Questions about Solicitation N4019221Q4209
1. Can the Government provide a floor plan showing a layout of the following? Yes
1) Where the doors are needing Card Reader/ACS, BMS, and monitoring.
a) Card Reader and monitoring: Reference (1)

2) Where the Lenel / Milestone Panels / UPS will be located.

3) Where the Cameras will be located.

2. In reference to Require Lenel IDS/ACS System component/s installed inside the secure area and must have tamper protection resulting in an alarm signal sent to Joint Region Marianas RDC monitoring station. The security control keypad be located near the primary entrance for ease of access. Does this keypad need to be provided and what color is desired?

| Ans: As with the system being replaced, an audible alarm will be installed and replace existing audible/visual alarm outside the facility and IDS/Alarm events/notifications transmitted to JRM RDC base security monitoring center. |
3. Can we confirm that only 2 doors need BMS for monitoring requirements?
Ans: Yes
4. How many doors require card readers?
Ans: One
5. In reference to the requirement of: Install approximately 20 wired ceiling mounted motion alarm sensors with 360 degree coverage, to include interface device, cables and conduits for connectivity to the main security control panel.
· What is the distance required in conduit? As required for placement with the following secure area dimension:
Distance from end wall of room 129 to end wall of room 118: Approximately 120 feet Distance from end wall of room 120 to end wall of room 111: Approximately 88 feet
· Is there a specific type of conduit required?
Ans: No, but must meet standards for IDS motion alarm sensor wirelines.
· How high is the ceiling, and what type of ceiling is in the building where cable will be installed?
Ans: Ceiling height is 14 feet, except for rooms 120 and 121, which are 11 feet high.
· Can J-hooks be used in place of conduit to provide the cabling infrastructure?
Ans: Requirements are for conduit
6. In reference to the following requirement: Require Milestone CCTV and a monitor that is placed in the unit Operations room to monitor incoming and outgoing personnel.
· What size monitor is required?
Ans: Standard 22 or 24 Inch
· Will the monitor be wall mounted or will it set on a desk?
Ans: On desktop
· Will this monitor requirement be in addition to the workstation monitor or will it be the workstation monitor?
Ans: In addition and dedicated to the CCTV
· Are the cameras existing? And if so, what type are they? And what cable are they using (CAT6, Coax, etc)?
Ans: No, will need to be replaced; May use Coax BNC or standard CCTV Camera cable and connector.
7. In reference to the new CCTV system being requested for the contractor to provide and install:
· Are new cameras required as part of the new CCTV system being requested?
Ans: Yes
· How many are needed?
Ans: One
· What type?
Ans: Standard type
· What resolution?
Ans: Standard
· Do you want IP with CAT6 cable? For CCTV – Ans: No; Will they be indoor or outdoor? Indoor
· Do they need to be fixed or Zoom?
Ans: Fixed
8. In reference to the doors needing Access Control or Monitoring:
· What type of doors and frame are existing (steal, wood, store front/glass etc.)?
Ans: Aluminum
· What type of locking hardware do they have or need for the ACS (is it existing for does it need to be provided)?
Ans: Locking hardware is GSA approved, X10
· Can pictures of each door be provided to determine what is needed?
Ans: No
9. What are the testing requirements to test the IDS system with the Joint Region Marianas RDC monitoring station and how many hours are required to do so?
Ans: Standard sector, IDS, Alarm testing;
10. How many days are the video recordings needed to be retained for, 30 days, 60 days?
Ans: Only to monitor the main secure access door.
11. In the event of AC power failure, how long (hours) are the systems expected to be up for on back up battery?
Ans: The facility has backup power generator; the UPS requirement is for the ACS for the main access door operations. Standard UPS.
12. How many perimeter IDS door are existing if any? Are there existing door contacts in place? If so, can they be re-used?
Ans: Six, including the main secure access door.Yes, but need to be replaced.
13. What type of COVID restrictions are in place the contractor would need to consider during installation?
Ans: Currently new arrivals will be on 14 day ROM at Govt Guam designated hotel.
14. Are there any travel restrictions or quarantine requirements before the contractor personnel could come on base after traveling there from another state?
And: Yes Ans: Currently, yes, but may change depending on the Pandemic condition announced/provided by Joint Region Marinas/Guam.
15. How long is the process for obtaining the DBIDS escort badge once on site, and is there any requirement of information prior to contractor personnel arriving on site?
Ans: One-three days after completed base access packet to include forms and copy of ID/passport are submitted to the base Visitor Control Center (VCC).
