SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 04
Q 1. ELIN 718 for all years the 1,150 acres per year quantity seems excessive since this service is only provided in the fall and there is approximately 550 acres of improved grounds. Since each ELIN is for one year we could see the quantity be at approximately 600 acres of improved grounds per year.
Ans. See revised ELINS
Q 2. ELIN 719 for all years the 1,150 acres per year quantity seems excessive since this service is only provided in the fall and there is approximately 550 acres of improved grounds. Since each ELIN is for one year we could see the quantity be at approximately 600 acres of improved grounds per year.
Ans. See revised ELINS
Q 3. ELIN 741, Herbicide for Vegatative areas light. For all years the 300,000 acres per year quantity seems excessive. There is a total of approximately 2,000 acres of grounds that are the contractor’s responsibility, the quantity listed represents that this service will be ordered 3 times a week for the entire contract year. We do understand that the government could order work to be completed at other locations, but When ELIN 741, 742 and 743 are combined the amount equals 900,000 acres of herbicide application. If you change the unit of issue to Square Feet, it is more reasonable.
Ans. See revised ELINS
Q 4. ELIN 742, Herbicide for Vegatative areas medium.
Q 5. ELIN 743, Herbicide for Vegatative areas heavy.
Q 6. ELIN 744, Herbicide of Hardscape areas light. For all years the 200,000 acres per year quantity seems excessive. There is a total of approximately 2,000 acres of grounds that are the contractor’s responsibility, the quantity listed represents that this service will be ordered 2 times a week for the entire contract year. This ELIN should be priced per linear foot since the requirement is for herbicide application around objects.
Ans. See revised ELINS
Q 7. ELIN 745, Herbicide of Hardscape areas medium.
Q 8. ELIN 746, Herbicide of Hardscape areas heavy. for all years the 200,000 acres per year quantity seems excessive.
Q 9. ELIN 788, Soil Analysis, for all years, the estimated annual quantity of 2012 test per year quantity seems excessive. Commercial practice for a facility of similar size as the Naval Station Norfolk and Craney Island would require up to ten Soil Analysis per year. It is suggested that the estimated quantity be reduced to 20 per contract year.
Ans. See revised ELINS
Q 10. Can the Government please provide the complete section 1503050 Grounds Maintenance and Landscaping Spec Item 4. Description on Non-Recurring Work tasks?
Ans. Incorporate revised C and J on 6/21/18 (Amendment 2)
Q 11. On the drawings provided we noted that there are several areas that are marked at COL4, but on the Excel pricing sheet there is ELIN for pricing of COL 4. (see the following buildings on the drawings Q60, Z309, Z312, LF50, U238, P72, P65, V47, SP90, SP125, SP237, X275, X380) a. Are we to quote the COL4 areas? b. What UIC/Customer is to be quoted?
Ans. See revised ELINS
Q 12. Reference is made to Shrub, Hedge, Plant and Tree Maintenance COL 3 States that “Shrubs, hedges, plants, and trees are trimmed and maintained near the beginning of the growing season and near the end of the growing season for appearance purposes” a. Does this mean that we are to prune twice a year for appearances? b. As the site visit progressed through the base we noted that there several styles of trimming being utilized from almost topiaries to natural growth. What is the requirement? c. During the growing season will the Government order Shrub, Hedge or Tree Maintenance via e-mall/IDIQ? d. During the Site visit we noted several areas where the shrubs have been allowed to grow through a fence. d(1) Is this an acceptable practice?
Ans. Attachment J-1503050-03 defines the level of service to be performed, and are maintained to present a neat and uniform appearance. The government may order additional services IAW section 1503050, Spec item 4.
Q 13. Reference is made to Plant Bed Maintenance COL 3 States that “Plants beds are serviced near the middle of the growing season to meet COLs requirements” a. Does this mean that we are to only service the plant beds once a year? B. Will the Government order Plant Bed Maintenance at other times during the year via e-mall/IDIQ?
Ans. Attachment J-1503050-03 defines the level of service to be performed, and are maintained to present a neat and uniform appearance. The government may order additional services IAW section 1503050, Spec item 4.
Q 14. During the site visit we noted that the Grounds areas are below the standards in this solicitation a. Will the grounds be brought up to the new standards contained in this solicitation? B. If the grounds are not in standards when this contract starts, will the Government compensate the new contractor to bring the grounds up to the standards? c. If the grounds are not up to standards, how much time will the government give the contractor to bring them up to standards? d. Items such as the weeds in the cracks, joints between curbs and streets, and weeds in parking lots will take a great deal of time. Will the Government allow work on Saturdays when there is little traffic and activity on the Base?
Ans. Refer to Annex 1503050; Spec item 3.3.5.3 one time clean up (Base year only). Refer to Annex 0200000, Spec item 2.2.1
Q 15. Will the contractor be allowed to store fuel on base?
Ans. No.
Q 16. When working in and around living quarters such as barracks is there a time that we can not start work before?
Ans. Refer to Annex 0200000, Spec item 2.2.1
Q 17. It appears that there is more that 100 acres of parking lots on the base. A. Will the government identify the parking lots that are covered ELIN X007 (Base Year and Options)?
Ans. Current drawings show the parking lot areas in Lavender. This was not defined clearly in the first drawing legend. Please see revise MAPS and legend.
Q 18. In the Improved Areas we did not see many hose faucets available for irrigation, is the contractor allowed to use the fire hydrants for irrigation, if so, is a backflow devise needed for the hydrants? Are there any installed irrigation systems? If there are installed irrigation systems, are they operational?
Ans. Please review Annex 0200000; Spec Item 2.4.2
Q 19. Mowing and Trimming, it states that “In the event that undesirable vegetation species becomes the dominant species, lawns shall still be maintained to a uniform height. That height shall be consistent with the dominant species of grass for the general geographic location”. Is the government aware that the vast majority of the facility is overrun with undesirable vegetation and that maintaining these areas at a uniform height that is in conjunction with the dominant species of grass will require multiple mowing occurrences a week? The added costs for this increased level of service will be extremely significant
Ans. Refer to Annex 1503050; Spec item 3.3.5.3 one time clean up (Base year only)
Q 20. In section 3.1.2 and 3.3.3 Vegetation Control, it states that vegetation shall be removed from sidewalks, curbs, gutters, aggregate areas and paved surfaces, including parking lots. Since these services have not been performed under contract for many years, the vast majority of the facility is overrun with undesirable hard surface vegetation. Who will be responsible for bringing these areas into contract compliance? Is it the Government’s intention to use the IDIQ portion of the contract to restore these areas so that they may be maintained under the FFP portion of the contract?
Ans. Refer to Annex 1503050; Spec item 3.3.5.3 one time clean up (Base year only)
Q 21. In section 3.1.5 Shrub and Hedge Maintenance and 3.1.6 Plant Maintenance, it states that the “Contractor is responsible for plant, shrub and hedge replacement up to $50 per plant not to exceed 30 plants annually”. Since Shrub and Hedge Maintenance has not been performed on a large portion of the facility under contract for many years, the presence of overgrown, dead, broken, damaged and diseased plants are extremely prevalent. Who will be responsible for bringing these areas into contract compliance? Is it the Government’s intention to use the IDIQ portion of the contract to restore these areas so that they may be maintained under the FFP portion of the contract?
Ans. Refer to Annex 1503050; Spec item 3.3.5.3 one time clean up (Base year only) Q 22. In section 3.1.7 Plant Bed Maintenance, it states that “Plant beds present a neat appearance and promote the health of the plants consistent with the specified COLS” and that these areas are to be fertilized, edged, weeded and mulched as appropriate. Since Bed Maintenance on a wide portion of the facility has not been performed under contract for many years, the majority of the facility’s plant beds are extremely overrun with weeds and the presence of mulch is non-existent. Who will be responsible for bringing these areas into contract compliance? Is it the Government’s intention to use the IDIQ portion of the contract to restore these areas so that they may be maintained under the FFP portion of the contract?
Ans. Refer to Annex 1503050; Spec item 3.3.5.3 one time clean up (Base year only)
Q 23. In section 3.1.8 Tree Maintenance, it states that trees shall be maintained free of dead, damaged and diseased wood or structurally week limbs and branches. It also states that trees shall be maintained so that they do not encroach on structures, pedestrian or vehicular traffic. Since Tree Maintenance has not been performed on a wide portion of the facility under contract in many years, most of the trees are severely overgrown and require an extensive amount of work to return them to their original shape. Who will be responsible for bringing these items back into contract compliance? Is it the Government’s intention to use the IDIQ portion of the contract to restore these areas so that they may be maintained under the FFP portion of the contract?
Ans. Refer to Annex 1503050; Spec item 3.3.5.3 one time clean up (Base year only)
Q 24. In section 3.1.11 and 3.3.4 Storm Drain Maintenance, it states that maintenance shall consist of removal of any obstructions and control of vegetation in storm drainage systems. Since Storm Drain Maintenance was not part of the previous contract, many of the drainage ditches and storm drain areas, specifically in the Airfield Area, are severely overgrown with trees and other vegetation. Also a vast majority of the curb and gutter and curb cracks on the facility were not part of the previous contract and are severely overgrown. Who will be responsible for bringing these items back into contract compliance? Is it the Government’s intention to use the IDIQ portion of the contract to restore these areas so that they may be maintained under the FFP portion of the contract?
Ans. Refer to Annex 1503050; Spec item 3.3.5.3 one time clean up (Base year only)
Q 25. In section 3.2 and 3.3.6 Road Sweeping, it states that roads shall be swept after the threat of snow and ice is over for the season and before the start of the normal growing season. Was Road Sweeping a part of the previous contract?
Ans. No.
Q 26. In sections 3.1.11.1-3.1.11.3 and 3.3.4.1-3.3.4.3, it discusses BMP Maintenance and some of the different types of BMP’s that required to receive service. Was BMP Maintenance a part of the previous contract?
Ans. NO (IDIQ only)
Q 27. In section 3.3.7 Special Airfield Maintenance, it states that the contractor shall provide special attention around the ASOS Radar Antenna on Chambers Field and that all vegetation within a 100-yard radius shall be maintained at 2”-4”. This area would also include phragmites control within this area. Was this added level of service a part of the previous contract?
Ans. Refer to Annex 1503050; Spec item 3.3.7.
Q 28. Under COL definitions it states that COL definitions apply to Improved acreage only. Is it fair to assume that any plant beds, shrubs, hedges, plants and trees that are located in an area designated as Semi-Improved will not receive any of the maintenance associated with these items designated under the Common Output Level definitions?
Ans. Refer to attachment J-1503050-03 Facility Services (FX) Common Output Levels (COL)
Q 29. Under the definitions for Common Output Level Maintenance for COL 3, it states that all vegetation shall be maintained between 2”-4”. Under the previous contract, were weeds, seed heads and other undesirable vegetation excluded from this maximum growth height requirement?
Ans. The solicitation contains requirements that have been reused from the previous contract.
Q 30. Under the definitions for Common Output Level Maintenance for COL 3, it states that grassy areas in the front/Main entrance of buildings shall receive Pre-Emergent Herbicide, dethatching, aeration and over seeding service. Areas to the sides and rear of buildings, as well as field areas will not receive Pre-Emergent Herbicide, dethatching, aeration and over seeding services. Is the Government going to provide a map designating the areas that are going to receive these lawn maintenance services, as well as a breakdown of the associated acreages? It will be virtually impossible to develop a cost estimate without knowing the total acreage that will receive these services.
Ans. See revised Annex 1503050-J 03.
Q 31. Under the definitions for Shrub, Hedge, Plant and Tree Maintenance for COL 3, it states that shrubs, hedges, plants and trees are maintained near the beginning of the growing season and the end of the growing season.
Is the Government going to provide an estimated quantity of shrubs, hedges, plants and trees associated with COL 3 areas? It will be virtually impossible to develop a cost estimate for these items without knowing the quantities associated with this level of service.
Ans. The Government does not maintain records of number of trees, number of Shrubs, liner feet of edging. The ELIN price per COL shall include shrubs, hedges, plants and tree maintenance.
Q 32. Under the definitions for Plant Bed Maintenance for COL 3, it states that plant beds are to be serviced near the middle of the growing season to meet COLs requirements, to include, weeding, mulching, vegetation and debris removal. Is the Government going to provide an estimated Square Footage of plant beds in areas designated as COL 3? It will be virtually impossible to develop a cost estimate for plant bed maintenance, especially mulching, without knowing the total square footage that will receive these services.
Ans. The government does not maintain records with exact number of plants beds to be maintained. The ELIN price per COL shall also include plant bed maintenance.
Q 33. Under the definitions for Plant Bed Maintenance for COL 3, it states that plant beds are to be serviced near the middle of the growing season to meet COLs requirements. It also states that Pre-Emergent herbicide shall be applied prior to mulching. Why would the Government choose to perform Plant Bed Maintenance in the middle of the season while other base wide services are in full swing, as opposed to the first part of the growing season when this type of maintenance would typically be performed and other maintenance requirements, such as mowing are minimal? Coincidentally, the application of a Pre-Emergent Herbicide is only beneficial prior to weeds being present and this application would typically take place prior to mulching in the early spring.
Ans. Refer to Annex 1503050; Spec item 3.1.7 and attachment J-1503050-03.
Q 34. Under the definitions for Gravel and Paved Parking Lot Maintenance, it states that Naval Station gravel and paved parking lots under contract shall be maintained in all COL levels as directed in Annex 1503050. However, on attachment N4008518R9742NSN_GM_MAP_06-14-18, none of the facility parking lots or other hard surface areas are highlighted indicating their COL designation. Therefore, the acreages associated with these parking lot and hard surface areas have not been accounted for and migrated to the associated acreage for pricing on the ELINS spreadsheet for Recurring Service. Is the Government going to provide an updated map including the parking lot areas that are going to receive maintenance, as well as an updated ELINS spreadsheet reflecting the increased acreages providing these services will add?
Ans. See revised Annex 1503050-J 03.
Q 35. On the ELINs spreadsheet under CNRMA, it states that 99.285 acres shall receive Parking Lot Maintenance. Will the Government provide a map indicating which parking lots this 99.285 acres represents?
Ans. See revised Annex 1503050-J 03.
Q 36. On the ELINs spreadsheet under Non-Recurring Services for the Base Year and Options 1 through 4, ELINs 741 to 743 Herbicide of Vegetative Areas, it indicates an estimated quantity of 300,000 Acres. Is this an error for the Unit of Issue? It seems as though it should be Square Feet instead of Acres, as 300,000 acres is an extremely large amount of area.
Ans. See revised ELINS.
Q 37. On the ELINs spreadsheet under Non-Recurring Services for the Base Year and Options 1 through 4, ELINs 744 to 746 Herbicide of Hardscape Areas, it indicates an estimated quantity of 200,000 Acres. Is this an error for the Unit of Issue? It seems as though it should be Square Feet instead of Acres, as 200,000 acres is an extremely large amount of area.
Ans. See revised ELINS.
Q 38. On the ELINs spreadsheet under Non-Recurring Services for the Base Year and Options 1 through 4, ELIN 741 Herbicide of Vegetative Areas (Light), under the Definition Extended it states that Light Vegetative Herbicide application is a surface area having maximum unwanted vegetation coverage from 30% up to 70%. This is the same maximum coverage percentage as Herbicide of Vegetative Areas (Medium). Is this an error in the Definition Extended, as it seems the maximum coverage should be up to 30%?
Ans. See revised ELINS.
Q 39. On the ELINs spreadsheet under Non-Recurring Services for the Base Year and Options 1 thorough 4, ELIN 744 Herbicide of Hardscape Areas (Light), the Definition Extended contains the same verbiage as ELIN 738 Vegetation Removal Hand (Light). Is this an error in the Definition Extended for ELIN 744?
Ans. See revised ELINS.
Q 40. Have the Common Output Level Definitions for the current solicitation changed dramatically from the Common Output Level Definitions associated with the previous contract?
Ans. The solicitation contains requirements that have been revised from the current contract.
Q 41. Evaluation Factors: How will proposals be evaluated? Is this a lowest priced technically acceptable solicitation or Best Value? Section M does not firmly state.
Ans. See Amendment 0003.
Q 42. Section C 2.7.1.2 and 2.7.1.3 Quality Control Manager and Site Safety and Health Officer: Can the Quality Control Manager and Site Safety and Health Officer be the same person as the Project Manager?
Ans. Please see revised Sect C 2.7.1.1 and 2.7.1.2 Q 43. Section C -1503050 and J-1503050-03 Common Output Levels and Inventories: state that Shrubs, Hedges, Plants, Trees, Plant Beds, Roads Sweeping, and Gravel and Paved Parking Lots should be maintained throughout different levels of the Common Output Levels however there is not data on the following for each client/customer:
§ Shrubs – Size and count § Hedges – Size and count or linear footage § Plants – Size and count § Trees – Size and count § Plant beds – Square footage § Road sweeping – Square footage or acreage § Gravel and Paved Parking Lots – Square footage or acreage
Ans. The Government does not maintain records of number of trees, number of Shrubs, liner feet of edging. The ELIN price per COL shall include shrubs, hedges, plants and tree maintenance.
§ Road sweeping – Square footage or acreage - (SHOWN IN SECTION J BY LF) § Gravel and Paved Parking Lots – (SHOWN ON REVISED DRAWINGS AS LAVENDER AREA AND
INCLUDED IN DRAWING LEDGEND)
Q 44. Herbicide: Will the Government allow herbicide and herbicide materials to be stored on Government property?
Ans. Herbicide can NOT be stored or mixed on Government property.
Q 45. Irrigation System Operation: Can the government provide data on irrigation systems to be maintained for each client/customer to include: Control Boxes, Zones, Heads, and Valves?
Ans. There are no Irrigation Systems in Operation.
Q 46. Irrigation System and Lawns: All common output levels suggest that irrigation of lawns is a requirement.
More specifically, COL 3 states that the contractor should “Irrigate as necessary to maintain lawn health and appearance. Is the contractor responsible for manual irrigation when irrigation systems are not in place?
Ans. The Contractor shall meet the requirements of the COL level in place.
Q 47. Common Output Level 3: COL 3 states that grassy areas in the front / main entrance of buildings shall receive pre-emergent herbicide, dethatching, aeration, and over seeding service. Can the government provide square footage or acreage of these areas broken down by client/customer so that prices can be accurately prepared?
Ans. See revised Section 1503050 J-03.
Q 48. Minimum and Maximum Growth Heights: Do minimum and maximum growth heights include all vegetation or the dominant species only? In other words, do broadleaf weeds and seed heads count toward the measured height?
Ans. Most all Base wide grassy areas are a mixture grass types and weeds, and shall be maintained to the requirements of the COL level in force.
Q 49. Section C – 3.3.6: Road Sweeping: What ELINs do road sweeping fall under?
Ans. A--D 0007 only.
Q 50. Section C – 3.3.6: Snow Removal: Is the contractor responsible for snow removal of roads and parking lots both paved and unpaved?
Ans. Snow Removal will be ordered under Non-Recurring as Needed.
Q 51. Section C – 3.1.9 Artificial Turf: Can the government provide square footage or acreage of artificial turf for each client/customer?
Ans. Solicitation does not include artificial turf or Xeriscape at this time.
Q 52. Section C – 3.1.10 Xeriscape Areas: Can the government provide square footage or acreage of xeriscape areas for each client/customer?
Ans. Solicitation does not include artificial turf or Xeriscape at this time.
Q 53. Section C – 3.1.11 Storm Drainage Systems: Can the government provide square footage or acreage of storm drainage systems for each client/customer and which fall under improved or semi-improved grounds?
Ans. Storm drainage is covered under all COL levels and Semi-improved. It falls under the 'typical acre" and is not quantified separately.
Q 54. Section C – 3.3.2 Tree Control: Can the government provide linear feet or count of tree control for each client/customer?
Ans. Individual Tree information is not available.
Q 55. Section C – 3.3.7 Special Airfield Maintenance Area: Can the government provide square footage or acreage of Special Airfield Maintenance Area and which client/customer it falls under?
Ans. Refer to Annex 1503050; Spec item 3.3.7
Q 56. J-1503050-04 BMPs: Can the government show which BMP facility corresponds to which client/customer on the ELINs so that pricing can be appropriately allocated?
Ans. BMPs are indicated on the drawings and are part of storm drainage.
Q 57. Management and Administration: Government Furnished Property: Can the Government provide a location and square footage of the lay down area provided?
Ans. That will be determined after award.
Q 58. ELIN A007 Street Sweeping: Can the Government provide a total square footage for street sweeping?
Ans. Street sweeping inventory is provided in section J.
Q 59. ELIN A780, A781Tree Planting: What species of trees should be planted?
Ans. As ordered
