About this file

This document contains an amendment to a solicitation for a 25,000-pound vertical universal testing machine with a two-range load cell. The amendment provides answers to five questions from industry. The first question regards flexibility in the 300mm ram stroke specification to accommodate unique testing needs such as for polyester. The second specifies the minimum acceptable specimen length as 10 feet. The third clarifies that the ramp-up speed of 1% per second and cycle testing speed of 120-150% are both requirements. The fourth confirms a horizontal machine is an acceptable alternative to the specified vertical one. The fifth advises that direct delivery must be to Bahrain, as the Navy facility in Portsmouth, Virginia is no longer accepting deliveries.

INDUSTRY QUESTIONS AND ANSWERS

Question #1: The specification mentions a ram stroke of 300mm. However, for testing polyester, this stroke length might not be sufficient. Could you confirm if the 300mm stroke length is a strict requirement or if there is any flexibility in this specification?

Answer #1: 0-300mm stroke length is not a strict requirement, flexibility in certain specifications to accommodate unique testing needs.

Question #2: The solicitation states that the maximum and minimum specimen length is 15 feet. Could you please specify the minimum acceptable specimen length?

Answer #2: Minimum specimen length is 10 feet.

Question #3: The specification mentions a ramp-up speed of 1% per second, which seems to differ from the cycle testing speed of 120-150%. Could you clarify which speed requirement takes precedence or if both are necessary?

Answer #3: Response: 1% Speed per second at 120% Cycle testing speed. Ramp-Up Speed of 1% per Second:

This speed requirement is typically used during the initial phase of testing, especially when conducting tests that involve gradually increasing load or stress levels. A ramp-up speed of 1% per second ensures a controlled and gradual application of force or stress to the test specimen. It's essential for accurately observing how the specimen responds to increasing stress levels over time. Cycle Testing Speed of 120-150%: This speed requirement refers to the speed at which the machine operates during the main testing cycles. It's crucial for simulating real-world conditions or specific use cases where the specimen may experience rapid changes in load or stress. This higher cycle testing speed allows for the evaluation of the specimen's performance under dynamic conditions.

Question #4: The solicitation specifies a vertical machine, which would require assembling the test object 6-7 meters in the air for a 15-foot specimen. We are considering proposing a horizontal version for practicality. Is a horizontal machine an acceptable alternative?

Answer #4: Absolutely, proposing a horizontal machine as an alternative to the specified vertical one is a practical and viable solution. A horizontal machine can still effectively fulfill the testing requirements while offering greater convenience and safety, making it a suitable alternative for consideration.

Question #5: Reference to subjected solicitation, can we make the delivery to the US at any of the Navy facilities, or do you need delivery at Bahrain? Please advise.

Answer #5: Direct delivery to Bahrain. NNSY Portsmouth Virginia is not accepting the deliveries anymore.
