STATEMENT OF WORK FOR BUILDING 22 MAINE AND NEW HAMPSHIRE
CONFERENCE ROOM AUDIO VISUAL COMPONENT UPGRADE
1. SCOPE: The selected AV contractor will be responsible for the procurement and installation of all the audio visual products, components, cable, install material, labor, and training to make a complete and operating system that matches the scope listed below. All components specified below are required for each of the two conference rooms (x2).
Two (2) 80 inch flat panel displays will be mounted onto the front wall of the room using wall mounts with a service scissor accessory.
A 70 inch flat panel display will be mounted onto the back wall of the room using an articulating wall mount.
A customer furnished stationed computer will reside in the lectern and will provide a DisplayPort output connection.
A cable well (located in the lectern) will allow for a VGA with audio and HDMI laptop connection to the system.
A Wolfvision document camera will reside in the lectern’s pull out drawer.
A Cisco SX80 Video Teleconferencing codec along with two (2) HD PTZ cameras will be provided and installed. One (1) camera will be located on a shelf between the front two displays and the second camera will be located on the rear wall of the room. A one-year Total Care warranty has been factored for the cameras and the codec.
A Quad BRI and NT1 will be provided for customer furnished ISDN lines. Note: PNSY will be responsible for providing the ISDN lines and any cable pulls to the codec location (in the lectern).
The system will have the capability of showing native computer images on the display, or be able to PC share with the far end in a Video Teleconferencing Call.
The system will have the ability to show two (2) different computer images on the front displays or the same image to both displays. The rear monitor will be used as a courtesy/heads up display.
Two (2) Shure ceiling tile microphone array will be installed in the ceiling grid for Video and/or Audio Conferencing room audio to the far end.
A Shure wired gooseneck microphone (located on the lectern) will allow for voice reinforcement as well as far end audio while in a call.
A Biamp DSP unit will EQ the room, provide AEC, route all audio signals, and provide a telco connection for audio teleconferencing.
Six (6) ceiling speakers will provide audio playback within the room.
A new lectern will be provided for the presenter and for all headend equipment.
All cabling from the mill work must be neatly wired, labelled, cable tied, and cable wrapped.
A custom wall plate for connections to the equipment is required, as this will allow the end user to easily disconnect the system (if needed).
The system is designed for future 4K capability within the switcher but the displays are a 1080 resolution. Portsmouth Naval Shipyard understands that some of the items such as the displays will need to be changed if/when this occurs.
A Crestron ten inch (10”) wired table top touch panel (located on top of the lectern) will allow the end user to easily control the system. This includes turning the displays on/off, source selection to the displays, video conferencing control, audio conferencing dialing, and in room speaker volume levels.
The control system will be programmed with the intent for easy and consistent operation by any end user. The Crestron control system will replace the Cisco touch panel as the sole control for the Cisco SX80.
All head end equipment will be located within the lectern equipment racks.
2. BACKGROUND:
2.1. Location. The Maine and New Hampshire Conference Rooms are meeting spaces that are utilized frequently. The rooms currently have AV Systems which will need to be removed and left on location.
2.2. Shipyard Point of Contact. Shipyard point of contact is.
3. PERIOD OF PERFORMANCE: The period of performance will be from date of award within Fiscal Year 2018 to 31 December 2018.
4. SECURITY:
4.1. Location is outside the Controlled Industrial Area (CIA) of the Portsmouth Naval Shipyard. The contractor must register with the Defense Biometric Identification System and the contracting personnel will be required to complete Base Access Pass Registration. Advanced list of contracting personnel shall be provided to POC for advanced visitor request forms to be sent to security. No person not known to be an American citizen of good standing and repute shall be eligible for access to Portsmouth Naval Shipyard. Proof of citizenship is required using two forms of ID.
5. DELIVERABLES:
5.1. General. The Contractor shall provide all personnel, equipment, tools, materials/parts, per diem/transportation, and other items/services necessary to perform the work as described herein. If the contractor has any questions concerning this SOW’s requirement defined within, they are to stop work immediately and contact the Shipyard point of contact listed in section 2.2.
6. ACCEPTANCE CRITERIA:
6.1. The supplier of the AV System will provide detailed
information of the products and services being provided prior to being awarded the contract.
7. SPECIAL REQUIREMENTS:
7.1. The provision of power, network and CATV will not be the responsibility of the AV contractor and is not included in this scope.
7.2. Source Selection Criteria – The contractor selected to
perform this work shall have proven previous experience with providing AV systems, including installation and training, at Portsmouth Naval Shipyard.
7.3. The following criteria and certifications must be met to be considered for eligibility to bid on this request for proposal:
7.3.1 The AV contractor must be a Crestron Electronics
authorized reseller.
7.3.2 Must have certified DMC-D, DMC-E personal, and
control system programmers on staff.
7.3.3 Successful bidder must have the ability to make
program changes on site during the installation and any time within the warranty period.
7.3.4 Crestron Program modifications can be made by
PNSY for up to 90 days after project completion at no additional charge.
7.3.5 Must be an authorized Biamp certified dealer and
must be certified to sell the Biamp Tesira product line.
Must have Biamp certified staff available on site during the installation and available for any service call within the warranty period. The Biamp certified staff needs to include individual(s) certified in the Tesira product line.
7.3.6 Must be a certified Cisco authorized reseller, and have the ability to support the product.
No unauthorized Cisco resellers will be considered for this project.
7.3.7 To ensure for quicker service response, the AV
contractor must work out of an office within a 55 mile radius of the PNS and provide a response/action within 24 hours. Note:
This will be based on normal business operating hours (Monday thru Friday 8AM-5PM).
7.3.8 To ensure better use of schedules, the chosen
vendor must build and test the equipment rack(s) at their own office location prior to arriving on the job site at PNSY.
No drop shipping of equipment to location is allowed due to multiple factors.
7.3.9 Must provide a final “as built” drawing with all
the final detailed information.
7.3.10 The AV contractor must have at least two INFOCOM
CTS qualified personal on staff.
8. Technical Services
8.1 Application Engineering – Preparation of system functional interconnection diagrams, circuit details, equipment rack elevations and system functional, performance and installation standards.
8.2 Project Management – Project schedule development and
management.
8.3 Installation Shop Labor – Building of all custom cables and assembly of equipment rack.
8.4 Installation Field Labor – Termination of all cables, mounting equipment, system testing and adjusting, site clean-up and disposal. Does not include AC connection to any equipment unless noted.
8.5 Warranty – Warranty provides that the system furnished for this project, including all installation labor, workmanship, materials and products are free from defects or equipment failure for a period of one year from the date of final invoice.
9. APPLICABLE STANDARDS:
9.1. Work Site Cleanup – The contractor is responsible for room clean up and any disposal. The contractor shall not have any material or waste left over after installation of new equipment or dismantling of existing equipment. Only the existing equipment, which has been removed, will be left on location.
9.2. Work Site Operational Safety Environment – The contractor must provide their own employee protection systems, and personal protective equipment (PPE). The contractor shall be responsible for providing means to access all areas not currently made accessible (e.g. Ladder).
