N3904020Q0090- Amendment 0003 RFIs 3-15, dated: February 28, 2020

3. Can design documents be sealed by a QFPE licensed by a state other than Maine?

Response to Question 3: Yes, a QFPE can hold a license in any US jurisdiction to perform this work.

4. Can the required rough-in inspections, testing and commissioning be witnessed by a person under direct supervision of and deemed qualified by the QFPE?

Response to Question 4: Inspections, Testing and Commissioning must be witnessed by the

QFPE.

5. The scope of the solicitation is limited to the design of fire protection systems for the fabricated spray rooms. Is the QFPE responsible for the construction of and code compliance of the spray rooms and its utility components (electrical, mechanical, etc..).

Response to Question 5: The intent was to ensure code compliance, if modifications need to be performed to the existing structure it should be noted in “basis of design”, however the QFPE will not be held responsible for compliance of the construction of the rooms.

6. If the QFPE is responsible for the full compliance of the spray rooms, can all design documents utilized to construct the spray room be provided for review?

Response to Question 6: The QFPE will not be held responsible for the compliance of the construction, however any existing documents can be complied and sent for review by the

QFPE.

7. Are all the documents referenced in Section 5.1.4 (Fire Protection Design Analysis, Life safety plans, code compliance, site plan, code summary sheet, Calculations, Specifications, Drawings, and any additional informational documentation generated for the design) required to be provided? If not who determines which documents are required for this project?

Response to Question 7: The QFPE will be responsible for determining which documents need to be generated for the design, the note “may include the following documents” shall be assumed in the pretext of Section 5.1.4.

8. The Learning Center is not provided with a fire alarm panel that can monitor a fire suppression system. Does the scope of work include the design of the fire alarm system? If so, does the system need to be a mass notification system similar to other building fire alarm systems on base?

Response to Question 8: Fire alarm, if needed by code, shall be limited to notification via audible/visual alarm for only enclosed rooms.

9. During the site visit an engineering report completed by Colby engineering was referenced. Is it possible to review this report to ensure all items fire protection items related to the spray rooms are being or were addressed?

Response to Question 9: NAVFAC Architecture Branch doesn’t believe this report has bearing on the current project direction. The previous report was developed using different information than is currently the focus.

10. Who is responsible to determine if the spray room ceiling constructed of Superstrut 1200 HS and 16 gauge sheet metal is capable of supporting the forces required to install, maintain and operate the fire suppression system?

Response to Question 10: As currently indicated by NAVFAC Architecture Branch, this ceiling needs to be reconstructed (Superstrut removed and replaced) using a detail and system assembly as provided in the NAVFAC Design Drawings from 2018.

Prior to the reconstruction of this ceiling, the FPE should provide the loads for the intended FP system to be installed. Once this is provided, NAVFAC may review the loads to determine if the current (2018) design will provide adequate support or if additional structure should be installed.

11. Is the QFPE responsible to determine the maximum allowable quantity of hazardous materials utilized in the spray rooms?

Response to Question 11: The Shipyard safety code (C106) is responsible to determine the maximum allowable quantities and types of hazardous material utilized in the spray rooms based upon exposure levels which, these levels of exposure are significantly lower than NFPA requirements. If the QFPE requires max current allowable material/worst case to be sprayed, C106 can provide.

12. Will AutoCAD plans of the as-built conditions of the Learning Center, including the spray rooms, be made available to utilize for the design of fire protection systems?

Response to Question 12: NAVFAC Architecture Branch has confirmed that the indicated CAD drawings do not currently exist in the PWD-ME archives.

13. The existing LC facility is not equipped with an existing sprinkler system or fire alarm system per

SOW-2.6. It is unclear from SOW-5.1.1 whether the design of the “facility” refers to the entire LC or just the paint/blasting booths. Does the scope of work include providing a sprinkler system and fire alarm system for the entire LC facility (perimeter sketched in blue below) or is the scope of work limited to just providing a fire alarm system and sprinkler system for the two blasting/spray paint booths (perimeter sketched in red below)? If for the entire facility, could you share with us the square footage and general use of the entire building/facility requiring design?

Response to Question 13: The intended area is enclosed in red.

14. It is assumed that the sprinkler system design for the spray booths will require a new underground fire/water service. Will a civil engineer be hired to design the underground water service from the base water main to the building? Is there a water source (e.g. underground water main in the street) available to serve the new system? If so, is there existing hydrant flow test information available to incorporate into our design; or will we be expected to conduct our own hydrant flow test with base utility personnel?

Response to Question 14: The preferred system for this application is a dry chemical system, as utility upgrade for required for a wet system are substantial.

15. Are there AutoCAD or Revit files available of the facility and booths for our use in designing the fire protection systems; or would we be expected to develop the necessary AutoCAD files of the base building/booths within which we would be designing the new systems?

Response to Question 15: NAVFAC Architecture Branch has confirmed that the indicated CAD drawings do not currently exist in the PWD-ME archives. The CAD files of the booths would have to be generated.
