1.0 SCOPE OF WORK:
The work includes the following and incidental related work:
A. Removal of cable, boxes, concrete pad foundations as indicated on drawings.
B. Refurbish (sandblast, paint, and provide new hardware) any boxes identified on drawings.
C. Provide boxes where refurbishment is not possible as identified on drawings.
D. Provide receptacles and cabling at each box as indicated on drawings.
E. Provide box foundations in (2) locations as indicated on attached drawings.
F. The location of the boxes being refurbished/replaced includes Berths 4, 5, 6, 7, 12, 13, & 14 and Dry-dock 1.
Splicing Details:
All splices shall be watertight, rated for continuous submersion. Procedure shall include:
1. Provide long barrel compression type butt connectors. Careful attention is required when selecting the correct type and length of barrel compression splices when connecting 535MCM DLO cable with 500MCM RHW cable. Burndy
YSR38FX34LTC or equal.
2. Contractor shall install two-layers ½ lap of 130C rubber tape and two-layers ½ lap of
Scotch 33 (or equivalent tape) in that order before installation of adhesive-lined heat shrinkable tubing.
3. Contractor shall provide adhesive-lined heat shrinkable tubing of proper size for project. In order to ensure a secure fit, ensure tubing after shrinking is smaller than the diameter of wire you’re going to insulate. At the same time, the tubing diameter before

Page: 2 of 10 shrinking needs to be large enough to easily fit over the wire to be insulated, as well as any connectors.
4. Allow for a minimum of 3” heat shrink overlap past each end of the barrel splice after heat shrinking
5. Perform electrical Megger tests after installation of splices and before and after terminating new Duraline Blocks. Provide results of Megger readings to Electrical
Engineering for approval group via contracting officer.
2.0 BASIS OF BID:
The contractor shall provide a firm fixed price for each work item and reflect the value of the material, labor and equipment with a line item total by completing the attached proposal form.
3.0 GENERAL REQUIREMENTS:
All work performed by the General Contractor shall be in accordance with the requirements specified in herein and the project specifications and all local, State and Federal Codes.
The means and methods of work associated with this project shall be in accordance with the tasks specified on the enclosed contract documents and the following general requirements:
3.1. Division 01 - General Requirements Specification
All requirements of Division 01 apply to this project unless otherwise noted herein or other contract documents or if means and methods do not invoke the requirement (i.e.: no confined space, no hazardous waste, etc.). Refer to the
Attachment 4 Submittal Register for additional items that do not apply which are not otherwise explicitly identified as such herein.
3.2. The Contractor shall coordinate all work to permit Navy/Facility Operations to be performed during the course of work. Delay claims due to periodic work stoppages or changes in work sequence based on impacts from Shipyard/Facility operations will not be allowed. The Contractor may need to work outside normal work hours and /or weekends to ensure Shipyard/Facility operations are not impacted.
3.3. All work shall be fully coordinated with the Contracting Officer’s Representative and PWD-ME and shall comply with all Work Restrictions specified in
Specification Section 01 14 00.00 22.
3.4. Contractor shall provide all supervision, labor, materials, tools, equipment, and transportation necessary to perform tasks within this project.
3.5. Utility Locating Requirements:

The Contractor shall locate all utilities within the limits of ground penetrating work as specified in Specification Section 01 35 26.00 22.
The contractor shall provide the services of a qualified independent utility locating company/person(s) (Cannot be the Government’s Utility Locating Firm).
The utility locating company shall indicate the utility type, size, and depth of all utilities within the proposed area of excavation including, but not limited to, voice/data, electrical, gas, water, sanitary sewer, and storm drainage.
The Contractor shall be responsible for any damage to underground utilities which occur during excavation or ground penetrating work.
The contractor/excavator shall notify Dig Safe (1-888-344-7233) within 14 calendar days, but no more than 30 calendar days, prior to the start of excavation or ground penetrating activity. The contractor/excavator shall comply with the
State of Maine “Dig Safe” law (Title 23, MSRA 3360-A). If there are any questions regarding the Dig Safe process or underground utilities, contact the
Contracting Officer Representative.
3.6. Utilities Within and Under Concrete Slabs, Bituminous Asphalt and Other
Impervious Surfaces:
Utilities located within and under concrete slabs or pier structures, bridges, parking areas, and the like, are extremely difficult to identify. Whenever contract work involves chipping, saw cutting, or core drilling through concrete, bituminous asphalt or other impervious surfaces, the Contractor shall provide the services of a third party, independent, private locating company to locate any utilities within the limits of work. The third party, independent, private locating company shall locate utility depth by use of Ground Penetrating Radar (GPR), X-ray, bore scope, or ultrasound prior to the start of demolition and construction.
Outages to isolate utility systems must be used in circumstances where utilities are unable to be positively identified. The use of historical drawings does not alleviate the contractor from meeting this requirement.
3.7. The Contractor shall ensure work is conducted and completed in such a manner to allow access for emergency response vehicles throughout the construction period.
3.8. Contractor Laydown Space:
Contractor work space shall be coordinated with contracting officer prior to beginning work in each work location. Intended work space is the area surrounding each specific work location/item.
Contractor equipment storage/laydown area shall be coordinated with contracting officer post award.

3.9. The Contractor shall dispose of all removed materials in accordance with the
Shipyard/Facility, local, State and Federal regulations.
3.10. Concrete Work:
Special attention must be paid to any/all concrete work in/around Dry Docks.
Controls must be provided to ensure that concrete material (i.e., concrete debris, dust, concrete sawing waste water, wash water, curing water, and storm water in contact with curing concrete) does not enter the closed drainage systems of any
Shipyard dry dock. Also, elsewhere onsite, concrete material (as stated above) should be prevented from entering any drainage structure.
3.11. For any work on or in a dry dock or pumpwell:
All work completed within the dry docks and pumpwells shall have a Flooding
Mitigation Strategy Plan. The process for development of this plan shall start with a meeting to determine any locations of possible flooding. The plan shall cover all penetrations through structures which may be sources of flooding of the pumpwell, the dry dock, or an associated structure. Flooding sources considered include the Piscataqua River as well as surface rain water. The plan shall identify the source of flooding, provide a strategy for mitigating flooding from that source and details on when that mitigation will be in place (e.g. pipe that is currently open to the river will have double valve protection when not actively being worked). Provide product data sheets with the plan. The plan shall also include an inspection program to verify proper installation and maintenance of all mitigation strategies. The plan shall be submitted and approved by the government.
3.12. For any work working inside of or within 10 feet of the coping of the dry dock and its associated structures:
Personnel working inside of or within 10 feet of the coping of the dry dock and its associated structures shall have Shipyard 6010 training. Associated structures include pumpwells, service tunnels, altar pits, etc. This training will be provided, at the Shipyard, to the contractor at no cost and is approximately 4 hours in duration. Coordinate training schedule with the Contracting Officer.
Personnel that complete 6010 training can serve as an escort for up to 5 additional contractor personnel or subcontractors. The escort must be within 10 feet or audio range, whichever is closer, and is responsible for the safety of the personnel they are escorting in an emergency situation.
3.13. Site Work Requirements:
A. For any Site work projects in the State of Maine:

a. Site work in the State of Maine Shoreland Zone, including any filling, excavation, landscaping, and/or other earthwork in excess of one cubic yard of disturbance, shall comply with State of Maine requirements for certification in erosion and sediment control practices. A certified individual shall be responsible for management of erosion and sediment control practices at the site each day earth moving activities occur. A certified individual is required to visit the site every day to ensure proper erosion and sediment control practices are followed. As an alternative, the Contractor may choose to contract with a certified individual to supervise the Contractor's work in Shoreland areas. Under the State of
Maine's Shoreland Zoning Statutes, the Portsmouth Naval Shipyard, Cutler Naval Support Activity & Prospect Harbor Facilities are located within the state's Shoreland zone.
b. Erosion and sediment control measures shall be installed and maintained in accordance with Maine Erosion and Sediment Control Law and Maine
Erosion and Sediment Control Practices Field Guide for Contractors, latest edition. Erosion control inspections are required both before and after a precipitation event that has the potential to create runoff and at least weekly at a minimum. Contractor shall provide inspection reports to CM electronically weekly.
B. The Contractor shall restore disturbed areas surrounding limits of work to original conditions. Reuse the existing soil material, if considered suitable, to the greatest extent possible, and compact in accordance with technical specifications. Suitable backfill material shall be fine readily compressible soil or granular material, at or near optimum moisture content, and shall not contain stones larger than 3 inches, frozen lumps, chunks of clay, mineral matter, or any other objectionable material.
C. Any pavement and pavement markings removed or disturbed by the construction shall be replaced in-kind.
D. During construction, the Contractor shall provide sediment erosion controls and dewatering controls to ensure that excavation material (i.e., debris, dust, silted or contaminated water, storm water) does not enter any drainage system. Erosion and sediment controls shall be installed and maintained in accordance with applicable state Best Management Practices appropriate for the site conditions.
E. Construction dewatering shall comply with Section 31 23 00.00 22 and State of Maine erosion and sediment control requirements and State water quality standards. Dewatering discharges shall be re-infiltrated within the project limits unless written permission is granted by the Government for an alternative method. Dewatering discharges shall not be released to the storm drain system.

F. For this Project, the excavation work is located outside an IR Site. Any excess soils shall be transported to B357 for Gov’t Disposal.
4.0 PERIOD OF PERFORMANCE:
PERIOD OF PERFORMANCE 300 Calendar Days
The Contractor shall mobilize and commence work based on the phasing schedule in the attached drawing set.
Contractor shall prioritize ordering long lead items immediately after award to support completion within required phasing schedule timelines.
5.0 NOTIFICATION OF COMMENCEMENT:
The Contractor shall arrange and hold a pre-construction conference with all interested parties prior to start of work. All prerequisite submittals as listed herein in the “Submittals” paragraph shall be submitted at this pre-construction conference. The Contractor shall confirm the construction start date with the Contracting Officer Representative at least 48 hours prior to start date. Preparing and sending minutes of all meetings to the attendees are the responsibility of the Contractor.
6.0 DESIGN: NOT APPLICABLE
7.0 WINTER CONSTRUCTION CONDITIONS:
This Task Order will require construction operations during winter weather. The
Contractor shall include all materials, labor, equipment, and supervision required to perform the above work in cold weather conditions.
8.0 HAZARDOUS MATERIALS:
The following hazardous materials are either known or assumed to be present within the work area based upon recent tests coordinated by PWD-ME or from review of record documents. The Contractor shall provide means and methods of work in conformance with all applicable local, State, Federal, and Shipyard Regulations pertaining to working within or near these materials.
8.1. Asbestos: No asbestos concerns known. Older electrical components (pre-1980) are more likely to be asbestos containing material. If any suspect materials are identified, coordinate with the CM for testing by Code 106.13.
8.2. Lead Paint, Lead Conductors: Lead paint and lead conductors may be present. If hazardous lead waste is generated from this project, it shall be handled in
Page: 7 of 10 accordance with PTSMTH NAVSHIPYD ISNT 5090.30. All hazardous lead waste generated shall be brought to PNSY Hazardous Waste Storage Facility (B-
357) at the end of the shift generated, or daily.
9.0 CODE/REGULATORY REQUIREMENTS:
All work performed by the General Contractor shall be in accordance with the requirements specified in the Project Specifications and all local, State and Federal Codes.
10.0 CULTURAL AND NATURAL RESOURCE REQUIREMENTS:
Any modifications to the proposed action must be reviewed and approved by PWD-ME
ENV prior to implementation.
11.0 SITE SUPERVISION:
The Project Site Superintendent for this project shall meet the qualifications specified in
Specification Section 01 30 00.00 22.
The Project Superintendent shall be on site during working hours. The Superintendent cannot be the Quality Control Manager nor the Site Safety and Health Officer (SSHO).
Approval of the on-site Project Superintendent by the Contracting Officer is required prior to start of construction. Provide resumes for the proposed on-site Project Superintendent describing their experience with references and qualifications to the Contracting Officer for approval. The Contracting Officer reserves the right to interview the proposed on-site
Project Superintendent at any time in order to verify the submitted qualifications.
12.0 SAFETY:
The Contractor shall provide a competent Site Safety and Health Officer (SSHO) in accordance with the requirements specified in Specification Section 01 35 26.00 22. The
SSHO may not perform the duties of the Site Superintendent. The SSHO may perform the duties of the QC Manager.
The Contractor shall be responsible for maintaining a work site compliant with EM 385-1-1
Safety and Health Requirements Manual (Latest Edition), including latest errata and changes) and all other OSHA regulations associated with the completion of the work.
13.0 QUALITY CONTROL:
The Contractor shall implement a Quality Control Program in accordance with the requirements specified in Specification Section 01 45 00.10 22. Provide a Site QC

Manager in accordance with Section 01 45 00.10 22 to manage to implement and manage the QC Program.
The QC Manager may perform the duties of the SSHO. The QC Manager may not perform the duties of the Site Superintendent.
14.0 MEASUREMENTS:
Contractor shall verify all measurements in the field prior to starting work. Coordinate with the Contracting Officer Representative when scheduling visits to the site prior to construction activities.
15.0 CLEANUP:
Contractor shall clean up the job site daily, and shall use his or her own equipment to clean the work area to the satisfaction of the Contracting Officer Representative. Upon completion of project work, contractor shall clean the work area free of equipment, tools, materials, trash, debris and dust. Upon site stabilization as defined by State and Federal erosion and sediment control laws, all temporary erosion and sediment controls shall be removed and disposed of in accordance with State and Federal disposal regulations.
16.0 SUBMITTALS
Provide submittals as defined herein and in the contract documents including, but not limited to, the following in accordance with Specification Section 01 33 00 Submittal
Procedures:
For any projects that are awarded with a contract value of greater than $150,000, the
Contractor shall utilize NAVFAC’s Electronic Construction & Facility Support Contract
Management System (eCMS).
See Section 01 31 23.13 22 for eCMS requirements. The eCMS can be accessed at http://wl001.uat.navfac.us/cmicuat/SdMenu/. The administrator will provide a user name and password to log in.

17.0 AVAILABILITY AND USE OF UTILITY SERVICES
Coordinate available utility services with the contracting officer. Electricity and potable water will be provided without charge, where available by work space.

18.0 ORDER OF PRECEDENCE:
In the event of conflict or inconsistency between any of the requirements included in the scope of work outlined herein conflict with the attached Div 1 Specs or the Div 1 Specs included in the original IDIQ Contract, the task order requirements will take precedence.
19.0 FACILITY TURNOVER PLANNING MEETINGS (NAVFAC Red Zone - NRZ)
The Contractor shall meet with the Government to identify strategies to ensure the project is carried to expeditious closure and turnover to the Client in accordance with
Specification Section 01 30 00.00 22. Start the turnover process at the Pre Construction
Conference meeting and convene at the Facility Turnover Meetings once the project has reached approximately 75 percent completion or three to six months prior to Beneficial
Occupancy Date (BOD), whichever comes first.
See Appendix A of Section 01 30 00.00 22 for an example of the Facility Turnover
Planning Meeting Agenda, NRZ Checklist & POAM.
20.0 WARRANTY MANAGEMENT PLAN
The Contractor shall submit a warranty management plan in accordance with Specification
Section 01 78 00.00 22 at least 30 days before the planned pre-warranty conference, submit the warranty management plan for Government approval.
21.0 AS-BUILTS/ RECORD DRAWINGS
The Contractor shall provide as-built drawings for the project. The as-built drawings shall be two (2) sets of hard copy paper contract drawings by red-line process described in
Specification Section 01 78 00.00 22 to reflect the current as-built conditions during the prosecution of the project. The Contractor shall keep the working as-built drawings current and shall keep at least one set available on the jobsite for review at all times. Changes from the contract plans which are made in the work or additional information which might be uncovered in the course of construction must be accurately and neatly recorded as they occur by means of details and notes. Within 20 working days of substantial completion of all phases of work, the red line as-builts shall be incorporated into the provided project drawing PDF Project Drawing Set files using Adobe software, thus creating the PDF
Project As-Built Drawing Set. Submit the PDF Project As-Built Drawing Set and the original the red line as-builts for approval by the DM/CM and CAD department. Upon approval of these submittals, provide the final PDF As-Built Drawing Set file on CD as well as two (2) full size hard copies of the completed PDF Project As-Built Drawing Set.
22.0 ATTIC STOCK/SPARE PARTS DATA
The Contractor shall provide Spare Parts Data in accordance with Specification Section 01
78 24.00 22. The Contractor shall supply ten (10) of each item on the below list for spare
Page: 10 of 10 parts inventory. Provision of spare parts does not relieve the Contractor of responsibilities listed under the contract guarantee provisions.
