QUESTIONS AND ANSWERS
Q.1. What is the Total Differential Head (TDH) pressure that the pumps need to put out?
A.1. TDH is dependent on several factors that won’t be known until the discharge pipeline design is finalized.
Based on the preferred pipeline route depicted in Attachment 2, the pipeline length would be approximately 220 feet. The approximate vertical lift between the pier deck and water surface elevation at low tide is approximately 10 feet. The vendor needs to take into account the additional vertical distance from the water surface level to the submersed suction head, the height of any pipe support, and the radius of the pipeline.
Q.2. Should the cost of freight be included in Item No. 0001 – Rental of Pumping System or in Item No. 0002 – Supplies/Services? And what Item No. does travel expenses for Technical support fall under?
A.2. All costs associated with expense for the material should be included in Item No. 0001. All costs associated with Technical Support which includes travel, per diem, etc. should be included in Item No. 0002.
Q.3. Specifications call for electric. But would diesel driven centrifugal or hydraulic pumps with diesel power packs be accepted?
A.3. Diesel-driven pumps are acceptable if the generators and all associated equipment can fit in the proposed equipment laydown area depicted in Attachment 2. The diesels must also have the fuel capacity to run continuously for 24 hours without refueling.
Q.4. Are flanged spool piece of HDPE pipe up to 50’ in length acceptable or would a shorter length be required?
A.4. We would prefer shorter spools of 25’ if they are available for easier transportation and maneuverability within the shipyard’s tight spaces. However, the Vendor can provide longer spools of up to 50’ if that’s all that is available as long as the final pipeline design fits within the spatial constraints depicted in Attachment 2. Minor design changes are allowable as long as the Vendor provides a drawing for concurrence as per the Statement of Work.
Q.5. Are there any special requirements for the discharge line going down the dry dock wall? Is there a minimum height off the floor, does the piping need a bend to divert the flow in a certain direction or can it just drop onto the DD floor?
A.5. The discharge can drop directly to the dry dock floor.
Q.6. Are there any provisions for hanging brackets off the side of the pier to hold the submersible pumps? Are they allowed to be attached to the pier?
A.6. The pumps cannot be attached to the pier. This would require construction and a thorough evaluation of the structural integrity of the pier wall. The pumps will be hung and suspended by the weight of the discharge piping.
Q.7. Can the 100,000 gal/min requirement be reduced if we use 12” pumps it could be as many as 15 pumps required.
A.7. The 100,000 GPM, with a 50,000 GPM redundancy cannot be reduced. The pumps and pipeline size must be large enough to provide the required flowrate and fit within the spatial constraints depicted in Attachment 2.

2. Price for each line item being quoted is in accordance with the Contract Line Item Numbers and Sub-Contract Line Item Numbers in this Notice.
3. A detailed description of how the equipment will be utilized to satisfy the requirement
a. Including the number of pumps to be used with manufacturer’s specifications for each
b. If the proposed equipment deviates from the specification in the SOW, provide a detailed specification sheet and statement depicting how the equipment can satisfy the needs of the requirement outlined within the SOW.
Award will be made for the technically acceptable item or combination of technically acceptable items that result in the lowest aggregate price to the Government.
Price:
The estimated amount for each line item will be added together to determine the total estimated price which will become the evaluate price.
The vendor’s proposed price will be evaluated on the basis of price reasonableness. All prices must be considered fair and reasonable as determined by the Government. Price quote shall be held firm and valid for sixty (60) days.
