RFI ANSWERS
RFI Questions:
1. Can/will the RFI questions and answers from the previous bid that pertain to electrical, become part of this RFP (attached)?
2. Would it be possible for Navy to include in an amendment pictures of existing conditions for each of the representative styles and representative locations for the materials being replaced?
3. Misc Keynotes on all pages indicate to "Verify Required Whip Length". Detail 6 on Drawing E502 indicates that the whip length is to be 50'. In the previous bid for this project, an amendment was issued to define the lengths of the whips based upon the location of the splices: 6' if the splice is in the box, 45' if the splice is in the tunnel and 75' if the splice is in a manhole. Can the length of the whips for each location be provided for this bid?
4. There are various pieces of equipment mounted to some of the existing enclosures which may be connected to or through the respective enclosures. Also, verbal information indicated that there may be other items mounted inside enclosures which would require some measure of attention. Since these items are not shown on the drawings or listed in the specifications, will the work required be treated as a differing site condition? If not, please quantify and narrate the work to be required to resolve all of the occurring situations.
5. Are there any known locations in or on boxes, in any manhole or in any tunnel where hazardous materials, ie: lead paint, asbestos, etc., may be encountered?
6. Existing feeder conductors are being utilized to connect the new receptacles. Is there any requirement to test these conductors or is Navy assuming that the conductors are in proper condition and that no testing will be required?
7. Details 1 and 2 on Drawing E501 and Detail 1 on Drawing E503 each show a "Remote Trip Receptacle 20A". This is not shown in any of the details on Drawing E502. Is this required for the enclosures shown on Drawing 502? If they are required, please provide specification information on what is required including to what and to where they are to be connected.
8. Drawing E102-Keynote 3: The keynote narrative does not indicate where the DLO cable whips are to be spliced to the feeder conductors. Please indicate if the splices are to be in the box, in a manhole or in some other location.
9. Drawing E102-Keynote 5: The Keynote indicates to provide stainless steel shrouds "where necessary". Can a quantity be established so that all bidders will be bidding on the same quantity?
10. Drawing E102-Keynote 8: Have the receptacles in this box already been disconnected and have the cables been removed or is the contractor to perform this work? If the contractor is to perform this work, how many sets of receptacles are existing and are the cables to be cut at the box or are they to be removed to the manhole?
11. Drawing E102-Keynote 9: The Keynote indicates to provide stainless steel shrouds "where necessary". Can a quantity be established so that all bidders will be bidding on the same quantity?
12. Drawing E102-Keynote 11: The Keynote indicates to provide new feeder conductors. Is the contractor removing existing feeder conductors or have these already been removed?
13. Drawing E102-Keynote 11: The Keynote indicates to provide twelve (1) sets of 3-1/C #500 MCM conductors with ground to Box B-13-04-SP-A. Box B-13-04-SP-A has thirteen (13) sets of receptacles. Should the Keynote actually indicate to provide thirteen (13) sets of cables or will one (1) set of existing feeder conductors remain and be reconnected to the new receptacles in accordance with Keynote 7?
Answers:
1. Yes, any RFI’s that pertain to the electrical from the previous project will be attached (see below).

Submission 1:
Q1) Various Keynotes (ie: Keynote 1 on Drawing E101) indicate to "Field verify required whip length." Would it be possible to establish a length for the whips so that all bidders can bid on the same length and therefore be on an equal playing field?
A1) The following notes are provided for bidding purposes only- Whip lengths for all splices intended in tunnels shall be 25 feet. Whip lengths for all splices intended in boxes shall be 6 feet. Whip lengths for all splices in nearest manhole shall be 75 feet.
Submission 2:
Q1) The contractor will be working in "vaults" many times to install conductors from the receptacles and to splice the conductors from the receptacles to the feeder conductors. Are the vaults considered "confined spaces" and, if so, are there any additional requirements that the facility may have beyond the standard confined space regulations?
A1) Confined space requirements for vaults are as defined in EM-385. Hot work permits required as defined within the division 1 requirements.
Q2) Reference Drawing E101: Keynote 2 indicates to provide 1 Shroud and 3 receptacles as shown via Detail 1 on Drawing E109. The Site Plan Keynote 2 shows 3 positions and 3 circuits. If the Site Plan is correct that there should be 3 sets of receptacles should the Detail referenced in the Keynote be Detail 3 in lieu of Detail 1?
A2) Keynote detail is correct, these shall be 3 separate single receptacle boxes.
Submission 3:
Q1) In SOW under “spare parts list” Duraline Black, Red, Blue insulated caps are listed.
Can you provide a quantity for each color?
A1) 1. Quantity ten caps per color, as defined in the SOW.
Q2) Drawing E101 notes 2-18 are asking for cables to be spliced in nearby tunnel and field verify the length. Can a length be provided for bidding?
A2) For bidding purposes only, whip lengths for all splices intended in tunnels shall be 25 feet.
Q3) Drawing E101 note 5 is asking for shrouds w/ 4 connectors in each. Can 4 connectors fit in these shrouds?
A3) Note 5 on sheet E101 is correct. There will be 4 receptacles per shroud at this location. Coordinate shroud size with manufacturer to meet and match existing fit, form, and function.
Q4) Is the intent on DC shrouds to have 3 black connectors in one shroud and 3 red connectors in one shroud? A4) Yes that is the intent.
Q5) Drawing E102 notes 1-7 are asking for cables to be spliced in nearest manhole, can a length be given for bidding?
A5) For bidding purposes only, whip lengths for all splices in the nearest manhole shall be 75 feet. Q6) Are all new enclosures to be stainless steel?
A6) Yes, all new boxes shall be stainless steel per technical specification 26 05 00 section 2.2.
Submission 4:
Q1) Can the boxes that need to be repainted be brought offsite to do the work?
A1) Unless the drawings specify to refurbish in place, yes they may be taken offsite for any refurbishment work including painting.
Q2)The box shown on detail 1 of drawing E-109 is significantly larger than the space where it is to be installed in some locations. Will we be able to modify the design to fit?
The location LC3-46 and LC3-8 on drawing E-101 is an example where the measured area that the box is to be installed is 27.5” tall by 23.5” wide. Far less than the 40” and 35” in the detail.
A2) Yes, detail 1 on sheet E109 shows dimensions for a typical single receptacle box (i.e.
receptacle layout, ground bus location, access panels, etc.) and shall be modified to fit within the dimensional constraints of the existing locations as necessary.
Q3) The boxes on page E-102 key notes 15, 16, 17, and 18 are on 25” stilts. A 4” PVC sweep comes up though the concrete into the bottom of the box. In order to attach the 4” PVC pipe to the new box it will need to be on 25” stilts. Will we be able to modify the box accordingly?
A3) Providing a stilt mounted box, or a standard receptacle box with adequate height are both technically acceptable in these locations.
Q4) Boxes that are to be repainted are found to have components of other systems attached to them throughout the three dry docks. Examples include fire alarm pull stations, fiber optic lines, disconnects marked for cranes and heat trace, telephone and communications junction boxes, and a pressure gauge of unknown origin. Will the disconnecting, reconnecting, and outage requests be the responsibility of NAVAC personnel or the contractor?
A4) Outage requests shall be the responsibility of the contractor for all affected systems. For bidding purposes, include all disconnecting and reconnecting of affected systems within contractor scope of work pending coordination with the contracting officer and shipyard officials post award.
Q5) Referring to the remote trip receptacle on detail 1 and 2 of page E-108. What is the function of the remote trip receptacle and what is the source of the remote trip mechanism? Will this need a separate outage?
A5) The remote trip receptacle acts as an emergency/shunt trip for shore power services.
The remote trip mechanisms are fed from shore power distribution services and will be secured when the shore power boxes are being worked.
Submission 5:
Q1) Many of the Keynotes indicate to “Field verify required whip length”. In Detail 6 on Drawing E109 it is shown that each receptacle is to be equipped with a 50’ whip. Are all receptacles to be equipped with a 50’ whip or are they to be equipped with an appropriate length of whip according to the location. If the length of whips are according to location, can a determination on the length of each whip be provided so that each bidder is bidding on the same length?
A1) For bidding purposes only, assume the following: Whip lengths for all splices intended in tunnels shall be 25 feet. Whip lengths for all splices intended in boxes shall be 6 feet. Whip lengths for all splices in nearest manhole shall be 75 feet.
Q2) When working in the tunnels at the dry docks, are the tunnels considered as confined spaces with “standard” confined space requirements or does the facility have more strict regulations for the tunnels?
A2) Confined space requirements for tunnels are as defined in EM-385. Hot work permits required as defined within the division 1 requirements.
Q3) Many of the boxes contain misc power items such as disconnects or misc communications items such as fire alarm pull stations, which are not indicated on the drawings. What is the contractor responsibility should these items be realized on boxes being refurbished or replaced?
A3) Outage requests shall be the responsibility of the contractor for all affected systems. For bidding purposes, include all disconnecting and reconnecting of affected systems within contractor scope of work pending coordination with the contracting officer and shipyard officials post award.
Q4) What are the sizes of the vaults which will enclose the splices? A4) Vault dimensions vary between locations.
Q5) When pumping out the vaults to prepare for work what is the requirement for disposing of the liquid?
A5) Vault pump down liquid is typically pumped into nearest storm drain. Prior to performing any pump down operations, coordinate with contracting officer to verify there are no additional requirements.
Q6) Is the contractor responsible for providing a clean environment to work in the vaults or will the facility personnel provide clean vaults? If it is the contractor’s responsibility can Navy provide an idea as to what may be encountered in a typical vault?
A6) Contractor shall perform work in accordance with specification 01 50 00.00 22.
Q7) Will new racks be required in the vaults to support the new conductors and splices or are the existing racking systems adequate?
A7) Contract intent is to use existing rack systems.
Q8) What are the sizes of the tunnels at the dry docks which will enclose the splices? A8) Dry Dock tunnel dimensions vary between docks.
Q9) When pumping out the tunnels to prepare for work what is the requirement for disposing of the liquid?
A9) Tunnel pump down liquid is typically pumped into nearest storm drain. Prior to performing any pump down operations, coordinate with contracting officer to verify there are no additional requirements.
Q10) Is the contractor responsible for providing a clean environment to work in the tunnels or will the facility personnel provide clean tunnels? If it is the contractor’s responsibility can Navy provide an idea as to what may be encountered in a typical tunnel?
A10) Contractor shall perform work in accordance with specification 01 50 00.00 22.
Q11) Will new racks be required in the tunnels to support the new conductors and splices or are the existing racking systems adequate?
A11) Contract intent is to use existing rack systems.
Q12) Drawing E100: The Work Availability Chart indicates some areas will be available for work at the same time. Will there be any restriction to working on more than one area concurrently?
A12) Contractor shall perform work in accordance with phasing schedule on Sheet E100.
Q13) Drawing E101: Keynote 2 indicates to provide a new shore power box as shown via Detail 1 on Drawing E109. Detail 1 on Drawing E109 indicates only one (1) set of three
(3) receptacles which would be connected to one (1) feeder circuit. Keynote 2 on the Drawing E101 Site Plan indicates three (3) feeder circuits. Should this new box have three
(3) sets of three (3) receptacles with each set to be spliced to an individual feeder circuit or is the requirement for this box to only have one (1) set of three (3) receptacles? If the box is to only have one (1) set of three (3) receptacles what is required for the two (2) sets of unused feeder circuit conductors?
A13) Provide quantity (3) single receptacle boxes as shown in detail 1 on E109, 1 per identified load center circuit.
Q14) Drawing E101: Keynote 13 indicates to provide a new shore power box as shown via
(3) receptacles which would be connected to one (1) feeder circuit. Keynote 13 on the Drawing E101 Site Plan indicates two (2) feeder circuits. Should this new box have two
(2) sets of three (3) receptacles with each set to be spliced to an individual feeder circuit or is the requirement for this box to only have one (1) set of three (3) required for remaining set of unused feeder circuit conductors?
A14) Provide quantity (2) single receptacle boxes as shown in detail 1 on E109, 1 per identified load
Q15) Drawing E101: Keynote 14 indicates to provide a new shore power box as shown via
(3) receptacles which would be connected to one (1) feeder circuit. Keynote 14 on the Drawing E101 Site Plan indicates three (3) feeder circuits. Should this new box have three
(3) sets of three (3) receptacles with each set to be spliced to an individual feeder circuit or is the requirement for this box to only have one (1) set of three (3) required for the two (2) sets of unused feeder circuit conductors?
A15) Provide quantity (3) single receptacle boxes as shown in detail 1 on E109, 1 per identified load
Q16) Drawing E102: Keynote 5 indicates to provide shrouds “where necessary”.
Can a definitive number of “necessary” shrouds to be provided be established so that each bidder will be bidding on the same quantity?
A16) For bidding purposes only, assume quantity (8) shrouds for replacement.
Q17) Drawing E102: Keynote 7 indicates to install 13 sets of receptacles. Keynote 11 indicates to install 12 sets of cables between the Power Distribution Box and the box of Keynote 7. Is the contractor replacing 12 sets of existing cables with the new 12 sets of cables? Is the 13th set of receptacles being connected to existing cables?
A17) The 13th set of receptacles is intended to be connected to existing feeder conductors.
Q18) Drawing E102: Keynote 7 indicates to provide thirteen (13) shrouds each with three
(3) receptacles for box “B-13-04-SP-A”. Keynote 11 indicates to provide twelve (12) sets of feeder conductors from the power distribution box to box “B-13-04-SP-A”. Is the thirteenth (13th) set of receptacles to be connected to an existing set of feeder conductors or should Keynote 11 be changed to indicate to provide thirteen (13) sets of feeder conductors? Also, are the new feeders replacing existing feeder conductors in the 16 way ductbank or have these feeders previously been removed leaving empty conduits?
A18) New conductors replace existing feeders in the 16-way duct bank, include removal and disposal of quantity (12) existing sets of conductors between boxes. The 13th circuit is intended to be connected to an existing set of conductors.
Q19) Drawing E102: Keynote 8 indicates to remove the existing box. Are the existing cables to be abandoned in place or are they to be removed?
A19) Existing cables shall be removed prior to covering conduit/window.
Q20) Drawing E102: Keynote 9 indicates to provide shrouds “where necessary”.
Can a definitive number of “necessary” shrouds to be provided be established so that each bidder will be bidding on the same quantity?
A20) For bidding purposes only, contractor shall assume quantity (4) shrouds for replacement.
Q21) Drawing E103: Keynote 2 indicates to provide a new shore power box with one (1) set of three (3) receptacles as shown via detail 1 on Drawing E109. The Drawing E103 Site Plan at the reference to one of the Keynote 2 locations shows two feeder circuits and the reference to the other Keynote 2 location shows three feeder circuits. Is the contractor to furnish the new boxes with only one (1) set of three (3) receptacles or is one new box to contain two (2) sets of three (3) receptacles in accordance with Detail 2 on E109 and the other new box to contain three (3) sets of three (3) receptacles in accordance with Detail 4 on E109?
A21) Contractor shall provide quantity (5) total single receptacle boxes, 1 per identified load circuit.
Q22) Drawing E104: Keynote 3 indicates to provide a new shore power box as shown via
(3) receptacles which would be connected to one (1) feeder circuit. Keynote 3 on the Drawing E104 Site Plan indicates three (3) feeder circuits. Should this new box have three
(3) sets of three (3) receptacles with each set to be spliced to an individual feeder circuit or is the requirement for this box to only have one (1) set of three (3) receptacles? If the box is to only have one (1) set of three (3) receptacles what is required for remaining two (2) sets of unused feeder circuit conductors?
A22) Contractor shall provide quantity (3) single receptacle boxes, 1 per identified load circuit.
Q23) In the Key Notes of several drawings, it states to "Remove existing paint, perform corrosion control before applying ANSI 61". Please clarify corrosion control.
A23) Corrosion control is defined as the surface preparation for painting, to include rust removal.
Q24) Specification 26 05 33 2.2 Enclosure Integrity states "Paint enclosure ASTM D1535 light Grey No. 61". Is it the intent of this contract to use this paint specification for all boxes new and existing?
A24) Contractor shall utilize paint specification for all boxes, new and existing.
Q25) Drawing E109 Detail 5: Is it the intent to provide in kind replacement (i.e., gauge thickness, etc..)? Are the stainless steel plates required to be painted?
Q26) (Not used)
Q27) Drawing C001 Spall Repair Note No. 1: For bidding, assume an additional 25% of spall repair square footage from those shown in the spall repair tables on S-503 and S-
504. Please provide tables.
A27) Disregard reference to sheets S-503 and S-504. Reference Spall Repair Schedule located on Sheet C001 for all spall repair requirements.
2. Pictures are not available for bidding purposes.
3. For bidding purposes only, assume the following:
a. Whip lengths for all splices intended in boxes shall be 6 feet.
b. Whip lengths for all splices intended in tunnels shall be 25 feet.
c. Whip lengths for all splices in nearest manhole shall be 75 feet.
4. Outage requests shall be the responsibility of the contractor for all affected systems. For bidding purposes, include all disconnecting and reconnecting of affected systems within contractor scope of work pending coordination with the contracting officer and shipyard officials post award.
5. Per PNSY Code 106 “No asbestos concerns known. C-106.13 was unable to perform a visual assessment of the shore power boxes to determine if suspect ACM is present. Older electrical components (e.g. pre-1980) are more likely to be ACM. Contact C-106.13 to assess any suspect materials as systems are de-energized.”
6. Contractor installed cable shall be tested following installation, and full cable run (existing and new) be retested once splicing has been completed.
7. Remote trip receptacle is not required for equipment shown on drawing E502.
8. Cable whips shall be spliced in the nearest manhole.
9. Stainless steel shrouds shall be provided where shrouds are not currently stainless steel.
10. Existing box is electrically disconnected. Any services still existing shall be cut in nearest manhole and removed.
11. Stainless steel shrouds shall be provided where shrouds are not currently stainless steel.
12. Contractor shall remove and replace existing feeder conductors.
13. Thirteen (13) sets of 3-1/C #500 MCM cable conductors shall be provided to the box.
