About this file
This amendment to a solicitation provides responses to bidder inquiries for a project to replace the UPS system at Building 3154 of the Commander Fleet Activities Yokosuka base in Japan. The amendment permits the use of two temporary generators to be operated alternately to supply power during the 60-day replacement period without interruption. It also allows for holes to be made in the exterior wall adjacent to an entrance door for routing power cables from the temporary generators to an existing panelboard, which must then be properly repaired. The bid closing date of April 3, 2023 at 10:30 AM Japan Standard Time remains unchanged.

1.4.5 As described in the specification, the
duration of the power outage shall be within maximum four (4) hours, and twice for connecting and disconnecting temporary generator system. And it is also described that temporary generator system will supply 60Hz 3PH 4W 208/120V 300kVA during the replacement of UPS work. However, the UPS manufacturer says it will take approximately 60 days for the replacement of UPS.
It is difficult to operate continuously for 60 days considering with the product durability of temporary generator. Additionally, we really concern about refilling the fuel under temporary generator is running in terms of safety aspect. Thus we would like to use 2 (two) temporary generators after installation of temporary ATS (automatic transfer switch) panel and fuel tank. Then we will supply power from the subject two temporary generators by alternate operation without any interruption. Is this method for power supply acceptable for GOV?
Yes.
