Nov 2008 (updated 26 Apr 2018). This means they will have an OPSEC program before the work start forwarded to Code 1122 COSR.
e. Ref Item 10-j: CONTROLLED UNCLASSIFIED INFORMATION (CUI) - For Controlled Unclassified Information (CUI) which includes Official Use Only (FOUO) Information generated and/or provided under this contract shall be safeguarded and marked as specified in DoD 5200.01-V04, dated 24 Feb 2012 (updated 9 May 2018).

| Enter general unclassified description of this procurement.: NNSY requires the maintenance, repair, and overhaul of Ship Service Turbine Generator No. 1 and No. 2 aboard the USS John Warner (SSN-785). The services to be provided are all in accordance with the Original Equipment Manufacturer’s (OEM) proprietary drawings and specifications (specs). The drawing and specs address maintenance to various SSTG components, to include disassembly, inspection and repair; tuning and balancing, as well as removal of existing components and installation of new OEM components. With respect to the installation of new OEM components, the maintenance services will include replacement of the No.1 and No.2 SSTG Inboard and Outboard Thrust Bearing Stators as well as the contingent replacement of the No.1 and No.2 SSTG Catcher Bearings. Long Lead Time materials and specialized tooling are required to execute the maintenance and repairs in addition to new OEM components for installation. |

| text: ALL PERSONNEL WORKING ON THIS CONTRACT MUST BE A U.S. CITIZEN AND POSSESS A FINAL DOD CLEARANCE OF AT LEAST SECRET OR EQUIVALENT LEVEL OF ACCESS. THE CONTRACTOR SHALL PROVIDE AND MAINTAIN A SYSTEM OF ADEQUATE SECURITY CONTROLS AS SET FORTH IN THE NATIONAL INDUSTRIAL SECURITY PROGRAM OPERATING MANUAL (NISPOM) DOD 5220.22-M. THE CONTRACTOR, AND ANY SUB-CONTRACTORS, SHALL ALSO COMPLY WITH THE DOD OPERATIONS SECURITY (OPSEC) PROGRAM MANUAL, DOD 5205.02-E, AND THE CONTRACTOR OPSEC PLAN. |
All involved in the contracting and acquisition process should be knowledgeable of OPSEC-related contract requirements at NNSY. When a contract involves classified, critical, or sensitive information, an OPSEC Plan will be required IAW SECNAVINST 3070.2 and NAVSEA INST 3432.1A.
SECURITY CLASSIFICATION GUIDANCE IS AS FOLLOWS:
The Following Security Classification Guide(s) or subsequent revisions apply to this contract. Subsequent revisions shall be provided by the Government Contracting Activity (GCA) as Government Furnished Information (GFI) and shall be executed by the Contractor.
10(k) 5. The contractor must maintain a current Certification of eligibility from the Defense Logistics Agency, Joint Certification Office for access to export-controlled Controlled Unclassified Information (CUI), Militarily Critical Technical Data Agreement, applies.
SECURITY REQUIREMENTS CLAUSE (FAR 52.204-2)
(1) The contractor shall comply with the security agreement (DD Form 441) including the National Industrial Security Program Operating Manual (NISPOM) (DoD5220.22-M) and any revision to that manual. (2) If, subsequent to the date of this contract, the security classification or security requirements under this contract are changed by the Government and if the changes cause an increase or decrease in security costs or otherwise affect any other term or condition of this contract, the contract shall be subject to an equitable adjustment as if the changes were directed under the Changes clause of this contract. (3) The contractor agrees to insert terms that conform substantially to the language of this clause in all subcontracts under this contract that involve access to classified information. The contractor shall comply with all applicable DOD security regulations and procedures during the performance of resulting task orders. The contractor will adhere to the OPNAVINST N9210.3 and will further follow the National Industrial Security Program.
a. Activity will provide security classification guidance for performance of this contract. The highest level of classification for the contract is Secret.
b. All personnel working on the contract must be U. S. Citizens. Persons having access to restricted data must have a final Department of Defense clearance of at least Secret or equivalent level of access.
c. No information whatsoever, whether classified or unclassified, may be disclosed to foreign national or immigrant alien employees, including those cleared under the reciprocal clearance provisions of the ISM without specific authorization of the Commander, Norfolk Naval Shipyard. The Contractor, before bringing any privately owned or company owned PEDs (Portable Electronic Devices) on Norfolk Naval Shipyard, will get approval from Code 1234 at the Norfolk Naval Shipyard for that Device(s) and will get concurrence from the COSR.
d. The contract company will also comply with DOD 5205.02-M, dated 3 Nov 2008 (updated 26 Apr 2018). This means they will have an OPSEC program before the work start forwarded to Code 1122 COSR.
e. Ref Item 10-j: CONTROLLED UNCLASSIFIED INFORMATION (CUI) - For Controlled Unclassified Information (CUI) which includes Official Use Only (FOUO) Information generated and/or provided under this contract shall be safeguarded and marked as specified in DoD 5200.01-V04, dated 24 Feb 2012 (updated 9 May 2018).
